【摘要】 在新型城镇化和城市建设绿色化导向下,城市绿色空间作为城市极为重要而特殊的生态安全屏障、农林生产设施和游憩服务基地,日益受到重视。面对快速城镇化进程中城乡不当建设行为的强烈干扰和城市居民对绿色空间复合功能的强烈需求,论文基于多地的规划实证,对城市绿色空间规划范式进行了探讨。论文研究融合多学科的理论和方法,引入生态整体规划思路,以土地空间资源配置为基础,以“生态-生产-生活”空间结构、功能组织、用地布局、关键控制要素为核心内容,构建衔接多尺度、整合多功能的绿色空间规划框架体例、规划管控技术、管理实施策略,以弥补现行城乡规划体系和规划范式应对绿色空间的不足,力图通过“有效保护、持续利用和合理开发”实现绿色空间的“生态优先、绿色生产、宜居生活”。论文内容包括如下四部分:第一部分为研究本体认识:(第一章)提出研究概念、研究目标与内容、研究方法与框架。(第二章)系统认知城市绿色空间的自然、社会、经济多维属性,以及显示在土地空间上的复杂结构形态;辨析影响绿色空间演进的自然力与非自然力,以及局限绿色空间规划的相关政策背景。第二部分为规划范式讨论:(第三章)借鉴国内外相关规划范式实证经验,揭示现行法定规划体系对绿色空间应对不足之处。以生态价值观为指导,融合多种规划思想和方法,提出生态整体规划思路,探讨与现行规划体系衔接的绿色空间规划范式,建构规划框架体例(规划空间层次、规划阶段及核心技术、法理地位、总体目标、利用分类和规划程序),作为指导具体规划的基本框架。第三部分为规划管控技术:结合番禺、宝鸡、眉山、重庆等地实践,围绕城市规划区、中心城区和用地单元三个法定规划层次,解析各层次焦点问题,衔接相关专业或专项规划要求,明确各层次规划主要内容和目标,针对重点管控内容形成核心规划技术:(第四章)在城市规划区,考量绿色空间发展战略,制订结构规划,形成分区管制政策指引;(第五章)在中心城区,组织绿色空间功能,制订用地布局规划,集成“六图一表”规划路径;(第六章)在用地单元上,建立“单元引导+片区/场地控规”的分层编制模式,对生态型片区、生活型场地和关联边缘地带提出关键指标要素体系和控规控制模式。第四部分为实施管理创新:(第七章)借鉴国内外绿色空间管理经验,提出完善管理“政策群”,优化管理“工具包”,创新管理机制。更多还原

【Abstract】 With the new urbanization and the greenization in urban construction, urban green space has played more and more important roles as urban ecological defense, agricultural production facility and recreational service base. Responding to the contradiction between the interference of human activities and the strong demand on green space, this paper discusses the planning paradigm of urban green space.This paper introduces the idea of ecologically holistic plan by absorbing multi-disciplinary theories and methods. Based on spatial measures of land-use allocation, this planning idea leads to the core contents of urban green space plan: spatial structure, functional organization, land-use layout and control elements. The paper hopes that the establishment of routines on green space plan can conform “ecology, industry and life” integrated functions based on multi-scales, and strengthen regulatory techniques and management strategies, to make up for the deficiency of dealing with green space by the present urban and rural planning system.This paper is comprised of the following four parts:(1)Knowledge of research ontology: The first chapter proposed the concept of urban green space, research framework, object, contents and methods. The second chapter systemically proposed the cognition of multidimensional attributes(natural, social and economic) and complex structures display on land-use, analyses natural and non-natural forces promote urban green space?s evolution, and some limited policies on planning.(2)Discussion on planning paradigm: The third chapter reveals the deficiency of dealing with urban green space by the present statutory planning system. By drawing experiences from bothdomestic and foreign, the author puts forward the idea of ecologically holistic plan, and thoroughly discuss the routines(spatial scales, planning stages and key techniques, legal status, overall goal, classification and procedures)on green space plan in accord with the present statutory planning system.(3)Discussion on regulatory techniques: Based on three statutory planning levels(urban planning area, urban central area and land-use unit), the paper points out the crucial issues, main contents, different goals and regulatory techniques in every level. In urban planning area, the main contents of plan is to draw up development strategies of green space, formulate structure plan, and zoning policies(Chapter Four); In urban central area, the main contents is to conform “ecology, industry and life” integrated functions, formulate land-layout plan, and combine "six-figures and one-table" planning approach(Chapter 5); On land-use unit, the main contents is to establish the hierarchical regulatory planning model-" unit ordinance + area / site control”, and propose the key indexes system and regulatory mode on the ecological area, living site and related fringe of green space(Chapter 6).(4)Innovation of implementation and management: The seventh chapter induces effective measures frompractical applications to perfect the management policies, optimize the toolkits, and innovate the mechanisms.更多还原
