【摘要】 县域经济是国民经济的重要基础，在县域经济发展过程中因地制宜发展特色产业是增强县域经济的活力和实力，促进城乡一体化进程的重要途径。森林旅游产业是伴随着全球旅游业的快速发展，在人们回归自然的心理和“绿色消费浪潮”的驱动下发展起来的，是在森林资源限制性开发的前提下谋求永续利用的重要途径。本文在县域产业协调发展的视角下，对县域森林旅游业的发展情况进行考察，对于二者关系的研究有利于提高县域内资源的利用效率，使县域经济的发展不超越资源与环境的承载能力，实现社会经济的长期稳定和可持续发展。本文首先在全国森林旅游发展的背景下研究辽宁省森林旅游发展的内外部条件、旅游活动载体、旅游线路等情况，指出辽宁省发展森林旅游业的资源品位一般，但经济区位优势是开展森林旅游活动的优势所在；运用因子分析方法测算辽宁省30个开展森林旅游活动县（市）的旅游化程度，考察森林旅游业的县际非均衡性，辽宁省东部和南部地区的旅游化高于西部地区，资源禀赋和经济基础是产生森林旅游化差异的重要因素。通过对森林旅游业在县域经济发展中的产业地位问题的探讨来考察森林旅游业对县域经济发展的贡献性问题。对森林旅游产业的正确定位是选择县域森林旅游业发展政策的前提，本文运用主导产业的选择标准考量森林旅游业在县域中的产业地位，森林旅游业对县域经济发展的贡献性较小，尚不具备县域主导产业的产业地位，但森林旅游业具有较高的收入弹性和产业关联性，市场需求较大，具备足够的成长空间，发展森林旅游业有利于县域产业结构的完善，在县域经济发展中应将森林旅游业定位于县域的关联产业。由关联性分析可知，辽宁省的森林旅游业与住宿业、餐饮业、旅游交通业等需求弹性较小的部门关联程度大于旅游娱乐业和商品业，表明辽宁省的森林旅游业发展水平较低。通过对辽宁省森林旅游产业发展和县域经济增长间因果关系的测度分析森林旅游业与县域经济间的互动关系。县域经济与森林旅游业间普遍存在着单项的Granger因果关系，森林旅游产业处于旅游产业发展的初期阶段，旅游产业与县域经济间的互动关系主要体现在县域经济对旅游产业的促进作用上；森林旅游产业与县域经济间存在长期的均衡关系，在森林旅游产业的发展过程中，更要特别重视对发展速度和发展质量的控制，使森林旅游业在自然—社会—经济复合系统的协调中谋求发展。以辽宁省本溪县为例，运用GEM模型，考察森林旅游业在东北和内蒙古北方平原区森林旅游区中的竞争力，指出旅游区域分散、景区间盲目竞争、缺乏稳定建设资金和环保资金来源、从业人员素质较低是困扰森林旅游业发展的瓶颈因素，进而寻找森林旅游业核心竞争力提高的有效途径。最后，结合辽宁省森林旅游业发展的实际情况，针对资金、劳动力、资源保护等层面的约束机制，提出森林旅游产业可持续发展的政策建议。更多还原

【Abstract】 It is generally acknowledged that County economy is the significant basis of Chinanational economy. Developing a characteristic industry in suitable measures to localconditions is a vital way to improve the energy of county economy and to promote the cityand countryside integration in the process of county economy development.As a “sun-risingindustry”,forest tourism industry grows up with the rapid development of globaltourism,people’s returning-nature psychology and “the green consumption idea”.It is also animportant approach to strive for the sustainable use of forest resources based on the restrictivedevelopment of forest.This paper in the view of county industry coordinatedgrowth,investigates the development situation of county forest tourism industry. It is benefitfor enhancing the utilization of county resources,controlling the development of countyeconomy not to get beyond the bearing capacity of the resources and environment andachieving the standing sustainable development of socil economy according to the research onthe relation.This paper studies the internal and external conditions,the development history, touristcarries,tourist routing of forest tourism in Liaoning province in the background of nationaldevelopment of forest tourism at first. Then it points out that the Lower grade resources is thedisadvangages for the development of forest torism.But geographic region andeconomic advantages have Special contribution to forest tourism. Using factor analysis,thepaper estimates the Touristization of30counties(cities) in Liaoning province which carriesout tourist activities. The paper investigates the regional inequality of forest tourism industryand points out that resources and location are the significant element to the distribution offorest tourism.The Touristization is higher in southern and eastern than weasten in Liaoning.This paper explore the contribution of forest tourism by investigating the industrial statusof forest tourism industry in the development of county economy.The determination of anindustrial status is the precondition of choosing the development policy of county tourismindustry. The paper applies the choosing standard of leading industry to consider the industrystatus of forest tourism industry in a county. Forest tourism industry has less contribution tothe development of county development and it doesn’t have the industry status of orientedindustry. However,forest tourism industry holds higher income elasticity and industryrelevance. With greater market demand and industry structure be being perfected，Weshould fix the position of forest tourism industry to the relevant county industry.It is found from the analysis about relevance.The foresy have more relevance with theaccommodation,catering and tourist transportation which have lower income elasticity thanentertainment and commercial industry which have higher elasticity. This shows that theforest tourism industry in Liaoning province is still in a lower development level.According to the measure of the causal relationship between county economydevelopment and forest tourism industry,we analyse the stage of development on foresttourism industry on the basis of analyzing industry relevance and industry status. There is anindividual Granger causal relationship between county economy and forest tourism industry.Forest tourism industry is in the initial stage of tourism industry development. The interactiverelationship between tourism industry and county economy is mainly reflected in thefacilitation county economy brings to tourism industry. There is a long-time equilibriumrelationship between forest tourism industry and county economy. A special attention shouldbe paid to the development speed and quality control in the progress of forest tourism industrydevelopment,then the forest tourism industry may strive for developing in the coordination ofnature—society—economy composite system.Taking county of Benxi in Liaoning Province as an example,the paper uses GEM modelto investigate the competitiveness of forest toutism industry both in northeastward and thenorth plain area. It also seeks the bottleneck element of restricting the development of countyforest tourism industry in Liaoning Province and puts forward the policy suggestion onimproving the core competitiveness to county forest tourism.At last,in allusion to the restriction mechanism,just like funds,labor force,resourcesconservation and so on,the paper puts forward the policy suggestion on the sustainabledevelopment of forest tourism industry in the county economy development.更多还原
