【摘要】 体育健康促进体系是一个能够为人们提供体育健康服务和改善体育健康促进环境条件,满足人们科学健身的需求,提高人民的生活质量和健康水平的服务和保障系统。本文采用文献资料法、专家访谈、案例分析和逻辑分析法,以城市居民的健康为切入点,以建设健康城市为背景,以健康促进理论为基础,比较系统和深入地论述了体育健康促进理论、地位和作用;结合我国建设健康城市和社会体育的发展现状,构建了与健康城市相适应的体育健康促进体系,旨在为体育能够在健康促进和健康城市的创建过程中发挥出更大的作用提供参考。结合健康促进的理念和我国社会体育的现状,本文将体育健康促进界定为:体育健康促进是以改善不同人群的健康状态为目的,以体育干预为手段,改善人们的体育生活方式;促使人们形成有益健康的体育意识;完善体育环境,提高生活质量的过程。体育健康促进目标体系由形成有益健康的体育意识(体现在形成积极的体育态度,形成正确的体育价值观和形成良好的体育情感体验),形成体育生活方式(体现在具有合理的体育生活、多样化的体育活动内容和科学的运动方法),形成有益健康的体育环境(体现在体育设施环境的改善,形成完善的组织网络和形成良好的体育氛围)等构成。体育健康促进行动体系由改善居民的体育意识(促使居民的体育态度更积极,改善体育情感体验和转变体育观念)、改善体育生活方式(促使居民将体育与生活相结合,尝试多种体育活动和促使居民运动方法的科学化)、改善体育环境(促使体育设施条件的改善,完善体育组织网络的和改善体育氛围)等途径构成。为了有效地促进健康,有必要根据健康特点将市民分成无病人群、有病但能自理人群和有病且不能自理人群三个层次,并针对不同人群的健康特点,开展不同的体育行为干预,以期达到与其自身健康状况相适应的健康促进的目标。使城市居民的生活质量得到不同程度地改善和提高。体育健康促进的保障体系是由组织保障、设施保障、资金保障、人才保障的构成。在社区层面构建的体育健康促进组织是在社区健康促进委员会的领导下,由体育健康促进协会、社区各单项体育协会和社区各人群类体育协会协同工作的组织运作机构。在盘活体育生活设施的基础上,构建社区、市区和郊区三个层次的体育设施圈,满足居民日常、周末和节(长)假日体育活动。建立资金来源的多元渠道,逐步增加体育健康促进专项资金和财政拨款;通过社会募集、接受捐助、产业开发等途径获取体育健康促进资金。体育健康促进体系的人才包括管理人才、技能指导人才和理论指导人才。要建立体育健康促进的专业队伍,扩大志愿者队伍。更多还原

【Abstract】 Sports health promotion system is defined as a service and ensuring system which can provide continuously the sports health service for people and can improve the environments and conditions for the sport health promotion campaign, in order to satisfy the requirement of the people to promote health by the means of sports scientifically and to enhance the people’s life quality.With the reference reviewing, experts interviewing, case study and logical analysis methods, the dissertation discussed on the theory of sport health promotion, its status and functions systematically and in detail comparatively by focusing on the health , on the basis of the theory of the health promotion under the background of the health city program. The sport health promotion system matched with the health city program constructed theoretically, by referring the status quo of the health city and the social sports inn China, for the purpose to provide a reference to explore the function of sport in the health promotion and the construction of the health city fully.Referring the status quo of social sport in China and the ideas of the health promotion, the definition of the sports health promotion was defined, in this dissertation, as a course to enhance people’s life quality by the means of intervention of the sports behavior to shape their healthy sports awareness and a healthy sports lifestyle as well as to perfect the sports environment and condition, by focusing on the improvement of different health status of different person.In another word, the sport health promotion is a course to perfect people’s health behavior and their sport lifestyle by the means of sports.The objective system of sport health promotion consists of shaping healthy sports awareness (That is indicated by the active attitude, the correct value ideals for sports and good emotion on sports), a healthy sports lifestyle (That is indicated by reasonable sports life, variety of sports and scientific sports methods) and perfect sports environments and conditions (That is indicated by the improved sports facilities, the perfect organization network and the suitable atmosphere for sports).The action system of sports health promotion was put forward, in order to carry out the three groups of objectives mentioned above. The action system consists of improving people’s sports awareness (by the ways of activating their sports attitude, improving their emotion on sports and correcting their wrong sports value ideals) , improving people’s sports lifestyle(by the ways of facilitating people to integrate sports with different sections of their lives, experiencing different kind of sports and facilitating their sports methods become more scientifically) and improving people’s sports environments (by the ways of improving the conditions of sports facilities, perfecting the sports organization network and improving the sports atmosphere).For the purpose of promoting the people’s health significantly, it is necessary to classify the people into the following three groups according to their current health situations, which are people without illness, people who have normal lives by themselves with illness and people who can’t live normal lives by themselves with illness. It is also necessary to implement different intervention in their sports behaviors in accordance with their health situation, in order to achieve different health promotion and to enhance and improve citizen’s life-quality accordingly.The ensuring system consists of the organization ensuring, facility ensuring,financial ensuring and personnel ensuring ways.The organization network of sports health promotion is set up on the basis of the current organization system. The organization of sports health promotion in the community consists of the association of sports health promotion, the sports associations of the sport events, the sports associations by persons etc. under the leadership of the health promotion committee. The platform is set up to integrate and share the resources for the health promotion from different departments and social organizations under the cooperation from the health promotion committee, which will propel the process of the sports health promotion in community.The different sports facility circles were suggested to set up in community, city area and suburbs separately on the basis of current sports facilities for citizens in order to satisfy their sports lives for everyday, weekend and long weekend or holiday.The financial resources should be tapped from different channels. The government should set aside regular financial budget and special fund increasingly for the sports health promotion. The financial support should also from different sectors of society by the ways of fundraising, donation and the profit from the operation of sports facilities.The personnel of for sports health promotion system consists of administrative officers, skill instructors and the theoretical educators. A group of profession personnel should be organized and the volunteers should be encouraged positively.更多还原
