【摘要】 业主作为建筑工程的投资主体,是连接各参与方的纽带,在工程建设中处于核心地位。按照“供应链”理论,业主处于建筑工程“链条”最上端,对施工承包商具有决定性影响力,特别是现阶段我国建筑业处于买方市场,业主对施工承包商安全管理活动的影响力就更加明显。然而,由于传统观念和法规缺失的束缚,部分建筑业主忽视和逃避自身在施工安全管理过程中的责任,部分建筑业主有加强施工安全管理的意愿,但缺乏科学模式指导,使安全管理的投入无法“有的放矢”,削弱了业主参与施工安全管理的作用,打击了业主参与施工安全管理的积极性和延续性。因此,对建筑业主施工安全管理模式系统研究有重要的理论和现实意义。本文基于现代管理理论,阐述了业主施工安全管理中全员参与、计划原则、人本原理的理论,提出了业主施工安全管理权威性、系统性、指导性和动态性的特性。运用问卷调查和统计分析法,针对业主、施工单位、监理单位、设计单位、政府管理单位五大施工参与方,调查了建筑业主施工安全管理实施现状,通过统计分析表明：我国建筑业主施工安全管理只针对部分项目,管理比较被动,参与深度和广度还属于初级阶段。并从勘察设计、招标合同、施工、竣工四个阶段统计分析了建筑业主施工安全状态的影响因素,绘制了业主施工安全状况影响因素鱼刺图。运用博弈论分析法,通过建立业主与施工单位、业主与监理单位非合作博弈模型,分析表明：业主适当调整安全处罚R、安全文化Z、技术创新C、监督效率x因素能对施工单位和监理单位施工安全活动起到积极的影响。通过案例分析研究,剖析了广州新电视塔、二七长江大桥、瑞安武汉天地和煤矿安全生产四个案例中业主的安全管理经验和管理模式,运用SWOT法,对比了各种业主安全管理模式的特点,概括了基本模式。采用比较分析研究,通过总结美国、英国和中国香港地区三个代表性的业主安全管理体系,建议了我国业主施工安全管理体系发展可分三阶段实施,即强制阶段、引导阶段和自觉阶段。最后,本文结合业主施工安全状态的影响因素及业主安全管理基本模式,提出了风险防范型、管理效益型和行为控制型建筑业主施工安全管理模式,探讨了三种模式下的安全目标、组织机构、职能要求、法规建议和安全管理要点。更多还原

【Abstract】 As the subject of construction investment, the owner is the connecting link of the participants. The owner is the core in construction. According to "supply chain" theory, the owner is at the top of "chain" in construction.The owner has a decisive influence on the construction contractors. Especially China’s construction industry is a buyer’s market, the influence of the owner is more obvious on safety management now.However, because of the traditional concepts and the lack of regulations, some owners ignored or avoided their safety management responsibility in construction safety management. Some owners had the desire of strengthening construction safety management, but the lack of scientific guidance. This situation made the safety management of the owner can not effectively, weakened function of the owner involved in construction safety management, hit enthusiasm and continuity of the owner involved in construction safety management. Therefore, it had important theoretical and practical significance to study on construction safety management models of the owner.Based on modern management theory, this thesis elaborated the theory of full participation, planning principle, the principle. This thesis presented characteristics of authoritative, systematic, guidance and dynamic on construction safety management models of the owner.Using questionnaire investigation and statistical analysis, this thesis surveyed implementation status of construction safety management of the owner on five dimensions. The five dimensions were the owner, construction unit, supervision unit, design unit, government management unit. Statistical analysis showed that:construction safety management of the owner was only for the part of projects, management was relatively passive, depth and breadth was the primary stage in our country. This thesis analysed the influencing factors of construction safety management of the owner from four stages of design, bidding, construction, completion of the contract, and drew the fishbone diagram on influencing factors of construction safety management of the owner.Using the game theory analysis method, this thesis established non-cooperative game models of the owner and the construction unit, the owner and supervision unit. Analysis showed that:the owner adjusted safety punishment (R), safety culture (Z), technology innovation (C), supervision efficiency (x) to impact positively construction safety activities of construction and supervision unit.Through cases study, this thesis analysed safety management experience and safety management models of the owner on Guangzhou new TV Tower, Erqi Yangtze River Bridge, Ruian Wuhan world and coal mine production. And this thesis discussed the applicability of each model and summarized the basic construction safety management models of the owner by SWOT method.By comparative analysing and summing up three representative safety management systems of the owner of the United States of America, Britain and Hongkong region, this thesis suggested that the development of construction safety management system of the owner was divided into three stage:the compulsory stage, the boot stage and conscious stage in our country.Finally, combining with the influencing factors of construction safety management of the owner and the basic construction safety management models, this thesis proposed risk prevention model, management benefit model and behavior control model of construction safety management of the owner. And this thesis discussed the safety objectives, organizations, functions, regulations and requirements of the three models.更多还原
