【摘要】 土地利用规划作为国家宏观调控土地利用的一个重要工具,其完善与发展受到了国家、政府以及学术界的广泛重视。但通过前两轮土地利用规划的实践发现,我国土地利用规划在指导实践中存在着不足。目前理论研究仍滞后于实践的发展,规划的实践由于缺乏理论的指导而无所适从。我国的土地利用规划在一种确定性的规划思想指导下,是用计划经济时代的刚性方式进行的,带有明显的计划经济色彩。在面对规划中出现的各种理性和非理性问题时,规划工作者往往以一种绝对的理性方式来处理,而这种方式是不符合经济发展需要的。新科学技术理论的迅猛发展使土地利用规划理论研究日益深入,极大地指导了人们的实践活动。因此,本文针对土地利用静态规划不能适应市场变化的问题,建立了土地利用弹性规划体系。本文首先界定了土地利用弹性规划的内涵,并阐述了弹性规划的形成机理。然后分析了土地利用弹性规划体系的前期系统,对土地利用的需求进行了弹性预测,依据土地需求量的不确定性,计算出土地弹性需求值域的上下限,确定弹性范围。然后提出弹性规划的战略研究方法,建立了弹性规划战略研究的体系。在战略定位过程中,引入多学科多视角,建立三维战略图,并依据弹性范围确定弹性规划战略的目标值。再深入研究了土地利用弹性规划方案编制的方法,利用数理方法弹性设置规划的用地结构和空间布局,建立可选方案。鉴于弹性规划的不确定性,引入利用灰色多目标规划确定弹性用地的结构方案,并在土地利用弹性分区时,引入GIS方法,动态确定城市土地利用的发展方向。在规划的实施层面,本文提出了土地利用弹性规划的保障性实施措施,建立了保障实施的政策体系。最后针对具体规划区域——吉林省松原市土地利用的相关数据,模拟了土地利用弹性规划的整个编制过程。更多还原

【Abstract】 The land-use planning is an important tool of national macroscopically controls to land use. Its consummation and development come in for the extensive recognition of nation, government and academe. However, via the two-time land use practice of China, we can find the deficiency of land-use planning to instruct practice. Presently, the theoretic of land-use planning lag behind the practice of it which bring on the theoretic instruct the practice at loose ends. Chinese land-use planning is an rigid planning, which is an outcome of planned economy. In the face of the rational and irrational problem of land-use planning, the operator often deal with it of rational, and this mode fall short of the development of economy. The swift and violent development of the new technology and theory make a progressively research of it, and instruct people’s practice infinitely. Hence, this paper aim at the problem that the rigid land-use planning can’t adapt the variety of market, we set up the flexible land-use planning.This paper brings forward the intension of the flexible land-use planning and set forth the mechanism of it. Hereafter, this paper analysis the prophase system and forecast the flexible demand of it. According as the uncertainty of land-use demand, we can figure out the upper and lower limit of the interzone. Thereby, we can confirm the range of it. Then, this paper bring forward the investigation method of stratagem and set up the flexible land-use strategic system. In the process of orientation to stratagem, this paper introduces many subject and visual angle, set up the three-dimensional strategic chart and according as the interzone to confirm the target value of it. Moreover, this paper goes deep into the organize method of the flexible planning and make use of the symbolic methods to setting the flexible structure and layout which can establish the choice scheme. Herein the uncertainty of the flexible land-use planning, this paper introduce grey multi-objective strategy to fix on the choice scheme and introduce GIS to make sure the development direction of city. In the lay of implement, this paper put forward the implementary measure and set up a policy system. In the end, this paper aim at the material planning region --Song Yuan city, JiLin province to simulate the whole organize process.更多还原
