【摘要】 人类疾病谱和健康保健需求的变化，推动中医药产业以其独特优势成为极具发展前景的朝阳产业。中国西部是中医药的发源地，拥有丰富的中医药资源，具有发展壮大中医药产业的天然优势。研究西部中医药产业可持续发展问题，对欠发达地区创新产业发展路径、提升区域产业竞争力、推进区域经济可持续发展能力不断增强，现实意义重大，战略意义深远。本文围绕西部中医药产业可持续发展主题，构建了西部中医药产业可持续发展理论框架，研究分析了西部中医药产业可持续发展动力投入系统、研发创新系统、政策支撑系统、循环交换系统（即IRPE系统）现状，系统地提出了西部中医药产业可持续发展政策建议。论文的主要创新如下：以系统论视角，创造性地构建了西部中医药产业可持续发展IRPE系统，提出了西部中医药产业可持续发展理论框架；首次对西部中医药产业进行全面评价，提出了西部中医药产业系统化重构的可持续发展路径；首次对西部中医药产业系统发展能力进行定量分析，构建了西部中医药产业以市场为基础的渐进式非均衡协调发展模式；系统地对西部中医药产业可持续发展政策制度进行集成，构建了西部中医药产业可持续发展政策体系，提出了将中医药产业打造成西部地区经济发展新引擎的构想；通过重构中医药产业系统，分析西部中医药产业可持续发展演进规律及其与外部环境的互动，探索宏观区域经济发展与区域内微观产业间的内在联系及其作用机制，丰富了区域经济理论、产业经济理论研究内容和视野。更多还原

【Abstract】 Along with changes in human disease spectrum and health care needs, TraditionalChinese Medicine (TCM) industry has grown into a promising industry with uniquedevelopment opportunities. Western China is the birthplace of TCM with richresources and natural advantages for developing TCM industry. The study of TCMsustainable development in Western China provides practical and strategic guidancefor underdeveloped regions to develop innovative industries, increase regionalindustrial competitiveness and improve sustainability of regional economy.The thesis focuses on the sustainable development of TCM in Western China. Itproposes a theoretical framework to sustainably develop TCM industry in WesternChina. Furthermore, it analyses the current sustainable development of Western ChinaTCM industry using IRPE system: power input system, research and innovationsystem, policy support system and circulatory exchange system. In the end, it givespolicy recommendation for TCM industry to develop sustainably in Western China.The main innovation aspects of this thesis are reflected in using system theory.This study creatively constructed an IRPE system and a theoretical framework basedon Western China TCM industry sustainable development. It is the first study toconduct a comprehensive evaluation of Western China TCM industry where itrecommends a sustainable industry restructure of TCM industry in Western China. It isthe first study to quantify development capability of TCM industry in Western China.It proposes an innovative market-based progressive model which is non-balanced andcoordinated. The development model takes into consideration of unique characteristicsof TCM industry in Western China and has practical significance. This studysystematically summarizes policies related to sustainable development of TCMindustry in Western China and puts forward a policy system to sustainably developTCM industry in Western China. It proposes a vision to develop TCM industry into anew economic power source for Western China economy development. This studyremodels TCM industry system, analyses evolution rules and external environmentinteractions of sustainable development of TCM industry in Western China. Inaddition, it analyses the connection and synergy between macro-regional economicdevelopment and regional micro industry positioning. It contributes to the content andvision of regional economic theory and theoretical study of industrial economics.更多还原
