【摘要】 面对如今复杂的生态环境局面，各种污染紧张，严重的局面，在十八大报告中，领导提出了大力推进生态文明建设，面对资源约束趋紧，环境污染严重，生态系统严重退化的局面，生态文明的理念必须树立起来，要把生态文明建设放在突出的位置上，它关系着我们是否能够全面实现小康社会，作为社会主义现代化建设的重要部分，我们必须要将整体利益考虑进来，而且还必须要将经济发展把握好方向。我国的县级区域占全国面积的90%以上，人口占全国的80%以上，但目前国内多是集中于对县域可持续发展水平的评判，有关县域生态文明建设和环境可持续发展的研究尚未开展。因此，笔者在对十八大会议精神进行了深刻领会，并对其进行了认真贯彻落实，在科学发展观的指导思想下，以生态文明为导向，对构建县域生态文明示范区的指标体系建设进行了系统、深入的研究探讨。本研究在明确生态文明建设、循环经济、可持续发展等概念的内涵基础上，从生态文明示范区建设的指导思想出发，明确了示范区建设目标以及原则，探讨了生态文明示范区建设的核心内容及整体框架，综合我国当前的生态文明建设的指标体系研究现状以及目前我国试行的生态文明示范区建设指标，构建了生态文明示范区建设指标体系，根据层次分析法确定各指标的权重，并深化了评价指标体系的保障措施。然后，以河北省霸州市为例，开展了实证研究，最终得出霸州市生态文明建设总体水平，并且针对霸州市的生态文明指标体系做出了评价分析。本文主要分为四个部分：第一部分（第1章），介绍了研究背景、目的和意义、研究内容和论文结构；第二部分（第2章），界定相关概念，阐述了相关研究的理论基础，并对生态文明建设指标体系的研究发展进行了综述；第三部分（第3、4、5章），构建了生态文明示范区建设指标体系，明确了各指标权重确定方法，并以河北省霸州市为例，开展了实证分析；第四部分（第6章），进行了研究总结和展望。本文创新点在于：一是概括了生态文明示范区建设最基本的五大理论，从生态意识文明、制度文明、行为文明三方面建立了生态文明示范区建设框架；二是构建了生态文明示范区建设评价体系，并对指标开展定量测算；三是以河北省霸州市为例，探讨了生态文明示范区建设的评价分析方法。更多还原

【Abstract】 The report of the18th Congress of the Communist Party of China proposed to promoteecological civilization construction vigorously. Facing with the serious situation, such asresource constraints, serious environmental pollution and ecosystem degradation, we mustset up the concept of ecological civilization; put the ecological civilization construction onthe prominent strategic position about the completion of the well-off society, bringing intothe overall layout of socialist modernization construction. The ecological civilizationconstruction completely meets the needs of economic development and the long-terminterests of the masses. The land area of county-level region is more than90%of wholecountry, while population is more than80%, but at present the evaluation of sustainabledevelopment is more concerned in our country, while the environmental sustainabledevelopment and ecological civilization construction in county-level region have not yetbeen carried out. Therefore, we must deeply understand and conscientiously implement theparty’s18th conference spirit, build the in-depth research for the index system of countyecological civilization demonstration area under the guidance of the scientific developmentconcept.Defining the connotation of ecological civilization construction, circular economy,sustainable development and so on, this paper starts from the guiding ideology ofecological civilization demonstration area construction, clears about the demonstration areaconstruction goal and the principle, discusses the main contents of the construction of thedemonstration area, builds the comprehensive index system of ecological civilizationconstruction based on current research status of ecological civilization index system and thetrial construction index of ecological civilization demonstration area in china, determinesthe index weight using analytic hierarchy process, deepens the safeguard measures of indexsystem. Then it takes bazhou, hebei province as an example to carry out empirical research,eventually it draws the conclusion of overall level of ecological civilization constructionand makes the evaluation analysis in bazhou city, hebei province.This paper is divided into four parts. The first part (chapter1) introduces the researchbackground, purpose and significance, research content and thesis structure. The secondpart (chapter2) defines some relevant concepts, expounds some relevant theoretical foundations, and reviews the development of the index system of ecologicalcivilization construction. The third part (chapter3,4,5) constructs the index system ofecological civilization demonstration area construction, clears about the method todetermine the index weight, takes bazhou city, Hebei province as an example to carry outempirical research. The fourth part (chapter6) is research summary and outlook. Theinnovation of this paper lies in the following aspects. First, it sums up five basic theory ofthe ecological civilization demonstration area construction and sets up the basic frameworkof ecological civilization demonstration area construction with the ecological consciousnesscivilization, institutional civilization, behavior civilization. Secondly it builds an evaluationsystem of ecological civilization demonstration area construction and measure the indexquantitatively. Thirdly, it takes bazhou city, Hebei province as an example to discuss theevaluation analysis method of ecological civilization demonstration area construction.更多还原
