【摘要】 长期以来,人们对于反腐倡廉建设问题的研究处于一种单纯的定性研究,笼统的对某一时空界域内的廉政状况进行判定和分析,尽管这在很大程度上是具有理论和实践意义的,但在实践中操作并没有给我们提供多少切实可行且有效的预防与惩治腐败的手段和工具。本文就此提出一个新的概念——廉政评估,通过定性研究与定量研究相结合,理论与实践相结合,对反腐倡廉建设进行综合的评估,从而使我们对反腐倡廉建设有一个精确、科学的认识,而将廉政评估建立成一个从地方到中央,从各个部门到整个党政系统的体系,就是我们提出的廉政评估体系,这一体系的构建与运行,可以透视权力,评价优劣,针对苗头性问题采取必要措施,有效遏制与预防腐败的发生,又可以为实现公正科学的判断反腐倡廉建设提供标准和尺度,为党和政府的反腐倡廉建设提供依据。本文正是从廉政评估这个全新的概念出发,分别从廉政评估体系的涵义、构建廉政评估体系的必要性、我国廉政评估体系的设计方案、我国廉政评估体系未解的难题等几个角度探讨在我国构建廉政评估体系的一系列问题,其中重点论述了廉政评估指标体系这一核心内容。廉政评估体系这一概念,是在许多反腐倡廉建设的理论成果基础上提出的,依据这一全新的概念设计以指标体系为核心的廉政评估体系,是我国反腐倡廉建设的新发展,廉政评估体系的构建在理论上将政治学与其他学科有机结合起来,使反腐倡廉建设的理论得到进一步的提高,将进一步完善和健全我国的反腐败体系与廉政体系,为其提供可操作性的手段与工具,将极大地提高我国反腐倡廉建设的效率和实际效果。本文一共分为七部分:引言:主要阐明本文的选题依据、此课题国内外研究现状、本文的理论价值和实践意义、本文的研究思路和主要研究方法等基础性问题。第一章“廉政评估体系——一个新概念的提出”:主要阐明腐败与廉政的内涵及其评定、对腐败与廉政的量化研究和实践探索、廉政评估与廉政评估体系的内涵等问题。第二章“我国的现状与问题——构建廉政评估体系的必要性与可行性”:主要阐明我国当前的廉政状况、当前对廉政建设评价和监测中存在的主要问题、构建廉政评估体系的必要性与可行性等问题。第三章“我国的设计方案——廉政评估体系的结构与功能”:主要阐明廉政评估的主体与客体、廉政评估体系的制度体系、廉政评估的资源、廉政评估的信息支持系统、廉政评估的环境、廉政评估指标体系及其导入等问题。这一章是本文的重点与核心内容。第四章“难点与对策——构建廉政评估体系的路径分析”:主要阐明廉政评估体系构建的难点问题、解决难点问题的对策等问题。第五章“廉政预警机制——廉政评估体系在反腐倡廉建设中的应用”:主要阐明以廉政评估体系为基础的廉政预警机制的逻辑结构、廉政预警机制的作用机理、建设廉政预警机制的原则等问题。结论:对全文的总结。更多还原

【Abstract】 For a long time, people are in a kind of simple determining the nature to study with the research of the problem of construction of a clean government to the anti-corruption, general clean government in the empty circle intra-area to some for the moment judges and analyses in state, though this has theory and practice meaning to a great extent, but how much feasible valid containment corruption means and worker are not operated and provided for us in practice. This text puts forward a new concept on this --The clean government assesses, study and combine with quantitative research through determining the nature, the theory is combined with practice, carry on the comprehensive assessment to anti-corruption and construction of a clean government, thus make us have an accurate , scientific understanding to anti-corruption and construction of a clean government, is it set up one from locality to central authorities , from each department to whole party and government system of system to assess clean government, the integrity assessment system of clean government which we put forward, Construction and run of system this, can perspect power, appraise good and bad, take the requisite measure to the symptom question, contain and prevent the emergence of the corruption effectively, can offer the standard and yardstick for the fact that realize just science judgment anti-corruption and construction of a clean government , offer the basis for anti-corruption and construction of a clean government of the Party and government. This text just assessed this brand-new concept to set out from the clean government, from the meaning of the integrity assessment system of the clean government separately, structure the necessity of the integrity assessment system of clean government, of our country clean government design plan , of our country clean government difficult problem that evaluation system does not solve ,etc. several angle of evaluation system is it structure a series of issues , clean government of evaluation system in our country to probe into, among them has expounded the fact especially the clean government assesses this key content of the index system. This concept of the integrity assessment system of clean government, put forward on a lot of anti-corruption and theory achievement foundation of construction of a clean government, this brand-new evaluation system of clean government taking index system as the core of conceptual design of the basis, it is anti-corruption of our country and new development of construction of a clean government, the literary composition of the integrity assessment system of clean government builds on theory and combines political science and other disciplines with, make anti-corruption work and theory of construction of a clean government get further improvement, anti-corruption system and honest government form that will perfect and perfect our country further tie, offer effective means and tool for it , will improve the anti-corruption work and the efficiency of construction of a clean government and actual effect of our country greatly.This paper has divided into seven parts: Introduction: The main topics explained in this paper based on research on this subject, the status quo at home and abroad, the paper’s theoretical value and practical significance of this study ideas and the main research methodology, and other infrastructure issues. Chapter I, "The Integrity Assessment system - a new concept of the": clarify that the Independent commission against corruption and the connotation of its assessment of the Independent commission against corruption and the quantitative research and practice and exploration, assessment and the Independent commission against the connotation of the Independent commission against corruption assessment system, and other issues.
