【摘要】 水库移民的安置过程是一种极为复杂的过程,如果处理不当,可能会导致移民生产生活长期得不到恢复,甚至危及社会的稳定。为了搞好水库移民安置工作,目前国内一些大型水库的移民安置工作已开始尝试实施监测与评估,取得了较好的成效。但从项目实施工作的现状来看,各项目监测与评估的具体做法、技术路线、内容与报告形式均不相同,尚未形成一套统一的行之有效的方法体系。移民理论界的研究也还主要集中在如何让世界银行的做法与我国的具体项目实施过程中进行对接和为具体项目提供应用方法等方面。如何找出一套适合我国国情的水库移民监测评估方法,使移民监测评估工作科学化、规范化,真正做到为水库移民安置工作提供理论指导,是目前工程移民理论界值得探讨的课题。本文在调查研究国内外水库移民安置监测与评估研究理论成果的基础上,结合移民安置理论科研和监测评价工作实践的经验,根据水库移民监测评估发展的需要,针对监测评估中的三个不同阶段:本底调查、中期评估、终期评估,分别从样本选取、监测调查、监测评估三个环节开展水库移民监测评估方法研究,详细讨论了各环节中的重点、难点,以及解决的方法,并形成了一套适合中国国情的水库移民安置监测评估方法体系。为了检验研究方法的可行性和可靠性,本文以小浪底水库移民监测评估为例,针对移民中的一些敏感问题,应用本文研究的方法分析比较迁出区移民前和安置区移民前、后三者在经济、社会、环境三方面的变化。实例分析的结果表明:本文提出的监测评估方法比较实用,评估得出的数据结论能够准确反映移民前后受影响地区的经济发展、社会变迁以及环境变化,进而达到客观评价移民安置各项工作的效果。最后,针对实证分析的结果,本文客观评价提出方法的优点及不足之处,并提出改进的方向。更多还原

【Abstract】 Reservoir emigration allocation is a very complicated process. If the process is not managed carefully, the life of the immigrants will not be resumed in a long time, and even the tranquilization of the society will be endangered. In order to do the work of reservoir emigration allocation well, nowadays survey and evaluation of reservoir emigration allocation is developed in many large reservoir construction projects. This method has gotten great success in that domain. But surveying the whole projects execution actuality, the actual process and technical courses and contents and inform formats are different with the project. There is not an effective and systemic method that can be applied in all projects. The research in emigration area is focused on how to unify the method of World Bank and the actual method used in our country and on offering material application for some projects. How to find a set of method that can not only apply theory guidance in survey and evaluation of reservoir emigration allocation, but also make the whole work scientific and canonical, is a task that deserves to discuss in academic research of emigration project nowadays.All the intestine or overseas academic productions about method of survey and evaluation of reservoir emigration allocation are surveyed in this article. On the base of the survey, the three main phases, background survey and metaphase survey and final survey, are studied carefully to fulfill the project need. Combining the experience of many years in survey and evaluation of reservoir emigration allocation, every emphasis and nodus of the work and solving method is discussed carefully, and a whole set of method on survey and evaluation of reservoir emigration allocation is found here. This method is fit perfectly for the situation of our country.To verify the feasibility and reliability of the method, XIAOLANGDI reservoir emigration is studied in this paper. Aiming at some sensitivity problem, this article has studied carefully the change on economy and society and environment of the three phases in reservoir emigration. The analysis result shows that the method studied here is very effective in survey and evaluation. Using this method, we can get some calculation results which can show the economy development and society change and environment evolution. Then the impact of emigration allocation is figured out clear. In the end of the article, in view of the analysis result of the example, the strongpoint and the shortcoming of the methods are analyzed objectively, and the direction to ameliorate is also brought out.更多还原
