【摘要】 建设一个什么样的党,怎样建设党,一直是马克思主义政党致力于解决的重大课题。党的十六届六中全会提出“构建社会主义和谐社会,关键在党”,并要求“以党内和谐促进社会和谐”。同时,十六届六中全会作出了《中共中央关于构建社会主义和谐社会若干重大问题的决定》,提出要加强各类基层党组织建设,“扩大党的工作覆盖面,发挥基层党组织凝聚人心、推动发展、促进和谐的作用”,“动员和组织广大党员做促进社会和谐的表率”。这是党的历史上第一次提出“党内和谐”的命题,也是第一次把建设“党内和谐”作为党的建设的一项新任务,更是第一次指明了基层党组织在构建社会主义和谐社会中的重要地位和作用。因此,构建社会主义和谐社会,关键在党,重心在基层,落实靠基层党组织,基础在基层党组织和谐。本课题研究着眼于提高基层党组织的执政能力,保持基层党组织的先进性和纯洁性,增强基层党组织的创造力、凝聚力和战斗力,巩固党的组织基础,从加强基层党组织自身建设出发,界定了和谐基层党组织的科学内涵,概述了建设和谐基层党组织的思想渊源,考察了建设和谐基层党组织的历史,概括了建设和谐基层党组织的现实状况,提出了加强和谐基层党组织建设的目标原则,探讨了加强和谐基层党组织建设的基本途径。本研究共分七章。第一章是绪论,阐述了建设和谐基层党组织的重要性和必要性,指出了本课题研究的理论意义和现实意义,简要归纳了本课题研究的现状,提出了研究方法的选择及理由,最后简要介绍了研究思路、基本框架、研究难点重点及创新之处。第二章着重界定了和谐基层党组织的关联概念、和谐基层党组织的科学内涵。第三章主要概述了建设和谐基层党组织的思想渊源,包括中国古代思想文化中蕴涵的相关和谐思想,马克思主义经典作家和谐基层党组织建设思想。第四章主要考察了90多年来中国共产党建设和谐基层党组织的理论与实践,并简要总结了90多年来中国共产党建设和谐基层党组织的基本经验。第五章概括了十七大以来建设和谐基层党组织的主要成效及存在的主要问题。第六章提出了加强和谐基层党组织建设的目标原则。第七章系统探讨了加强和谐基层党组织建设的基本途径,这也是本课题研究的重点。一是加强基层党内思想理论建设增强和谐理念；二是巩固基层组织凝聚和谐力量；三是夯实基层党内制度提供和谐保障；四是推进基层党风廉政建设净化和谐机体；五是扩大基层党内民主构建和谐机制；六是强化基层党内权力制约和监督规范和谐行为；七是优化基层党内文化营造和谐环境；八是妥善处理基层党内利益矛盾巩固和谐关系。总之,建设和谐基层党组织,以党内和谐促进社会和谐,不断推进社会主义和谐社会建设,是中国共产党肩负的神圣使命,是摆在全党和全国人民面前的一项重大政治任务,是有待党的建设的实践工作者和理论研究工作者深入探讨的重要课题。更多还原

【Abstract】 What kind of party to be built and the ways to build it have long been a major issue that the Marxist parties are committed to solving. The Sixth Plenary Session of the Sixteenth Central Committee of the CPC proposed "the CPC is the key to building a harmonious socialist society " and also called upon that "building a harmonious relationship within the party to promote the social harmony". Meanwhile, the Sixth Plenary Session of the Sixteenth Central Committee of the CPC made the CPC Central Committee’s Decision of Several Important Issues on the Construction of a Harmonious Society, brought forward the ideas of strengthening the construction of the various primary Party organizations, enlarging the range of the Party’s work, and giving play to the primary Party organizations’functions of mobilizing and organizing the masses of Party members to be the Model of promoting social harmony. It presented the proposition of intra-Party harmony for the first time in the history of the CPC. Hence, building the intra-Party harmony became a new task in the Party’s construction. Moreover, it pointed out the important status and role for the first time of the primary Party organizations in building a socialist harmonious society. Therefore, as for building a socialist harmonious society, the CPC is the key, primary community is the center, the primary Party organizations are builders, and the harmony within the primary Party organizations is the foundation.The present research focuses on improving the ruling ability of the primary Party organizations, maintaining the advancement and purity of the primary Party organizations, enhancing the creativity, cohesion and fighting capacity of the primary Party organizations, and consolidating the organizational foundation of the CPC. Starting from strengthening the consructions of the primary Party organizations, the study also defines the scientific connotation of the harmonious primary Party organizations, gives an overview of the thought origin of establishing the harmonious primary Party organizations, investigates the history of building harmonious primary Party organizations, summarizes the real situation of building the harmonious primary Party organizations, brings forward objectives and principles on strengthening to build harmonious primary Party organizations, and discusses the basic approaches to strengthening the construction of the harmonious primary Party organizations. The thesis is divided into seven chapters.The first chapter is the introduction. It elaborates the importance and necessity in building the harmonious primary Party organizations, points out the theoretical and realistic significance of the study, summarizes briefly the present status of the research, and brings forward the choice of and the reasons for the research method. In the end, it introduces concisely the train of thought, basic framework, the key and difficult points, and the innovations.The second chapter mainly defines the concepts associated with tthe harmonious primary Party organizations, as well as the scientific connotation of the harmonious primary Party organizations.The third chapter gives an overview of thought origin of building the harmonious primary Party organizations, which includes the related ideas of harmony contained in China’s ancient thought and culture, and ideas in building harmonious primary Party organizations of Marxist classical writer.The fourth chapter investigates the theory and practice, and briefly summarizes the basic experience of the CPC in building harmonious primary Party organizations in90years.The fifth chapter summarizes the main achievements and problems of building harmonious primary Party organizations from the Seventeenth National Congress.The sixth chapter brings forward objectives and principles on strengthening to build harmonious primary Party organizations.The seventh chapter discusses systematically the basic ways to strengthening the construction of the primary Party organizations, which is also the key part of the research. The first way is to strengthen the harmonious idea by way of enhancing the inner-party’s ideological and theoretical construction. The second way is to consolidate the grass-roots organizations and accumulate the harmonious powers. The third way is to provide harmonious security through strengthening the system within the primary Party organizations. The fourth way is to develop the purified harmonious organic through advancing the building style and clean government within the primary Party organizations. The fifth way is to construct harmonious mechanism by virtue of expanding democracy within the primary Party organizations. The sixth way is to reinforce harmonious behavior through strengthening restriction and supervision of power within the primary Party organizations. The seventh way is to build harmonious environment through optimizing culture within the primary Party organizations. The eighth way is to consolidate the harmonious relationship through properly handling contradiction of interest within the primary Party organizations.In a word, building harmonious primary Party organizations, promoting social harmony via intra-party’s harmony, and advancing the construction of the socialist harmonious society are sacred missions that CPC must undertake. They are also significant political tasks placed in front of the whole Party and Chinese people.
