枢纽城市物流系统规划关键技术研究

【摘要】 现代物流呈现全球化、社会化发展趋势,为顺应这种趋势,各国都将构筑社会物流平台视为增强综合竞争力的重要战略措施。枢纽城市物流系统的规划,是实现区域物流合理化的重要环节。本论文在分析城市物流系统的结构和发展规律的基础上,采用理论方法与实践总结相结合的手段,探讨城市物流系统规划的相关理论和技术,研究核心是城市物流系统规划中基础设施布局和物流园区规划设计两个关键问题。总结分析已有城市物流概念,从空间区域角度,分析了城市物流的特点和研究范围。针对目前物流节点的名称用法混乱的情况,对城市物流节点进行了分类和概念辨析,根据供应链的位置定义了三种类型的物流中心,分析了三类物流中心的功能、服务对象和配送特点。从社会物流的角度构建了城市物流系统的层次体系框架,该体系是由目标层、市场层、功能层、运作层和基础层构成的一个金字塔型结构。基于迈克尔·波特的城市竞争力的钻石理论,分析了影响城市物流产业竞争力的因素,建立了城市物流系统规划框架,并提出了城市物流系统规划的四项关键技术:物流需求预测技术、城市物流基础布局技术、大型物流基础设施设计技术及城市物流信息平台的设计技术。并针对我国物流规划中的问题提出物流一体化规划观点,并对实施途径,梯度选择等问题进行了探讨。利用城市物流系统产业布局的区域理论和基础设施选址的区位理论,分析城市物流系统布局规律,并建立了城市物流系统布局的理论模型。在研究港口产业演变规律的基础上,提出了大型外贸港的港口运输带、综合物流服务带和港区后方工业带的三带分化理论。物流系统总体布局是城市物流系统规划的重要内容。第三章分析了布局规划流程,提出了一种交通区位+产业区位的选址方法,建立了LP(物流园区)-LC(物流中心)结构的布局优化模型。LP-LC结构布局优化模型是一种考虑多货种及容量限制的非平衡非线性规划,具有物流源点层—LP层—LC层—物流需求层四层次的网络结构。模型以长途公路运输作为系统外输入,以运输费用和规模仓储费用作为总成本,考虑LP和LC间的竞争,把LP层和LC层同步优化。求解过程经过可替代商品分类、节点最大容量计算和可行组合及容量过滤步骤,最后用分段线性化的启发式算法进行求解。最后还建立了城市物流系统布局评价指标体系,对城市物流系统的布局评价问题做了探讨。第四章系统探讨了物流园区规划设计技术。建立了物流园区的规划设计框架,该框架由信息、策略、定位、布置及外围五大模块构成。重点研究了城市物流园区规模确定方法和宏观空间的平面布置问题。针对以往物流园区规模确定方法的不足,提出了一种系统化方法,流程为:把物流园区用地分为生产用地和配套设施用地两大部分,生产用地面积通过设施建筑面积和建筑容积率来换算,配套用地设施通过生产用地比例系数来估算,最后通过影响因素修正获得实际面积。借鉴国内外经验,给出了分作业区的建筑容积率的取值和生产用地的比例系数。总结物流园区内部的总体布局经验,提出了分功能区布局、地块布局、概念园布局和混合布局四种总体布局模式。针对物流园区的布局特点,提出了一种带结构控制的构建布置法,该方法除按照内部布置主线设计外,加入外围约束条件,加强园区内部功能区布置与道路网络及外围设施和环境的依存影响分析。同时考虑物流活动关系和非物流活动关系,并配以权重,建立控制点和功能分区的综合关系量化关联图,生成区域相对位置图,然后配置区域面积和调整内部道路,得到最终布置图。并通过扬州市城北物流园区实例进行了实现。城市物流系统的政策环境规划和城市物流信息平台规划也是现代物流系统规划中非常重要的两大内容,论文在第五章和第六章中分别对这两个问题进行了探讨。分析了我国目前物流业管理机制和存在问题,把物流政策归结为:物流企业和物流市场培育政策、物流基础设施发展政策、物流标准化信息化推进政策、物流人才培养政策四大类。设计了城市物流信息平台结构,并对物流信息平台的建设实施阶段提出了建议。

【Abstract】 In order to adjust the trend of global logistics and social logistics, constructing social logistics platform is regard as a kind of strategic measure to strengthen comprehensive ability by all countries. It is an important part for the region logistics rationalization that planning of the hub city logistics system. In the paper, city logistics system planning theories and techniques are discussed in combing theories and experience, base on city logistics system structure and development regulations are analyzed. The studies of key problems focus on logistics infrastructure layout and logistics park design.City logistics character and bound are analyzed from the point of view of areas. For the sake of solving logistic nodes appellation confusion, the city logistic nodes are classed and distinguished. Three sorts logistics center are defined, and which function, client and distribution specialty are discussed. City logistics system fabric is constructed from the point of social logistics, which is a pyramidal structure including aim lay, market lay, function lay, operation lay and foundation lay.Basing on diamond theoretic about city competitive ability that proposed by Mack baud, the influence factors of city logistic industry are discussed. City logistic system plan frame is founded and four key techniques, which are logistics demand forecasting, logistics infrastructure positioning, large-scale infrastructure designing and logistics information platform designing, are proposed. Integrative logistics plan is expounded for contraposing problems of current plans, and actualizing approach and grads choice are discussed.With logistics industry layout area theory and logistics infrastructure layout position theory, the rules about city logistics system are analyzed and academic layout model are founded. On base of evolvement of port industrial area, three bound polarization theory is put