【摘要】 本文对教育信息化系统规划(Education Informatization System Planning,EISP)及其知识咨询系统(Knowledge Consulting System,KCS)进行了重点研究,对系统规划的重要性、内容、方法、工具进行了深入探讨,在此基础上结合其它行业咨询服务的发展成果,提出服务于EISP的KCS设计,并分析了系统规划知识在KCS中的表征,初步构建了KCS的原型。文章由前言及其它三大部分(共七章)内容组成。前言概述了教育信息化与教育信息化系统规划的发展与存在的不足,以此作为本文建立研究重心的理由与突破点。第一部分包含第1至3章,阐述了本文涉及的一些概念及其关系、本课题研究现状综述与本研究开展的理论根基。本文认为EISP是与信息化规划、中小学信息技术教育规划有着密切关系,但又有不同内涵的概念。随着教育信息化的浪潮在世界范围内日渐兴起,各国都在加强对教育信息化过程的系统规划。EISP因教育信息化的发展而拥有了属于自身的内容,其它规划已不能完全包容。国内外的教育信息化发展表明,加强规划及加强与规划活动相关的理论研究已迫在眉睫。本课题认为,EISP及其KCS研究,需以实用观、系统观、设计观、风险观作为指导,这样才有可能使EISP的制定获得更科学的保障。第二部分包含第4至6章,着重对EISP的组成、方法、工具进行了研究。EISP需要有一个整合框架作为指南,这一整合框架是对系统规划的一个规划,是一个元规划,由多个相互作用的要素有机地结合在一起,对系统规划的开展产生多方面作用。本文提出,EISP需要从四个方面予以加强。任何一个部门在规划本地区教育信息化建设、管理、应用时,应该开展需求分析、利益相关者分析、风险分析、效能分析(本文称之为“四项分析”),尽可能多地发挥教育信息化投资的作用,有效地提高教育信息化应用水平。文中对“四项分析”进行了细致的阐述并对其工具的选用作了初步研究。第三部分包含第7章,对服务于EISP的KCS进行了原型构建。EISP需要有一个开展EISP知识交流与沟通的平台,规划者们可以通过平台获得规划方面的知识支持、方法支持与工具支持,也可以通过平台实现彼此间的信息交流。本文主要解决了服务于EISP的KCS的知识表征,给出概念集及相互关系、基本规则集,创建了KCS的原型架构,既为研究成果提供一种模型化展示,也为建构KCS需求分析提供基础。最后本文作了研究总结,表明研究的成果与存在的不足,并为延续本课题研究的未来进展确定了方向。更多还原

【Abstract】 The present dissertation mainly studies Education Informational System Planning (EISP) and its Knowledge Consulting System (KCS), probes the importance, content, method and tools of system planning deeply. On the basis of these work, together with the development of consulting service in other industry, the dissertation proposes design for KCS of EISP, analyzes the attributes of knowledge of system planning in KCS, and constructs a prototype for KCS.The dissertation is constituted by the [preface] and three parts consisting of 7 chapters.The [preface] outlines the informational development of education, EISP and their drawbacks, which is viewed as the reason and a ground to break through in the present dissertation.The first part from Chapter 1 to Chapter 3 elaborates some concepts used in the dissertation and their relations, makes an overview and set up a theoretical base for the study. It is confirmed in the dissertation that EISP is different from ICT planning and ICT planning in primary and secondary school education, though they are closely related to each other. With the rise of Education Informatization (EI), every country strengthens the systematic planning in its process around the world. EISP has entailed its own meaning as it develops, which could never be contained by other planning approaches. The development of EI at home and abroad shows that it is imminent to strengthen the planning and theoretical research concerning the planning. The present research holds that we must conduct the study of EISP and its KCS pragmatically, systematically, with a careful design and idea of risk in order to ensure the scientificity of EISP.The second part from Chapter 4 to Chapter 6 focuses on the components, methods and tools of EISP. EISP needs an integrated frame as guide which means a plan for EISP, we may call it a metaplan, which is conducted by several factors with reciprocity among them and can play an important role for the development of EISP. It is suggested in the dissertation that EISP should be strengthened in 4 aspects. When they plan the construction, management and application of area El, all departments should develop requirement analysis, takeholder analysis, risk analysis and efficiency analysis, which are called 4-analysis, to get the maximum profit out of EI investment and improve the application of EI. The 4-analysis and its tools are studied primarily in the dissertation.The third part, Chapter 7, conducts the prototype of KCS for EISP. EISPers need a platform to communicate EISP knowledge and acquire knowledge, method and tools as help. The dissertation mainly solves the knowledge representation of KCS for EISP, provides concept set and its relation, basic rules set, builds a prototype frame of KCS, which can be regarded as a demonstration of the research and a basis for requirement analysis for conducting KCS as well.At last, the dissertation summarizes the achievement and deficiency of the study which may define the future direction for further research in the field.更多还原
