【摘要】 论文紧紧围绕中国实施西部大开发战略和全面建设小康社会、实现经济社会可持续发展的大背景，以可持续发展理论为指导，分析和评估了内蒙古煤炭资源的探明储量和后续开发前景，认为内蒙古煤炭资源极其丰富，表现出分布广、聚煤期多、煤种齐全的特点，具有发展成为21世纪国家重要战略性能源基地的资源条件。论文全面分析了内蒙古煤炭产业可持续发展的有利条件和不利因素，认为内蒙古煤炭产业的可持续发展，与国内其他地区相比，具有明显的比较优势，主要体现在资源优势、产业基础优势、区位优势和投资政策优势等方面，同时在煤炭产业发展中也存在着煤炭资源精查不足、环境压力较大、交通条件较差、制度建设相对滞后等问题。论文预测了在有效保护环境和实行经济开采情况下内蒙古煤炭资源2010年和2020年两个阶段点的煤炭市场需求以及生产规模，认为2010年全区煤炭生产总量应控制在4亿吨左右，2020年全区煤炭生产总量应控制在6亿吨左右，这样的生产规模，既能满足市场需求，也不会对环境造成较生的破坏。论文对内蒙古煤炭产业可持续发展的资源有效供给能力进行了分析，认为内蒙古煤炭资源后备潜力很大，但资源储量的可信度较差，需要进一步提高煤田地质勘探程度，增强煤炭资源的有效供给能力。论文在深入分析内蒙古煤炭产业可持续发展各种要素的前提下，提出了适应经济社会发展和促进地区繁荣的煤炭产业可持续发展目标、战略重点和区域布局，认为内蒙古煤炭产业发展在目标定位上要突出全国煤炭生产供应基地、重要火电外供基地和相关产品生产加工基地的建设；在发展重点上要注重以下发展战略的选择，即：以煤为主的煤—电转化发展战略、以高载能—深加工为主的相关产业协调发展战略、集约化的企业集群战略、以华北和东北为重点的区域煤炭合作战略、以向北开放为主的对外开放战略和煤炭开发与社会环境协调发展战略；在区域布局方面要集中力量建设如下四个大型煤炭综合开发基地，即：蒙西煤炭综合开发基地、鄂尔多斯煤炭综合开发基地、蒙中煤炭综合开发基地和蒙东煤炭综合开发基地。论文针对内蒙古煤炭产业可持续发展的客观要求，建议国家在政策上给予支持，把内蒙古作为21世纪国家战略性能源基地的建设统一纳入能源发展规划，并提供相关法律保障、制定特殊的财税和金融政策，以加快基地建设；内蒙古自治区应全面落实科学发展观，以和谐统领煤炭产业发展，高度重视生态环境保护，转变政府职能，完善市场机制，加强基础设施建设，加快煤炭地质勘查，开展对外合作，为煤炭产业可持续发展不断注入活力。更多还原

【Abstract】 As a guide to sustainable development theory, this dissertation, which closely surround the implementation of China’s strategy of developing the western region building of a well-off society and achieving of economic and social sustainable development, analyses and evaluates the explored reserves of coal resources and the prospects of development in the future in Inner Mongolian. The coal resources is believed to be very abundant, with the characteristic of wide distribution, many period s of gathering coal, all kinds of coal, and the coal resources of Inner Mongolia have the condition to develop it as a national key strategic energy base in 21^th century.The dissertation comprehensively analyses the advantages and disadvantages for coal industry sustainable development in Inner Mongolia, and indicates that the sustainable development of coal industry in Inner Mongolia has obviously comparative advantages, which includes resources advantages, industry foundation advantages, regional position advantages, investment policy advantages and so forth, compared with other regions in China. At the same time, there still are some problems such as deficiency of exact exploration for coal resources, high environment pressure, poor transportation condition, relative lag system construction and so on in the development of coal industry.After analyzing the ability of effective supply for sustainable resources of coal industry in Inner Mongolia, the dissertation suggests that coal resources in Inner Mongolia has great potential in support, however, lacking reliability of resources reserves, we need to further enhance the extent of exploring coalfield geology, and therefore enhance the ability of effective supply for coal resources.The dissertation predicts the coal market demands and productive scale in 2010 and 2020 in the situation of protecting environment effectively and implementing economic exploration. I think the gross of coal manufacture in the whole region should be controlled to be 0.4 billion tons in 2010. The gross of coal manufacture in the whole region should be controlled to be 0.6 billion tons in 2020. Such productive scale can not only meet the market need, but also hardly destroy the environment seriously.In the precondition of thoroughly analyzing various factors of Inner Mongolia coal industry sustainable development, the dissertation indicates the goal of sustainable development, strategic target, and regional distribution for adapting economical society development and facilitating regional prosperity. Also, we believe that assurance of the goal should give prominence to the construction of national coal manufacture and supply base, significant fire and electricity outside supply base and manufacture and processing base of relative production.In the development, we should pay attention to the choice of the following development strategy, that is to say a developing strategy of coal-electricity transformation with coal mainly, a harmonious developing strategy of mainly high carry energy -deep processing relative industry, and intensive enterprise group strategy, regional coal collaboration strategy which attach most importance to north-China and northeast, a strategy opening to north area and concordant development strategy between exploiting coal and social environment. In the aspect of regional distribution, it is required to focus the effort to construct the following four mass integrated coal exploitation base, that is west-Inner Mongolia integrated exploitation base, Erdos integrated coal exploitation base, middle-Inner Mongolia integrated exploitation base and east-Inner Mongoliaintegrated exploitation base.According to the objective requirements of coal industry sustainable development in Inner Mongolia, this dissertation suggests that the central government should give Inner Mongolia policy support and the central government should construct Inner Mongolia as a strategic energy base. In order to make it come true and quicken the base construction, relative laws assurance and specific finance and tax policy should be made. The government of Inner Mongolia should carry out the policy of scientific concept of development, and make the development of coal industry concordant, pay high attention to the protection of ecological environment, convert the government function, perfect the market mechanism, reinforce the basic construction of establishment, accelerate the exploration of coal geology, develop external collaboration, input energy to sustainable development in coal industry continuously.更多还原
