【摘要】 社会保障与广大人民群众的生存和发展密切相关，是一个国家或地区经济发展和社会生活的“安全网”和“稳定器”。社会保障的公平和效率的统一不仅是重大理论问题，也是重要的实践问题。社会保障水平是衡量社会保障公平程度和社会保障支出效率的量化性的评价指标。当前，中国各族人民正全力全面建设小康社会，积极推进城镇化建设，取得了巨大的成绩。与此同时，中国也出现了城乡和地区之间收入分配上的差异。因而，在经济社会飞快发展的新形势下，对中国的社会保障制度建设与发展提出了更高、更迫切的要求。纵观当前国内相关研究，或只是理论方面或基于一个或几个省的实证分析或没有结合经济系统来研究，缺少研究的全面性、综合性、深入性。基于此，从经济学分析的角度，加强对中国社会保障制度的研究，不仅适应当前经济社会发展对社会保障发展的需要，也是以科学发展观的理念来指导中国社会保障制度在新形势下的发展，体现经济社会的全面与协调的可持续发展战略思想，具有较强的理论意义和现实价值。在经济运行中，作为一种经济变量，社会保障收支具有自动调节功能，会合理调节经济波动。对处于转轨时期的中国市场经济体制，社会保障制度是一个系统体系，涉及各经济成分和各群体间的利益组合，处理好了，有利于维护经济社会的全面发展。为此，需要建立健全与中国经济社会发展相适应的社会保障制度及发展模式。结合中国国情，借鉴西方社会保障理论，本文构建了研究的相关理论架构，界定了社会保障制度的涵义，回顾了中国社会保障制度产生与发展的历程、成就与问题、特征等，分析了经济发展与中国社会保障制度的关系，说明了经济发展水平与国家宏观政策对社会保障制度发展起的决定性作用。在分析国内外学者文献基础上，结合中国经济社会、社会保障发展态势，构建了符合中国社会保障水平综合评价的因子分析模型。基于研究数据的可获得性、可操作性，以2012年为研究时间，以中国30个省域为研究对象，以聚类分析为分析方法，并基于中国省域发展的异质性，对社会保障水平区域差异产生的原因进行了探索。在此研究基础上，结合中国经济社会发展战略，建构了中国社会保障发展的思路、步骤和具体模式。进而，依据上述实证分析结果，为中国不同区域分别设计了社会保障发展对策，一类和二类地区应提高统筹层次和扩大覆盖面；三类地区应正确处理个人账户问题；四类地区应加大政府的财政责任等。在具体说明了中国各区域的社会保障事业的发展策略后，阐明了中国社会保障发展的经济、管理、法律、信息四大政策体系。更多还原

【Abstract】 Social security is closely related to the survival and development of the broadmasses of the people, and is a region’s "safety net" and "stabilizer" of the economicdevelopment and social life of a country. The unity of equity and efficiency of socialsecurity is not only a major theoretical issue, but also an important practical problem.The level of social security is a measure of social security level of fairness and socialsecurity expenditure efficiency of quantitative evaluation index. At present, the peopleof all ethnic groups in our country is to the comprehensive construction well-offsociety, actively promoting the urbanization construction, and made greatachievements.At the same time, China has also appeared in the income distribution differencesbetween urban and rural areas. Therefore, under the new situation of fast developmentof the economy and society, it put forward higher, more urgent request to the socialsecurity system construction and development in china. In the current domesticresearches, some are only the aspect of theory and empirical analysis of one or severalprovinces or no combination of economic system are studied based on the lack ofresearch, comprehensive, comprehensive, in-depth. Based on this, from the economicsanalysis point of view, to strengthen the research on the social security system of ourcountry, not only meet the current needs of economic and social development ofsocial security development, development is to Scientific Outlook on Developmentconcept to guide our country social security system under the new situation, whichshows the comprehensive and coordinated economic and social sustainabledevelopment strategy thought, has strong theoretical and practical value.In the operation of the economy, as a kind of economic variables, social securitypayments with automatic adjustment function, can the reasonable adjustment ofeconomic fluctuation. The system of market economy in the transition period of ourcountry, the social security system is a system, involving various economiccomponents and among the populations of interest combination, processing is good, is conducive to safeguarding the overall economic and social development. Therefore,China should establish such a social security system and mode which adapt to itseconomic and social development.According to the situation of our country, draw lessons from the western socialsecurity theory, this paper constructs the theoretical framework of the related research,defines the meaning of social security system, and reviews the course of theemergence and development, China’s social security system, achievement andproblem characteristics, analyzes the relationship between economic development andthe system of social security of our country, explains the level of economicdevelopment and national macro policy guarantee system development plays adecisive role to the development of social security system. On the basis of analyzingthe literature of domestic and foreign scholar, combined with the state of economicand social development, social security of our country, this paper builds analysismodel with the factor of China’s social security level comprehensive evaluation.On account of the accessibility and operability of the research data, by means of2012for the study of time, taking China’s30provinces as the research object, usingcluster analysis methods for the analysis, and based on the heterogeneity of China’sprovincial development, this paper explores the reasons for regional differences insecurity level. On the basis of this research, combined with China’s economic andsocial development strategy, this paper constructs China’s social security developmentideas, steps and concrete mode. Then, according to the results of empirical analysis,this paper designs the development countermeasures of social security for thedifferent regions of China, the first and the second kind area should increase theoverall level and expand the coverage, the third kind of area should correctly handlethe personal account problem; the fourth kind of region should increase thegovernment’s fiscal responsibility. After particularly explaining the developmentstrategy of China’s regional social security undertakings, this paper illustrateseconomy, management, law, information four policy system of our country’s socialsecurity development.更多还原
