【摘要】 我国经济发展进入新常态,资源环境约束下的产业转型升级,要求必须大力发展低碳循环经济。发展循环经济产业园区是推动循环经济发展的重要模式和现实平台,是促进经济结构转型提升的有效途径。我国自2005年开展试点示范工作以来,在发展循环经济方面已经取得了一定成就,但推广进程缓慢,尤其在产业链建设、绩效提升、路径选择等方面的问题较为突出。对我国产业园区循环经济发展评价内容、评价方法以及改革路径等方面的研究很多,但目前尚缺乏具有普适性、多角度、系统性的研究。在上述背景和国内外相关研究的基础上,本研究以迁安西部产业园区为例,从产业关联和综合绩效两个维度,建立生物关联模型、突变级数模型,应用统计和数学等研究方法对我国产业园区循环经济发展效果进行了评价,之后基于SWOT-AHP方法对迁安西部产业园区的发展战略和路径选择进行了研究。主要研究成果有:一是确立了循环经济产业园区发展的“三步走”理论模式。首先在对循环经济相关理论研究的基础上,构建了产业园区循环经济发展协同机制理论模型,确定各参与主体因子的功能和作用机制;其次进行产业园区效果评价;最后给出各参与主体因子协同作用得以实现的对策建议。二是通过对循环经济产业园区产业关联理论研究,确立产业园区关联度测量的方法;通过对迁安西部产业园区典型案例进行产业关联度测量,以及将结果与发达国家发展水平进行分析比较,找出我国循环经济产业园区产业结构系统存在的问题和差距,从而为园区未来产业链优化、扩展和相关技术改进指明方向;三是通过对产业园区循环经济绩效评价理论和方法的研究,根据评价对象特征确立指标体系构建方法;通过对指标数据特点研究确定相对科学合理的评价模型方法;通过对绩效结果的研究,明析我国循环经济产业园区指标绩效水平,找到改进重点和方向。并以迁安西部产业园区为例进行了指标绩效评价,为我国其它产业园区循环经济指标绩效评价拓展了思路,并提供借鉴。四是应用SWOT-AHP方法对循环经济产业园区发展的内外部影响因素进行定性和定量研究,首先找出影响产业园区循环经济发展的关键因素,进而分析计算出各关键因素的影响强弱程度,据此制定产业园区循环经济发展战略。并以迁安西部产业园区为例进行了战略思路和路径研究。该战略研究具有普适和推广意义,可为我国其他各类型产业园区循环经济发展提供实践借鉴。五是根据研究结论给出我国产业园区循环经济发展改进提升的对策建议。更多还原

【Abstract】 With the development of economy stepping into “new normal” in china, under the restrain of resources and environment, we must develop low-carbon and circular economy energetically. Developing circular economy industrial park not only is the important pattern and reality platform in promoting the development of circular economy, but also an effective approach in restructuring and upgrading economy. The development of circular economy of industrial park has made certain achievements in China since the circular economy pilot projects has launched in 2005, but promotion process is still slow at present, especially for the problems of industrial chain construction, performance improvement, circular economy path selection etc. Expert researches on circular economy industrial park development are most focused on evaluation of circular economy content, methods, reform path and so on. However, these studies are lack of generality, multi-angle and systematic.Based on the research background above and summary of the relevant researches in both our country and abroad, this research, taking the west industrial park in Qian’an for example, establishes biological relevance model and mutation progression model and uses related mathematical methods to study our country’s circular economy development of industrial park from the angle of industry associations and performance evaluation. Then it performances research about development strategy and path choice of the west industrial park in Qian’an through SWOT-AHP method, The main research findings are as follows:(1)This research establishes a theoretical mode of “three steps” for the development of industrial park which implementing circular economy strategy. Firstly, builds a collaborative mechanism theory model for the development of circular economy industrial park based on relevant theoretical research of circular economy, which determines the function and role of each main participation body factor; Secondly, makes evaluation for circular economy effect of the industrial park using the collaborative mechanism theory model above; Thirdly, puts forward countermeasures and suggestions for playing the role of each main participation factor’s collaboration mechanism.(2) This research selects the method suited for measuring of the industrial park through the research of related theory about industrial linkage of circular economy industrial park. After measuring industrial linkage of the west industrial park in Qian’an, the research compares the measuring result with the level in foreign developed countries. We can find out these problems and gaps existed in the industrial structure system of our country’s circular economy industrial park, then indicating the direction of optimizing industrial chain and expanding related technology.(3) Through researching the theories and methods about performance evaluation of circular economy in industrial park, this research confirms the mean in establishing evaluation index system representing the characteristics of evaluation object. Through researching the data characteristics of evaluation object, the research selects the available evaluation model. We have a clear understand about the performance level of some important industrial index and find out the center area to improve in the basis of research on performance result. Taking the west industrial park in Qian’an for example, this research studies the method applied to build the performance index system of circular economy and selects catastrophe progression method to measure these indexes. The research provides reference for our country’s other industrial parks in evaluation of circular economy.(4) This research performs qualitative and quantitative study to analyze the internal and exterior environmental factors influencing the development of circular economy industrial parks by SWOT-AHP method and finds out these problem factors. After accomplishing the above work, the research calculates the degree of strength among every factor, then formulates development strategy for circular economy industrial parks. Take the west industrial park in Qian’an for example, this research analyzes the development environment of circular economy in this park and formulates the strategic idea and path accordingly. This study on strategic method has general applicability and extending significance to promote the development of circular economy in our country’s other types of industrial parks.(5) This research put forward countermeasures for the circular economy industrial park development and improvement according to the research conclusion.更多还原
