【摘要】 实现经济与社会的可持续发展是当今世界各国所寻求的基本发展模式。保护生态环境,发展生态经济,走可持续发展的道路是我国的基本国策。中国经过三十年的经济高速发展期,生态问题日益突出,已经成为制约经济增长、社会发展的瓶颈,要解决目前出现的各种问题,必须树立和落实科学发展观,重视生态环境问题,倡导生态文明,发展循环经济,改变已有的观念与行为方式,构建环境友好型社会,而其实现的有效载体就是建设生态市。生态市是一个集生态环境保护、生态经济稳定发展、生态友好型社会、生态文明健康和谐于一体的概念,是自然、经济、社会、文化四个要素在空间运行机制上达到高效、和谐、统一。目前,从我国经济和社会发展阶段来看,县,特别是县级市已具备创建的经济社会基础,是开展生态市建设的基础力量,同时,由于县级政府事权和财力有限,而且经济发展、资源开发与环境保护的矛盾也较突出,是创建工作的重点和难点。因此,立足县域,从公共管理视角,研究生态市建设的政府行为有着重大的理论和现实意义。生态市建设问题是一项复杂的系统工程,它的重要性、复杂性决定了只能由政府来履行这一职能,政府是生态市建设的主体,政府行为对推进可持续发展和生态市建设负有不可替代的责任。本文基于从公共管理的视角探求生态市建设。全面系统地阐述了生态市建设的背景,介绍县域政府在生态市建设中的作用与角色,对目前我国县域生态市建设政府行为的总体状况、存在的问题进行了深层次分析,在借鉴国内外中小城市生态市建设政府行为的的基础上,依据公共管理理论、可持续发展理论、生态学理论等多学科理论方法,以海城的生态市建设为案例,提出了县域生态市建设政府行为优化的思路与途径,即：在政府转型的基础上,建设生态服务型政府；在政府行为内核上,强化生态服务职能；将生态责任作为行为导向；提供相应的制度保障；完善相关机制；建立高效行为体系。从而促进政府行为在生态市建设中高效运行,使政府行为从整体上达到最优设计、最优决策、最优管理、最优控制,实现系统综合最优化,实现城市社会-经济-自然复合生态系统整体协调发展,不断增强区域的可持续发展能力。更多还原

【Abstract】 To realize the sustainable development of economy and society is the essence developmental pattern which the countries all over the world are searching for. It is China’s basic national policy to preserve the ecological environment, develop ecological economy and take the path of sustainable development.After China has experienced the thirty year’s rapid economic growth, the economic problems have become increasingly prominent and has become a significant bottleneck in restricting economic growth and social development. In order to solve present various problems, it is a must to establish and carry out the scientific concept of development, to pay close attention to the protection of the ecological environment, to improve the environmental and ecological awareness of the public, to develop the environmental industry and the recycling economy, and to change the ways of existing thinking and behaving, and to establish an environment friendly society. While, in fact, the effective vehicle for those is to set up ecological city. The ecological city is a concept which integrates environmental protection, proportionate development of economy, and civilized, healthy harmonious ecological environment, which will make the four major factors—culture、society and economy and nature, become an efficient harmonious unity in operational mechanisms.At present, to see from our economic and social development, the counties, especially county level municipalities have the foundation of setting up ecological society. And they are the basic foundation of the construction of the ecological city. But the governments of the counties have limited power and wealth, and contradictions between the protection of the environment and the economic and recourse development are much more outstanding than cities over prefecture level, and these become the important and difficult cases in the process of the construction of the ecological city. Therefore, based on Intra-county and from a public administration perspective, to research the government action in the construction of the ecological city has an important theoretical and realistic significance.To set up the ecological city is a complicated system. And its significance and complexity decide that only the government can perform the function, and the government is the main force of setting up the ecological city, and government action bears an irreplaceable responsibility in sustainable development of society and the construction of the ecological city. The main theme of this paper is from the perspective of government action to reach after the construction of the ecological city.This paper comprehensively and systematically elaborates the background and basic situation of the construction of the ecological city. And then, it deals with the role that the government plays in the construction of the ecological city, and seriously analyses the state and the existing problems of government action of the construction of the ecological city. And by learning from the experience and the lessons of foreign countries, and based on many theories, such as system management、sustainable development、the urban ecological system, and so on, the paper takes Hai Cheng’s construction of the ecological city as a case, and puts forward optimized thoughts and ways of the construction of the ecological city of government action. That is, set up a government of ecological service based on government transformation; strengthen the government functions of ecological service in its centre core of action; take the responsibility of ecology as a guide；provide system of protection、perfect related mechanisms; establish an effective work system and mechanism. And with the measures above, the government action will be promoted to work effectively in the construction of the ecological city, and the government action will be made optimized, from a whole, in design、decision、organization and control, in order to make the system synthetically optimized and to make society、economy、and nature develop in harmony, and to strength the regional abilities of sustainable development.更多还原