forward, which is form by port transport, compositive logistics and port rear industry.The logistics system collectivity layout is the import content of plan. In third chapter, layout plan flow is analyzed, the orientation method that transportation place + industry place is proposed, LP (logistics park )-LC (logistics center ) structure layout model is founded. LP-LC model is a non-balanceable and non-linear programming, in which goods sorts and capacity limit are considered. LP-LC model has a four levels network, including source nodes, LPs, LCs, demand nodes. Model takes the highway– conveyance as outside import, and takes freight and storage fee as general cost. Considering the competition between LC and LP, LP and LC are optimized in-phase. The solving process includes goods classed, nodes maximum calculated, feasible nodes combined and capacity filtrated. Lastly, the mode is solved by means of heuristic arithmetic that linearized step by step. The last park of the chapter, to discussed layout evaluate, evaluating index system about city logistics layout is constructed.In fourth chapter, the technology of logistics park design is discussed systematically. The design frame of LP is founded, which comprises five modules, information, strategy, orientation, collocation and periphery. the emphases are the calculating method of LP dimension and plane collocation of macroscopical room.Contraposing the limitation of prevenient method for LP size, a systematic method is produced, which operation is formed by three processes, step one, classing park ground tomanufacture and configuration establishment, step two, calculating dimension of manufacture by dimension rate, and calculating dimension of configuration establishment by manufacture ground scale, step last, attaining manufacture dimension by impacting factors. Using for reference of overseas logistics park, numerical value of all work sections dimension rate and manufacture ground scale are proposed.On base of experience about LP layout, four layout modes are put forward, which is function area, plot, concept park and mixed mode. Conforming to characteristic of LP layout, it is established that a kind of constructing disposal method with controlling structure. The method disposes the area in term of not only inner mainstay, but also exterior restriction. So that the analysis is strengthened, that is effects about inner function area and roadway network to exterior establishment and environments. the method course is as follow: Considering logistics relation and non- logistics relation synchronously, admeasuring coefficient to two relations, founding compositive relationship chart of reference points and inner function area, making the chart of function area relative position, getting the final plan by admeasuring function area and adjusting roadway network. Finally the demonstration about Yang Zhou north LP is given to validate the method.City logistics policy suggestion and information platform design are another important contents of logistics plan, which are discussed respectively in chapter five and chapter six. The problems of domestic logistics managed system are analyzed, and logistics policy comes down to four sorts, which are cultivating policy of logistics enterprise and market, developing policy of logistics infrastructure, advancing policy of logistics standardization and information, fostering policy of person with logistics administrant ability. The city logistics information platform fabric is founded, and implementation phase is advised.
