【摘要】 领导干部政德建设，是中国共产党在充分考察道德以及社会主义道德建设的基础上，针对领导干部在新的历史阶段面临的一系列新问题、新情况，提高领导干部素质的重大举措。领导干部政德建设，既包括全面提升领导干部的政治品德、职业道德、社会公德和家庭美德等四项内容，还包括构建领导干部政德建设的长效机制。这一重大举措的实施，必将有效地提高领导干部拒腐防变和治国理政的能力，从而达到建设一支高素质干部队伍的目的。因此，对这一课题作深入研究，具有重要的理论价值和实践意义。本文力求通过系统分析领导干部政德建设的相关概念和理论，总结领导干部政德建设发展的历史经验与现实状况，在此基础上，对领导干部政德建设的内容体系进行系统性阐述，并对领导干部政德建设的途径进行初步探索。本文的基本框架及思路是：导论简要说明论文的选题意义，在分析研究现状的基础上，提出具体的研究思路和研究方法。第一章领导干部政德建设概论。本章主要包括三个部分：一是对领导干部政德建设的相关概念进行分析和界定；二是提出领导干部政德建设的框架，包括领导干部政德建设的四项内容——政治品德、职业道德、社会公德和家庭美德，并指出政德建设的思路和主要途径；三是对领导干部政德建设的提出过程和意义进行梳理。这些概念和理论基础，为下面章节的展开提供了研究依据和总思路。第二章中外官员政德建设的历史考察。本章主要包括三个部分：一是对中国历史上官员政德建设的思想和特点进行归纳；二是对国外官员政德建设的特点和实例进行分析；三是对马克思主义政党关于领导干部政德建设的思想进行概述和提炼。这些论述指出了中国历史上官员政德建设、国外官员政德建设的优劣，为我们党进行领导干部政德建设提供了有益的借鉴。第三章领导干部政德建设的现状分析。本章首先指出领导干部政德建设面临的风险考验和取得的成绩，继而通过分析当前领导干部政德建设中存在的信仰缺失、作风浮漂、贪图享乐和以权谋私四个问题，得出存在问题的原因：封建意识和外来腐朽思想的影响、市场经济的负面效应和政德建设本身的相对滞后。第四章加强领导干部政德建设的主要内容。本章对政德建设的内容进行系统化的分析，主要包括四个方面：一是从理想信念、宗旨意识和忠诚奉献的角度归纳总结政治品德的内容；二是从艰苦奋斗、恪尽职守和务实清廉的角度归纳总结职业道德的内容；三是从遵纪守法、诚实守信和平等互助的角度归纳总结社会公德的内容；四是从情趣健康、勤俭自律和家庭和睦的角度归纳总结家庭美德的内容。第五章加强领导干部政德建设的主要途径。主要包括领导干部自我修养和外部控制两个方面：一是强化领导干部自我学习和自我修养，通过学习理论、专业知识和法律知识，以及党性修养和道德修养，达到提升领导干部政德水平的目的。二是构建领导干部政德建设的长效机制，通过实现党内教育制度化和制定从政道德法，形成对政德行为的法制约束；同时严格管理监督，构建有利于领导干部政德建设的外部环境。更多还原

【Abstract】 To be based on the CPC’s full investigation about the construction of the morality as well as the socialist morality, building the political virtues of the leading cadres is a great measure taken in improving the quality of the leading cadres in accordance to a series of new problems and situation that the leading cadres are facing in the new historical stage. Building the political virtues of the leading cadres includes not only the overall enhancement of the political morality, professional ethics, social ethics and family virtue of the leading cadres, but also the long-term mechanism to build the leading cadres’ political morality. The implementation of this great measures will effectively improve the leading cadres’ ability to resist corruption and decadence as well as the ability to run the country, so as to achieve the purpose of building high-quality cadres and personnel. Therefore, to make a deep research on the topic has important theoretical value and practical significance.The dissertation summarizes the historical experience and reality of the development of building the political virtues of the leading cadres through systematically analyses the interrelated concepts and theory. It systematically illustrates the content system and carries on the preliminary exploration about the way to build the political virtues of the leading cadres on the foundation of previous analyzing.In this dissertation, the basic research framework and the way of thinking are as follows.The part of Introduction gives a brief discussion about the significance of topic choosing, and puts forward the specific research ideas and research methods on the basis of analyzing the literature review.The first chapter makes a generality about building the political virtues of the leading cadres. It can be divided into three parts:the first one is to analyze and define the interrelated concepts of building the political virtues of the leading cadres; the second one is to propose the framework of building the political virtues of the leading cadres, which contains four contents---political morality, professional ethics, social ethics and family virtue, as well as to indicate the thinking ideas and the major approaches of building political morality; the third one is to sort out the proposed process and the significance of building the political virtues of the leading cadres. The concepts and theory provide the research basis and overall ideas for the upholding of the following chapters.The second chapter refers to the historical investigation on the construction of the political virtues of the domestic and foreign cadres. There are three parts in this chapter:the first part is trying to generalize the thought and characteristics of political virtues construction of the cadres in Chinese history; the characteristics and instances of political virtues construction of the foreign cadres can be analyzed in the second part; Marxist party’s thought about political virtues construction of the leading cadres would be summarized and refined in the third part. The illustration indicates that the advantage and disadvantage of political virtues of the cadres in Chinese history and in the foreign countries, and it has provided a beneficial reference to the CPC’s building the political virtues of the leading cadres.The third chapter makes an analysis of the status quo of political virtues construction of the leading cadres. Firstly, the dissertation points out the political virtues construction of the leading cadres has exposed it to many risks and tests and the achievements, and then discovers the reasons which leads to the problems by means of analyzing the four problems which existed in the political virtues construction of the leading cadres, namely that absence of belief, lack of reality and practicality, seeking pleasure, and abusing power for personal gains. The three reasons which leads to the problems can be concluded, that is to say the influence of the feudal ideas and external decadent ideas, the negative effect of the market economy, and the political virtues construction itself is relative lag behind.The fourth chapter elaborates the main content of strengthening the political virtues construction of the leading cadres. In this chapter, the content of the political virtues construction should be systematically analyzed, and it can be divided into four aspects. Firstly, it summarizes the content of the political morality from the perspective of ideals and beliefs, sense of purpose, loyalty and dedication. Secondly, it summarizes the content of the professional ethics from the perspective of the style of plain living and hard struggle, working scrupulously to fulfill duties, and being pragmatic and incorruptible. Thirdly, it summarizes the content of the social ethics from the perspective of observing law and discipline, being honest and trustworthy, and quality and mutual assistance. Fourthly, it summarizes the content of the family virtue from the perspective of healthy interest, diligence and self-discipline, and harmonious family.The fifth chapter indicates the main approaches of strengthening the political virtues construction of the leading cadres. The approaches primarily contains two aspects, namely that the self-improvement of the leading cadres and external control. Firstly, to enhance the capability of self-learning and self-improvement of the leading cadres. It can achieve the goal of promoting the quality of the leading cadres’political virtues by way of studying the theory, the professional knowledge and the legal knowledge, the cultivation of the Party spirit and moral training. Secondly, to construct the long-term mechanism. It can form the legal constraints for the action of the political virtues via defining the education institutions in the Party and legislating for the morality in the political area. Meanwhile, we can strictly implement the management and supervision, so as to construct the external environment which is conducive to the political virtues building of the leading cadres.更多还原
