【摘要】 党的十七大明确提出建设中国特色生态文明,是对社会主义建设和发展规律的深刻把握和理解,反映了我党马克思主义生态文明思想的继承和发展,对社会主义本质和特征的进一步深化和发展,开拓了对科学社会主义认识的新视野,是中国特色社会主义理论的重大理论创新和实践成果,发展了马克思主义的社会主义理论和生态文明思想。建设中国特色生态文明是中国共产党面对新的发展机遇自觉作出的战略选择,也是中国社会发展形态由计划经济体制成功转换为市场经济体制之后又一次的根本转变。因此,系统梳理中国生态文明建设的理论依据,积极借鉴国外生态文明建设的理论与实践,科学总结中国生态文明建设的实践经验,对于中国特色生态文明建设的生态文明理论构建、价值观念转变、文化支撑及实践抉择具有重大理论意义和实践价值。论文由导论和五章内容构成。导论部分主要是论述了本论文选题的缘由、写作目的、意义、国内外研究现状综述、写作思路和主要创新点。目的是从总体上对中国共产党把马克思主义生态文明思想与中国改革和发展的阶段性特征和时代发展的特点相结合,从理论到实践构建中国特色生态文明建设有一个全景式的把握。它也是统筹全篇的一个总纲。第一章从学科的角度整理了生态文明的科学内涵和主要特征及历史演变。目的是为了增加中国特色生态文明思想的知识厚度。一是就理论界和学术界对作为现代文明形态的生态文明的科学界定进行了归纳总结,以明确其科学内涵。二是对生态文明的历史演变进行了系统的考察,确立生态文明作为人类文明发展的现代形态,是对以往文明的“扬弃”。三是作为全新的人类文明,现代生态文明应具有自身的特征,即现代生态文明具有基础性、人本性、文化性、发展性、和谐性、全面性、整体性及可持续性。第二章系统梳理了中国特色生态文明建设的理论基础。中国特色生态文明建设具有深厚的思想文化基础。一是马克思主义生态文明思想是中国特色生态文明建设的理论基础。辩证唯物主义和历史唯物主义是中国特色生态文明建设的哲学基础。共产主义既是实现生态文明的社会路径,也是中国特色生态文明建设的现实根据。二是西方生态文明思想与实践的借鉴,包括生态马克思主义、人类中心主义与非人类中心主义以及西方国家的生态文明建设实践、国际社会的努力推动,构成中国特色生态文明建设思想的来源之一。三是中国特色生态文明建设的历史渊源。中国优秀文化传统中包含着丰富的生态文明建设思想,包括“天人合一”的宇宙观,“仁爱万物”伦理观,“天道生生”的价值观,“和合”相处的世界观以及“知行合一”的实践观。第三章分析了中国共产党生态文明建设的理论。马克思主义生态文明中国化的过程,是中国共产党不断把马克思主义生态文明思想与我国社会主义初级阶段的基本国情和阶段性发展特点相结合,与时代发展的生态文明思想结合建设中国特色生态文明的过程。新中国成立以来,中国共产党在社会主义建设和改革的不同历史时期以马克思主义生态文明思想为指导,不断探索中国特色生态文明建设,为在新的历史条件下,建设中国特色生态文明积累了实践经验。一是中国共产党关于生态文明思想的分析。新中国成立以来,中国共产党在社会主义建设和改革的不同历史时期以马克思主义生态文明思想为指导,不断探索中国特色生态文明建设思想,为在新的历史条件下,提出建设中国特色生态文明奠定了思想基础。二是中国特色的生态文明建设实践,主要体现在探索生态农业的实践道路,探索生态化建设道路以及实施西部大开发等是中国特色社会主义现代化建设的重要内容。三是生态文明建设思想丰富了中国特色社会主义理论体系,顺应了人类文明发展的历史,升华了马克思主义生态文明理论,对于实践科学发展观,全面建设小康社会,构建社会主义和谐社会,拓展和深化了中国特色社会主义建设的内涵,具有重要的理论意义和实践价值。第四章从理论和实践方面探讨了中国特色生态文明生态文明建设的主要内容。从理论上构建中国特色生态文明体系,包括理论上探索生态经济文明、生态政治文明、生态精神文明和生态社会文明,实践上探索走可持续发展道路,包括绿色经济、循环经济以及低碳经济等。不论是理论上还是实践上都将为人类生态文明建设作出自己的贡献。第五章探讨了构建中国特色生态文明建设的实现机制。生态文明作为全新人类社会文明形态,其建设将是一个伟大的社会系统工程。不论是生态文明理论建设还是生态文明实践建构,最终要通过制度和机制来实现和保障。中国社会主义初级阶段的阶段性特征,为建设中国特色生态文明提供了历史契机。本文就创建生态文明政府管理体制、通过建设“两型社会”探索建立与生态文明社会相适应的社会管理体制以及构建生态文化软体制等方面进行了探索性研究,提出了自己的观点。更多还原

【Abstract】 The Seventeenth Congress of the CPC clearly puts forward the construction of ecological civilization with Chinese characteristics. Such statement is a profound grasp and understanding of the rules of socialism construction and development, which reflects not only our party’s inheritance and development of Marxist ecological ideas, but aslo the Party’s further deepening the nature and characteristics of socialism. It opens up the new vision of the understanding of socialism. It, resulted from practice, is a milestone on the course of theoretical innovation of the socialism with Chinese characteristics, and develops the Marxist theory of socialism and ecological Civilization. Construction of ecological civilization with Chinese characteristics is not only the conscious strategic choice made by Chinese Communist Party facing the new development opportunity, but also a major change arising from the successful transition from a planned economy to a market economy. Therefore, it, from the perspectives of theoretical framework builing, value concept changing, culture supporting, and practical decision making in the field of ecological civilization construction, is of great theoretical significance and pratical value to systematically collate and summarize the theory on construction of ecological civilization, learn the construction theory and practice of ecological civilization from practices in foreign countries and scientifically summarize the Chinese experiences.The paper on hand consists of an introduction part and other five chapters.It begins with the introduction part, discussing the reason, purpose, significance, present research at home and abroad, writing ideas, and main innovation of the paper. The aim is to combine the Chinese Communist Party’s Marxist ecological civilization throught with the development of Chinese reform and development stage characteristics and the characteristics of the times theory, and to build a panoramic framework of ecological civilization with Chinese characteristics from theory to practice. This part also serves as a general outline of the whole paper. Aiming to increase the thickness of knowledge of ecological civilization, Chapter One compiles the scientific content, main features and historical evolution of ecological civilization from an acadmic view. First, it systematically investigates into the historical evolution of ecological civilization, and identifies the development of ecological civilization as a modern form of human civilization. Second, as to the industry and academia theory on a form of modern civilization, the scientific definition of ecological civilization is summarized in order to clear its scientific content, with approach of developing what is useful or healthy in the past civilization and discarding what is not. Third, as a new human civilization, ecological civilization should have its own characteristics, i.e., the futures foundation, human nature, culture, development, harmony, completeness, integrity and sustainability.Chapter Two systematically sorts the theoretical and practical basis of ecological civilization with Chinese characteristics. The ecology civilization construction with Chinese characteristics has a deep idealogical and cultural base. First, the Marxism ecology civilized thought is the rationale source of ecology civilization