分层控规中城市土地使用强度与交通容量协同优化研究

【摘要】 目前,全国许多城市正处在向外快速扩张和向内更新改造并存的高速发展阶段,土地使用规模、强度、速度不断增大,尤其是大中城市“越开发、越拥堵”现象日趋严重。研究城市土地使用与交通“两规”一体化十分迫切和必要,控规阶段土地使用与交通一体化规划编制是关键环节,土地使用强度与交通设施在时空上的容量匹配与协同优化是当务之急。随着全国各地大中城市大力推行分层控规编制工作,分层控制的“新控规”编制技术体系已经成为主流。本文运用多学科理论与方法,在“总量约束、分层控制、分区平衡”的分层控规技术体系平台上,引入相关理论与方法研究,探寻控规土地使用与交通协同的可能性,理清分层控规中土地使用与交通“双向”协同优化核心问题,建构两者“双向”协同优化方法体系,分析两规核心内容土地使用强度与交通容量的“双向”协同优化机制,建立“双向”协同优化模型、评价方法和技术支持系统,并采用实证分析的研究方法,实现协同优化结果在控规一体化编制及实际案例中的应用。首先,通过分析总结土地使用与交通一体化规划领域的发展历程、研究成果及未来研究方向,为本文写作寻找突破口,并为下文研究奠定理论基础。第二,通过对相关理论文献的研究和整理,在目标耦合、空间层次耦合和指标耦合等的基础上,构建控规土地使用与交通“双向”协同优化方法体系,并进行“双向”协同优化机制分析,其为下文“两规”一体化编制建立理论框架。第三,主要通过分层控规中交通供需模型的选择,创建协调模型,并对两者进行优化评价,形成分层控规中土地使用与交通协同优化的量化方法。第四,对分层控规中土地使用与交通一体化规划编制从编制内容与指标体系、编制技术和规划实施管理三个方面的详细阐述,实现土地使用强度与交通容量协同优化结果在控规编制中的应用。第五,通过实际案例分析,验证了分层控规土地使用与交通一体化规划编制技术体系在的宝鸡市上马营片区控规的适宜性,运用“双向”优协同化模型与评价方法实现上述成果的实证应用。第六,对研究成果进行归纳总结出6方面结论,凝练出论文的3各主要创新点以及展望未来的研究内容。研究可为控规土地和交通规划的一体化编制提供理论和技术方法,创建一个两规“一体化”的跨学科研究平台、建构一套“双向”协同优化方法体系和一套“一体化”编制应用技术,为城市土地使用强度与交通容量的有效匹配提供理论与技术方法,为完善现有的控规编制技术和内容,以确定城市土地开发最佳适宜强度。
【Abstract】 At present, many cities in our country are in the high-speed development stage of outward rapid expansion and inward renovation coexisting. The land use scale, intensity and speed are increasing, and especially the phenomenon of the more developed, the more congestion in big and medium-size cities is serious. The studies on the interaction relations between city land use and traffic are very urgent and necessary. In regulatory detailed planning stage, land use and traffic integration planning are the key points, and the capacity matching and collaborative optimization between land use intensity and traffic facilities both in time and space are urgent affairs. With the big and medium-size cities across the country vigorously promote the hierarchical regulatory planning, the new regulatory detailed planning technical system of hierarchical control has become mainstream.By using the multi-disciplinary theories and methods, and based on the platform of the ―total constraints, hierarchical control, partition balance‖ technology system of the hierarchical regulatory planning, this paper introduced related theories and methods researches into the study, and explored the cooperation possibility between land use planning and traffic planning in regulatory planning. Then it figured out the core issues of the bidirectional collaborative optimization between land use and traffic in the hierarchical regulatory planning, and constructed the bidirectional collaborative optimization method system. This paper also analyzed the core contents, the bidirectional collaborative optimization mechanism between land use intensity and traffic capacity, and constructed the mutual feedback collaborative optimization model, the evaluation method and the technical support system. After this, this paper applied the research method of empirical analysis to achieve the collaborative optimization results which applied in the integration of regulatory detailed planning and actual cases.First of all, through analysis and summary of development process, research results and future research directions in the regulatory detailed planning and traffic planning, it can be found a breakthrough for this paper and lay the theoretical foundation for the following research at the same time. Secondly, through the study and arrangement of relevant literature, as well as on the basis of coupling analysis of target, spatial level and index, this paper establish the bidirectional collaborative optimization model of land use and traffic in regulatory detailed planning. It can be used to analysis the bidirectional collaborative optimization mechanism. Followed by this model, it can establish a theoretical framework for integration of ―two rules‖. Thirdly, mainly through the model of the traffic supply and demand in hierarchical regulatory planning to create coordination model as well as optimization evaluation, a quantitative method of the bidirectional collaborative optimization between land use and traffic in hierarchical regulatory planning was formed. Fourthly, through the description of contents, index systems, technology and management for land use and traffic integration planning, the application of land use intensity and traffic capacity collaborative optimization results were achieved in hierarchical regulatory planning. Fifthly, through the analysis of actual case, verify the suitability of land use and traffic integration planning technical systems of the hierarchical regulatory planning in Shang-ma-ying area of Baoji city. Using the bidirectional collaborative optimization model and evaluation method to realize the practical application of the above results. Sixthly, six conclusions of the research results were summarized, then three major innovations were refined in this paper, and the main research was proposed in the future.The research can provide theoretical and technical method for the integrated planning of regulatory detailed planning land and traffic planning, so as to create an interdisciplinary research platform with two planning integration, construct the bidirectional collaborative optimization method system, and establish a set of integrated planning application technologies. Provide theoretical and technical method for the effective matching between city land use intensity and traffic capacity. Improve the existing regulatory detailed planning technology and content to determine the best suitable intensity for urban land development.
