【摘要】 耕地是土地资源的精华，也是最为重要的农业生产资料；耕地资源对于保障国家粮食安全和维护社会经济稳定持续发展具有非常重要的意义。世界各国在经济快速上升时期都制定了相应的耕地保护政策，中国也不例外，中国政府宣称已采取了世界上最为严格的政策来保护耕地，但近年来耕地资源数量不断减少、耕地资源生态环境状况持续恶化却是不争的事实。在这种情况下，我们不得不思考现行耕地保护政策存在哪些问题，我们到底该如何来保护我们的生命线，耕地资源安全研究正是在这种背景下产生的。耕地资源安全是一个多学科相交叉的研究课题，涉及到经济学、管理学、地理学、生态学等众多学科知识。作为一个新的研究领域，耕地资源安全有很多问题值得我们去研究，本文从耕地资源安全的概念、特性和理论基础入手，围绕耕地资源数量安全、质量安全和生态安全三个方面构建中国耕地资源安全评价体系和保障体系。全文有九章，可分为四大部分。第一部分：第一、二章。第一章介绍了论文研究的背景、意义、方法、内容和创新点；第二章对耕地资源安全的概念、内涵、特征、理论基础以及它与相关概念的区别进行了阐述。第二部分：第三、四、五、六章。这一部分主要从数量、质量和生态三个方面构建中国耕地资源安全评价体系，并对中国耕地资源安全的时空差异规律进行实证分析。结果表明，改革开放以来，中国耕地资源数量安全、质量安全、生态安全和综合安全均呈先上升后下降的变化趋势：从区域分布情况来看，东部省份的耕地资源质量安全水平普遍高于西部和北部省份，经济发达省份的数量安全和生态安全水平普遍较低，耕地资源综合安全水平也呈现出类似的规律。第三部分：第七、八章。这一部分在分析评价中国现行耕地资源安全保障政策绩效的基础上，构建中国耕地资源安全保障体系。分析结果表明，中国现行耕地资源安全保障政策体系不够完善，基本为数量保护政策，而且这些政策也没有得到有效实施；同时，各行为主体之间的权、责、利关系极不合理，现行保障体系的缺陷十分明显。第八章对中国耕地资源安全保障体系的目标、行为主体、保障模式和支撑体系进行了初步探讨。第四部分：第九章。本章主要就本文研究的结论和不足进行了阐述，并提出保障耕地资源安全首先应该解决的三个问题。更多还原

【Abstract】 Cultivated land is the body of land resource, and it is also the most crucial procreative material in agriculture.Cultivated land resource has very important significance for food security and socieconomic sustainable development.The countries all over the world have almost formulated corresponding cultivated land protective policy in the period of fast economic increase, so our country is. It is declared that Chinese government is carrying out the most strict policy in the world to protect cultivated land.However, cultivated land area is decreasing incessantly and ecological environment is also becoming worse and worse. Therefore we have to ponder the problem of current cultivated land protective policy,and we are how to protect our "life-line" on earth.The study on cultivated land resource security brings in this background.Cultivated land resource security is a complex research, which involves much knowledge such as economics,management,geography,ecology and so on.As a new field,there are many questions that need to be researched.The paper that is based on conception、character and basic theories of cultivated land resource security establishes appraisal and support system from quantity,quality and ecological security.The paper has nine chapters,which are divided four parts.The first part is from chapter 1 to chapter 2.Chapter 1 introduces the background,significance,method,content and innovation of the study.Chapter 2 describes the conception, connotation, character, basic theories and the differences from related conceptions.The second part is from chapter 3 to chapter 6.This part establishes appraisal system from quantity,quality and ecological security,and it analyses the differences of cultivated land resource security on time and space in China.It is indicative of the result that the change trend of quantity, quality,ecological and integrated security rises firstly then descends since the reform and opening.Looking from regional distribution,the standard of quality security in eastern provinces is higher than that in western and northern provinces,and the level of quantity and ecological security in provinces which economic develops rapidly is generally low,so is the standard of integrated security. The third part is from chapter 7 to chapter 8.This part estabishes support system based on the analysis and appraisement of current policies.It is suggested that current policies are almost quantitative protective policies,and these policies are not applied efficiently.Morever the relationship of right,obligation and benefit between different protectors is not sound enough. Chapter 8 discusses the target,protectors,mode and sustaining system of support system.The last part is chapter 9.This part summarizes the conclusion and scarcity of the study,and it points out three problems that need to be resolved firstly.更多还原
