安全平台支撑体系及其模型的研究

【摘要】 事故易发期理论认为人均国民生产总值进入1000-3000美元区间,生产安全事故发生数就会较快上升。我国从2003年起已经进入到了事故易发期,生产安全事故呈现出了高发态势。如何结合我国的实际情况,运用新的安全管理理论和方法对我国工矿企业的安全生产系统进行研究,充分发挥我国安全生产的后发优势,在最短的时间里渡过事故易发期,实现我国工矿企业安全生产的跨越式发展,已经成为一个急待研究的课题。本文通过对安全管理理论、复杂系统理论、和谐理论的研究,结合我国工矿企业在安全生产过程中“头疼医头、脚疼医脚”、“按下葫芦又起瓢”的安全管理现状,以“轨迹交叉”、“短柱效应”和“均衡发展”为研究视角,提出了运用安全平台支撑体系对安全生产系统进行研究的理念。在此基础上,构建了“安全平台支撑体系宏观模型”和“安全平台支撑体系交叉模型”。并以这两个模型为出发点,对安全平台支撑体系的系统特征、运行原理、功能提升路径进行研究,对安全平台支撑体系的支撑要素进行辨识,对安全平台支撑体系的内部结构进行动态分析。同时,在以上定性分析的基础上,对安全平台支撑体系的支撑效果进行了定量分析。最终完成了对以“均衡发展”为核心的安全平台支撑体系的研究,实现了对安全管理理论的创新研究。本文的主要研究内容包括:1.提出运用安全平台支撑体系对安全生产系统进行研究的理念,对安全平台支撑体系的“研究视角”进行剖析,对“安全平台”、“安全平台支撑体系”、“安全情境”、“安全角色”、“安全任务”、“安全状态”等相关概念进行阐述,并在此基础上构建了“安全平台支撑体系宏观模型”和“安全平台支撑体系交叉模型”。2.以复杂系统理论、和谐理论为基础,对安全平台支撑体系的复杂系统特征、运行原理及功能提升路径进行研究。并结合我国安全生产的实际情况,对组织成员系统、物质技术系统、人文社会系统的支撑要素进行辨识,同时应用因子分析方法对主要支撑要素间的定量关系进行研究,对其贡献率进行了测定。3.运用系统动力学方法对安全平台支撑体系各子系统支撑要素间的因果反馈关系进行分析,分别构建了各子系统的因果反馈关系模型,并在此基础上对安全平台支撑体系的系统演化机制进行研究,构建了安全平台支撑体系的“系统动力学模型框图”、“因果反馈关系模型”和“系统动力学流图模型”。4.以四家企业作为研究对象,通过运用系统动力学模型对这四家企业安全平台支撑体系的支撑效果进行定量测定,并对四家企业的测评结果进行了对比分析,从实证的角度进一步论证了企业为了避免“短柱效应”的发生,必须要使各子系统“均衡发展”的观点。

【Abstract】 The incidental period of accidents theory think that production safety accidents will rise faster when the per capital GDP into the interval of 1000-3000 dollars. Since 2003 China has entered the incidental period of accidents, production safety accidents showing a trend of high incidence. It has become the key research projects how to combine the actual situation, research the safety production system of Chinese industrial and mining enterprises with frontier theory and method, give full play to advantage of backwardness of safety production, and realize leaping development of industrial and mining enterprises safety production.This paper proposed the idea to research safety production system with safety platform supporting system, through researching the safety management theory, complex system theory, harmony theory with some certain one-sidedness of safety management present situation and with tracking crossing short column effect balanced development as research perspective. On this basis established safety platform supporting system macroscopic model, safety platform supporting system crossing model. Then researched system characteristics, operation principle, function lifting path, identified supporting element, and dynamic analyzed the internal structure with these two models as a starting point. On the basis of qualitative analysis, quantitative analyzed supporting effect of safety platform supporting system. Last finished the study on balanced development as the core of safety platform supporting system and realized the innovation research of safety management theory.The main content are as follows:1. First proposed the idea of researching safety production system by safety platform supporting system. Then analyzed the research perspective of safety platform supporting system, described related concepts about safety platform, safety platform supporting system, safety situation, safety role, safety task, safety state and so on. And established macroscopic model and subsystem crossing model.2. Based on complex system theory and harmony theory, it researched for complex system characteristic, operation principle, function lifting path of safety platform supporting system. According to the actual situation of safety production, it identified supporting elements of organization members system, material technology and humanistic society. Last it brought the determination of their contribution rate.3. Analyzed cause-and-effect relation of supporting element about safety platform supporting subsystem by system dynamic method, and established cause-and-effect relation model. Then researched the evolution mechanism of system about safety platform supporting subsystem, established model block diagram, cause-and-effect relation model, flow diagram model.4. First took four enterprises as a research object, quantitative measured supporting effect of their safety platform supporting system with application of System Dynamics model. Then comparative analyzed evaluation results and demonstrated the viewpoint that their subsystem must be balanced development if enterprises want to avoid short column effect.
