【摘要】 供应链管理作为企业在当今竞争日趋激烈的市场环境中满足用户个性化、多样化需求的经营管理模式和竞争模式,近年来在国内外学术界和企业界倍受关注。采购是供应链管理的重要组成部分,电子采购由传统采购发展而来,伴随着信息技术的迅速发展而在全球范围内广泛应用,并已呈现出逐步取代传统采购的趋势。目前,虽然对电子采购和电子采购系统的研究很多,但将电子采购系统纳入供应链管理的研究却并不多见,少量的探索性研究一般也将电子采购系统的应用范围局限在供应链的上游环节,没有从供应链整体的角度来研究电子采购系统。在此研究背景下,本文在对现有的电子采购系统相关的应用和研究进行总结的基础上,建立了基于供应链管理的电子采购系统的研究框架,并对框架中的若干关键问题进行了重点研究。取得的主要创新点如下:一、提出了基于供应链管理的电子采购系统框架。该框架包括供应链需求管理、供应管理、生产管理和物流管理四个方面的功能,并通过案例分析验证了该框架的实用性和合理性。二、提出了电子采购系统的动态身份认证安全策略。安全策略主要针对电子采购不同实施阶段安全需求的动态性特点,按照成本效益、适度安全等原则,动态调整电子采购系统身份认证方式。三、建立了基于电子采购系统的供应链信息结构和组织结构模型。该模型基于广义组织视角的定义,分析了基于电子采购系统的供应链的信息结构和组织结构之间的关系,提出了信息层级的概念,建立了基于信息层级的供应链信息结构和组织结构模型。四、建立了基于电子采购系统的供应商管理MAS系统模型。通过对基于电子采购系统的供应商信任问题的分析,提出了基于信息层级和在线信誉计算的供应商关系管理框架,建立了基于在线信誉计算的供应商管理MAS系统模型。五、提出了电子采购物流管理系统中的优化路径选择方法。针对电子采购应急物流的时效性特点,提出了基于灾害风险系数和GPS/GIS的动态优化路径选择方法,以及基于GPS/GIS的应急物流系统模型,并通过系统仿真对系统的有效性进行了验证。更多还原

【Abstract】 In recent years, as a management and competition mode for enterprise to meet user individual and diverse needs in today’s increasingly competitive market environment, supply chain management(SCM) is paid much attention by the worldwide academic and business circles. Procurement is an important part of SCM. E-procurement has shown a tendency to gradually replace the traditional procurement, which comes from the traditional procurement and be widely used along with the rapid development of information technology.At present, although there are so much research on e-procurement and e-procurement system(EPS), yet the research that EPS brought into SCM is rare and also limited in the upstream of supply chain, not from the perspective of the whole supply chain.In this paper, in the basis of a summary that applications and research of EPS is given above all, the research framework of EPS based on SCM is established. Then some key issues in the research framework are studied. The main innovations as follows:Firstly, the framework model of EPS based on SCM is presented. The framework includes four functions of the SCM: demand management, supply management, production management and logistics management, then demonstrate the framework’s practicability and rationality through case study.Secondly, the identity authentication policy of EPS is presented. The policy can adjust the modes of EPS dynamically and realize the homeostasis among security, cost and efficiency for different security requirements and users in each stage of EPS.Thirdly, the model of supply chain information structure and organization structure based on EPS is established. The model expresses the relationship between supply chain information structure and organization structure, and be established based on the concept of Information Hierarchy(IH) presented in this paper.Fourthly, supplier management MAS system model based on EPS is established. Through the analysis of supplier trust problem on EPS , it presents the framework of supplier relationship management based on IH and online reputation calculation, then establish the supplier management MAS system model based on online reputation calculation.Fifthly, a dynamic optimal path selection method in E-procurement logistics management system is presented. In response to the timeliness features of E-procurement emergency logistics, a optimal path selection method and emergency logistics system based on disaster risk coefficient and GPS/GIS are presented.
