【摘要】 风景区的发展控制区是风景区范围内建设密度相对较高、各项设施最为集中的地域，对于风景区的资源保护和发展都具有非常重要的意义，但目前在建设中普遍存在诸多问题，也缺乏科学合理、切实有效的规划调控策略与方法。 本文首先分析和归纳风景区发展控制区在规划建设中的主要问题，并提出风景名胜区发展控制区规划调控的基本任务。基于对本文相关的国内外理论研究与实践工作进行全面综述，从研究角度、理论方法、规划技术、实施管理这几个方面归纳总结国内外相关研究与实践对于本文的启示。再通过与城市、欧美国家公园的横向对比，从资金机制、管理制度、土地权属与用地流转、利益机制、土地利用与主要分区等方面对风景区发展控制区进行了系统分析，为下一步的研究提供清晰明确的研究背景和基础。然后，通过三清山风景区、千岛湖风景区案例研究，对于风景名胜区发展控制区的村镇、游览服务区的演进特征进行分析总结。基于对村镇类型和发展水平分异的数量分析结果，提出基于区位特征的风景区村镇发展模式，并对其发展机理和调控策略进行分析总结：同时，提出并应用GS组合分析框架，应用相关理论和数量模型对风景区游览服务区的发展机理分析进行深入研究。并根据以上的分析结果，总结提出发展控制区的典型发展模式，以及规划调控的路径，指出对发展机理进行基础分析是对风景区发展控制区进行规划调控的必要基础，制定面向管理、切实有效的规划策略与方法则是达成规划调控目标的关键所在。 在探讨了风景名胜区相关规划的作用与局限，并对于现行风景名胜区规划体系的缺失与不足，以及风景区建设项目审批管理的要求进行分析的基础上，基于以上对于风景区发展控制区的发展机理的研究，引入并提出控制性详细规划是对于风景区发展控制区进行规划调控和管理的有效手段，再对于风景区发展控制区控制性详细规划的特点、任务与作用进行论述，并结合规划实践总结和完善风景区发展控制区控制性详细规划的内容体系。然后，基于风景区发展控制区的演进特征与发展机理，从规划方法和公共政策层面上对于风景名胜区发展控制区的控规策略与方法进行进一步的深化研究，提出基于利益机制和发展阶段，并考虑保护等级和游客管理的风景区发展控制区控规方法。 然后，结合三清山风景区案例，对于风景区发展控制区控制性详细规划在实施中的规划管理与建设项目审批、土地出让价格问题、土地征用与拆迁安置、区域协调与管理等关键问题进行深入研究并提出应对策略和政策措施。 最后，对于本文的研究工作进行总结，并基于以上研究提出风景名胜区发展控制区规划调控的体系结构，并对于下一步的研究工作进行展望。更多还原

【Abstract】 Firstly the paper points out that the development zone where all kinds of facilities are located is very important to the protection and development of National Park of China on the basis of the analysis of the status quo. According to the review of correlative theory and practice at home and abroad, some references and revelations are summarized. To set up explicit research background and foundation the paper makes a systems analysis of the structure, institution and context about the development zone of National Park of China from the aspects of financing mechanism, management institution, spatial structure, advantage mechanism, land use and transfer mechanism. And then according the case study of Sanqingshan National Park and Qiandaohu National Park, the main features in the process of evolution of park services, village and small town in park development zone are revealed and concluded. Based on the research conclusion, the evolution mechanism, development models and control approach to park development zone are concluded according to modeling analysis and theory research.In chap6 the point of view that regulatory detailed planning is an efficient and reasonable solution to the planning control of park development zone is come into being on the basis of the analysis of the shortage and deficiency of the actual planning system and the correlative planning of National Park and the request of examination and approval of construction projects. And then the role, function and content system of regulatory detailed planning of park development zone are discussed. On the level of planning method and public policy an in-depth study concludes the regulatory detailed planning method that coordinates and optimizes the benefit mechanism, based on the protect zoning, considers the development phase and applys tourist management technology on the basis of the evolution mechanism of park development zone.And then the sticking points of planning implement are analyzed and the pertinent solutions and frameworks of policy are discussed including examination and approval of Construction projects, land leasing, compulsory land acquisition and compensation for house removal, regional coordination of National Park of China.In the finality the system framework of planning control of developmental zone of National Park of China is concluded and some problems requiring further studies are discussed.更多还原
