【摘要】 培育和发展产业集群，提高地方产业的竞争优势，已成为新的经济增长点。通过产业集群的创新活动，使新增的产业竞争优势因素大于淡化、退出的竞争优势因素，是保持产业持续竞争力的基础。产业集群的创新，包括主体、相关的产前、产后及支持性产业。通过集群的创新，使集群内部各环节协调发展，保持综合竞争力的提升，是发展产业竞争优势的关键。本文以产业集群理论、竞争优势理论、产业组织理论为理论基础，采用定性与定量分析相结合、理论与实证分析相结合、统计分析的方法，在借鉴前人研究成果的基础上，提出了发展黑龙江省绿色食品产业集群的框架，构建了从整体上提升产业竞争力的模型，分析了发展的成绩、存在的问题及原因，提出了转变增长方式，提升黑龙江省绿色食品产业集群竞争力的思路，并完善其对策。本文分析了发展绿色食品产业集群对农业结构调整、“三农”发展和农民增收的作用；分析了转变经济增长方式对绿色食品产业发展的要求；并分析、论证了黑龙江省绿色食品产业发展中的粗放型特征及其产生问题的原因，对黑龙江省绿色食品产业集群确立发展目标和措施奠定了基础。在借鉴国内外产业集群发展经验的基础上，针对目前产业集群研究中的薄弱部分及对产业集群整体的研究功能不足，以及对相关及知识性产业研究的薄弱点，提出要通过整体创新(即第一层次的集群主体，第二层次的前向、后向产业，第三层次的支持性产业)，提升集群的综合竞争力的建议。提出了“培育和发展有竞争优势产业集群的三个重点”，促进绿色食品产业可持续发展的对策，即重点培育在国内外有竞争优势的米业、豆业、乳业等产业集群；重点培育有国际竞争力的大企业集团和知名品牌；重点培育和发展大型绿色食品原料基地。分析了绿色食品发展的阶段及对应这一阶段的对策，特别是发展有国际竞争力的大企业集团的迫切性，以及在发展大企业集团中要处理好的几个关系：要处理好与农户的利益关系，与相关及支持性产业的关系，以及与政府的关系。提出了加快黑龙江省绿色食品产业发展要加强政府导向、制度创新和薄弱环节的建设：第一、要加强产业政策的导向和扶持力度，以及加强各级政府在其中的作用；第二、要转变观念和加大制度创新力度，培育条件、优化环境，特别是要加强相关及支持性产业的发展，以促进黑龙江省绿色食品产业整体竞争力的提高。提出要依托黑龙江省的科教优势，加强产学研的一体化，助推黑龙江省绿色食品产业的发展，并提出了科教优势转变为生产力的建议。绿色食品产业集群的发展是一个复杂的系统工程，要靠统筹协调的政策导向和有效的措施，促进其健康、持续的发展。更多还原

【Abstract】 It is a new economic growth point to rise up local industry competition advantage through fostering and developing industrial cluster. Through innovation action in industrial cluster to keep up industry competence means that the factor of new emerging competition advantage must overcome the waned ones. The innovations of industrial cluster include main body, related forward industry and backward industry. It is the key to coordinate each segment developing, keep up the comprehensive competence.This paper uses the theories such as the industrial organization theory, competitive advantage theory, industrial cluster theory and qualitative with quantitative anylysis, theoretical with empirical analysis and statistical anslysis. Based on existing research by collecting and arranging a large amount of data, it proposes the development frame of green food industrial cluster, makes the model of improving industrial competition, analyzes the development achievements and existing problems, points out how to change growth mode, proposes the ideas and countermeasures to upgrade competitive capability.This text analyzes the effect which developing green food industrial cluster affect the agricultural economic restructure, the development of"farmers、country and agriculture"and increasing incomes of famers, analyzes the requirement of changing economic growth mode to green food industry and analyzes and demonstrates the features of extensive growth of green food industry and the reasons in Heilongjiang province, it makes basement for make green food industrial cluster to set up development goal and measures.According to the inspiration and reference of domestic and foreign industrial cluster, we find the existing problems of industrial cluster, the shortcoming of research about industrial cluster. It will improve the competitive power through innovation(the first level is mainbody of cluster, the second level is forward and backward industry, the third level is supporting cluster).This text proposes"the three keys"to foster and develop industrial cluster with competitive and measures of improving green food sustained development.that is fostering the rice, bean, milk industry which have competitive power in domestic and international market, fostering the big enterprises and groups and famous brands which have competitive power in international market, fostering and developing large green food material basement.The paper also analyzes the developmental stages of green food and the countermeasures, especially analyzes the urgent situation to develop large enterprise groups.with internationaly competitive power And handle the relationships in developing large enterprise groups: We should properly handle relationship with the farmers and, handle the relationship with related and supporting industries, as well as the relationship with the government.To speed up the development of green food inHeilongjiang province we should strengthen governmental guide, the innovation of system and the constructure: firstly, strengthens industrial policy to play the role of guiding and supporting and strengthens the role of government at all levels; secondly, it is necessary to change concepts and increase the innovation of system.nurtures conditions and optimizes the environment. Particularly, we should strengthen and support related industries, and promote the competitiveness of green food industry in Heilongjiang province.We should also rely on Heilongjiang province’s advantages in science and education, strengthen the integration of producting, teaching and researching, boost Heilongjiang province’s green food industry development and propose recommendations of turning the science and education into productive force.It is a complex system of green food industry cluster that depends on the oriented role of industrial policies and effective measures; we should promote it healthly and sustainably to develop更多还原
