【摘要】 我国的小城镇存在基础设施不健全、公共服务落后,城市功能不完善、人居环境不理想等诸多问题,客观上需要加大建设的力度。本文从政府方建设管理的角度进行系统的研究,主要内容如下:(1)针对小城镇存在建设需求与资源不足的矛盾,建立基于智能化模型的自组织建设模型,通过模型的分析指出小城镇建设目标的相似性是引发资源分散、投入不足、整体无序的主要原因。提出从区域城镇体系的系统性出发,具有目标与资源的区域统筹性、控制与观测的直接性的区域组织建设模式,分析其运作模式、特点,建立大系统递阶模型研究模式的系统协调性,求解实现协调的条件。(2)研究具有战略性的区域组织建设模式的实施方法。区域组织建设模式是区域小城镇建设战略层面的解决方案,而项目管理方法不适合执行具有战略性的问题,区域组织建设模式应与区域重点小城镇集群相对应,采用项目群管理的方法。应用主成分分析法研究小城镇建设项目群的构建问题,分析项目群的集群效应,指出影响项目群集群效应的因素。(3)研究项目群管理组织界面复杂性问题。项目群集群效应的实现必须解决政府管理组织界面复杂性问题,界面的复杂性是由于政府管理结构中小城镇所处的纵向层级过长和面向单一任务的横向职能部门过多而造成的,结合组织变革理论和项目群管理理论构建具有纵向层级扁平化和横向职能协同化的项目群管理组织。(4)研究项目群管理协同机制的复杂性问题。项目群协同机制的复杂性是由于项目群建设任务的复杂性而引发的。应用协同学的序参量法构建区域小城镇建设项目群管理系统的协同模型来分析影响系统实现有序化的各种参量,并提出基于序参量法的协同度测度方法,用以评价项目群管理的协同状况。本文从区域小城镇的建设模式、集群管理的中观角度切入来解决区域内小城镇建设过程中涌现出的问题,在建设模式、实施路径、管理方法上取得了一定的研究成果,陕西省小城镇的建设工作与成果一定程度验证了本文提出的理论和方法的正确性,对区域小城镇建设工作具有一定的参考价值。更多还原

【Abstract】 In our country,it needs to increase the intensity of the construction of the small town objectively,for there are many problems,such as the infrastructure is not perfect,the public service is backward,the urban function is not perfect,the living environment is not ideal,and so on.This article is to carry out a systematic research from the perspective of the construction management of the government.The main contents are as follows:(1)In view of the contradiction between the demand and the resources shortage of construction in small towns,self organization construction model is established to analysis that the similar construction targets of small towns caused scattered resources,lack of investment,and the disorder of the whole.Regional organization construction model is proposed from the viewpoint of systematicness of regional urban structure,Witch has the characteristics of the regional co-ordination of the target and the resources,control and observation directly.The operation mode and characteristics of the mode is analysised.The coordination of the mode is researched by the hierarchical model and requisites of realizing coordination is solved.(2)The implementation is researched of the regional organization construction mode.Organization construction is the solution model of regional strategic level of small towns.The project management is not suitable for implementation of strategic issues,organizational construction mode should be adopted programme management.Setting up the programme by principal component analysis,then cluster effect and influence factors of which is researched.(3)Research on the complexity of the programme management organization.To achieve the cluster effect must solve the complicated problem of government organization management interface.The complexity of the interface is caused by the vertical level of the small town and the excessive function of the single task in the government’s management structure.Combining organizational reform theory and programme management theory,a new programme management organization is settedup with vertical flattering and horizontal coordinating function features.(4)Research on the complexity of programme management coordination mechanism.The complexity of programme collaboration mechanism is caused by the complexity of programme construction task.The collaborative model of programme management system is setted up based on the order paramete method of synergetic theory.Analysis of various parameters affecting the ordering system by the model,coordination degree measure method is gotted for collaborative situation of programme management.In this paper,the construction of small towns in the region is solved in pattern and colony perspectives of macroscopical level.Some beneficial results have been obtained,which has been has been verified by construction work and achievements in small towns in Shaanxi Province.It has a reference value for the construction of the regional small towns.更多还原
