【摘要】 随着计算机、网络通讯技术的日新月异和电子商务的迅猛发展,电子商务支付体系的构建已初具雏形。电子商务支付系统的资金划拨功能从小到几厘钱的互联网有偿信息服务,大到上千万的企业间资金的转账都能游刃有余,涉及的行业从早先专注于网上支付的少数商业银行和第三方支付公司,发展到如今是几乎所有的商业银行、通讯巨头,如电信、移动、联通等、银行卡组织,甚至很多电子商务企业等都积极参与到了电子商务支付产业链的建设中。随着中国现代化支付系统不断完善及二代支付系统建设的推进,物联网的兴起和移动支付技术的不断完善,电子商务支付正呈现出前所未有的发展机遇。但由于支付产业链上企业良莠不齐,电子商务支付标准长期不统一,支付体系监管紊乱等诸多负面因素严重制约了电子商务支付的可持续发展。随着电子商务在全球经济地位的不断提升,支付产业链的核心成员不断增加以及新技术的不断革新,打造一个前瞻性的、科学的电子商务支付体系架构迫在眉睫。本文通过对国内外电子商务支付研究的现状综述,发现当前国内外学者关于电子商务支付的研究缺乏战略性的全局观,多侧重于电子商务支付系统的实践应用研究,因此本文试图从支付体系构建入手,拟全方位系统的探讨电子商务支付发展的科学体系。第1章主要分析了国内外电子商务支付发展与研究现状,剖析了我国电子商务支付发展面临的重大机遇,提出了本文的研究课题,并对本研究课题的理论背景、技术背景、实践背景进行了论述。同时,针对本文的研究方法,研究思路进行了整体的说明。第2章电子商务支付体系结构与功能,阐述了电子商务支付体系的相关概念,分析了电子商务支付体系结构,总结了电子商务支付体系的功能,并将电子商务支付体系和传统支付体系的关系进行了辨析。第3章电子商务支付体系构建,分析了电子商务支付体系构建的内涵,给出了电子商务支付体系构建的宏观、中观和微观目标。提出了按需搭建的电子商务支付系统,丰富的电子商务支付工具、多元化的支付服务组织和学习型的支付监管体制。第4章关于电子商务支付的有效运行与推广应用。分析电子商务支付体系有效运行的含义,定义了其有效运行的原则以及有效运行的保障,并给出了推广与应用的规划。第5章电子商务支付构建国际经验借鉴,阐述了美国、欧盟和亚太地区这些发达国家和地区的电子支付的发展历程和先进成果,并在此基础上总结了国外电子商务支付体系发展的先进经验。第6章电子商务支付体系建设与应用实证分析,介绍了我国电子商务支付建设现状,调研了湖北省电子商务支付体系建设和应用情况,系建设和应用中存在的问题并给出了发展对策。第7章为总结和展望,梳理了全文研究结论,分析了研究的不足之处,并对未来研究提出展望。更多还原

【Abstract】 With the rapid development of e-commerce and computer network communication technology changing, e-commerce payment system has begun to take embryonic. E-commerce payment systems can ease the allocation of enterprises funds whichever a few centimeters micro-payment or the tens of millions payment, the industries participated in this filed grows from early single e-commerce companies which only focused on online payment to present situation that nearly all the commercial banks and communicational magnate like China Tele, China Mobile, China Unicom and Union Pay(a bank card group) actively have a hand in the construction of ecommerce payment chain. With the construction of the second generation modern payment, the running of the Super Online Banking, the continuous improvement of Internet of Things and mobile payment technology E-commerce payment is showing an unprecedented development opportunity. But because good and bad companies are intermingled in the payment chain, the standard of ecommerce payment can not be united for a long period, the negative factors like disorder in supervision of payment system seriously restricted the development of ecommerce payment. With the enlarging of ecommerce field, increasing of core members of payment chain and continuously reforming in new technology, it is urgent needed to build a forecasting and scientific ecommerce payment system. By the summery of current global research status, this paper founds out that there is a hide danger of poor development related to paying body and that all the research in ecommerce payment by domestic and foreign scholar focus on the application of ecommerce system and lacks of global view. Therefore, the paper attempts to have a multidirectional discuss on the scientific system of ecommerce payment which starts at main factors of payment system.Chapter one, it mainly analyzed the current situation of development and research of electronic commerce payment at Domestic and foreign, and dissected the great opportunities of electronic commerce payment faced in China, raised the research subject, and discussed the theoretical background, technical background and practice background of research subject. At the same time, it wholly illustrated the research methods, research ideas of this paper. Chapter two, it expounded related concept and intension of electronic commerce payment system, discussed the correlation theories of the structure of electronic commerce payment system, wholly introduced the situation of structure of payment system in China, put forward the concepts of electronic commerce payment system, and compared it with the traditional payment system.Chapter three, it introduced the situations of structure of e-commerce payment system about United States, Europe and the developed countries of Asia, and summed up their own characteristics, advantages and disadvantages from considerations such as e-commerce payment systems, payment instruments, payment service organizations, pay the regulatory system, and so on. Finally, put forward relevant referential significance based on summarizing the experience of foreign construction.Chapter four, it is a new business based on the payment of electronic commerce, but in fact it occupies an important position in the country payment system, and on condition that the central bank and other regulatory authorities pay attention, proposed the constructions of the micro, meso and macro-objectives of electronic commerce payment system, in order to facilitate the electronic commerce payment long-time development and growth.Chapter five, based on the several difficulties that ecommerce is facing in development and the intrinsic characteristics, we propose the service-based ecommerce structure. The paper concretely discussed the problem in the view of requirement conducted ecommerce payment system construction, multiplex organization of payment service, learning regulatory regime and so on.Chapter six, the case study is based on the investigation and survey in the development of ecommerce system of Hubei province. We concretely investigated the development and application of all the online banks, third party payment platforms, virtual currency and phone payment in this province where we got mass practical data. Based on the first hand data, the paper proposes several constructive suggestions to the development of Hubei e-commerce system.Chapter seven, it is the summary ant outlook, Combing the conclusions of the paper.