construction with Chinese characteristics. The dialectical materialism and historical materialism are the philosophical bases of ecology civilization construction with Chinese characteristics. The communism not only realizes the ecology civilization social way, but also is reality basis of the ecology civilization construction with Chinese characteristics. Second, it is the model of Western ecology civilized thought and practice, including the ecology Marxism, the human center principle and the inhuman kind of central principle as well as the Western country’s ecology civilization construction practice, international society’s diligently impetus, constitutes one of thought origins of ecology civilization construction with Chinese characteristics. Third, it is the historical origin of ecology civilization construction with Chinese characteristics. Traditional culture in ancient China contains the wisdom of the rich ecological civilization, such as the unity of mankind and nature, the "Heaven" concept, the "love all things" respect for the life of all things, the "way of heaven" respect the laws of nature, and the "harmony" thought and the practice view "Knowledge and Action" show harmony between man and nature. Chapter Three analyzes theoretical and practical basis of the Communist Party’s ecological civilization construction. The process of Marxist ecological in China is the process of Chinese Communist Party constantly combination of Marxist ecological thought with primary stage of socialism with China’s basic national conditions and characteristics of phased development, and with ecological civilization development of the times to build up the ecological civilization with Chinese characteristics. Since the founding of new China, the Chinese Communist Party put Marxist ecological thought as a guide in the socialist construction and reform of the different periods of history, continuing to explore the construction of ecological civilization with Chinese characteristics and accumulating practice experience of ecological civilization with Chinese characteristics in the new historical conditions. First, the ideology on the analysis of ecological civilization of Chinese Communist is divided into Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao, the four historical stages. Second, the construction practice of ecological civilization with Chinese characteristics is mainly reflected in the practical way of exploring ecological agriculture. Exploring ecological construction roads and the western region development are important parts of socialist modernization with Chinese characteristics. Third, ecological civilization thought has enriched the theoretical system of socialism with Chinese characteristics, followed the history of the development of human civilization, and sublimed the Marxist ecological theory. It has important theoretical and practical value for the practice of the scientific concept of development, building a moderately prosperous society, building a socialist harmonious society, expanding and deepening the meaning of socialist construction with Chinese characteristics.Chapter Four discusses the main contents of ecological civilization with Chinese characteristics from the theory and practice aspects. Through the above analysis of each chapter, realistically speaking, ecological civilization as a new form of civilization is ideal form pursuing by human beings. It is still in the construction period of continuous exploration whether from theory or practice. The establishment of Chinese socialist system provides a realistic possibility to the construction of ecological civilization from theory and practice. Communist Party of China led the Chinese people to build up ecological civilization with Chinese characteristics from their own national conditions and establish civilization construction system with Chinese characteristics in theory, including exploring ecological and economic civilization in theory, ecological and political civilization, ecological and spiritual civilization and ecological and eco-social civilization. In practice, they explore the path of sustainable development, including the green economy, circular economy and low carbon economy. It makes its own contribution both in theory and in practice for human ecological civilization building.Chapter Five discusses the implementation mechanism of the ecological civilization construction with Chinese characteristics. Ecological civilization as a new form of human civilization, its construction would be a great social system engineering. Both ecological theory and practice of construction of ecological civilization are to implement and security through the system and mechanisms ultimately. The stage characteristics of the primary stage of socialism provide a historic opportunity for the construction of ecological civilization with Chinese characteristics. This paper exploratory research and put forward some views as a conclusion to initiate from creating the government management system of ecological civilization, developmental Social Management System, construction of ecological and cultural soft system, the development of society and building of ecological and cultural management system and other aspects.更多还原
