【摘要】 自上世纪80年代以来，在信息经济、网络经济和知识经济日益明显，市场飞速变化和技术高速发展的超强竞争环境(Hyper competitive)下，有利于环境稳定的国界、规则与控制等因素正趋于瓦解，企业的经营环境正从过去相对稳定的静态环境转向日益复杂多变和充满不确定性的动态环境。在这种环境下如何开展战略信息系统规划(SISP)的问题至今还没有一个令人满意的答案。因此，进行动态环境下企业战略信息系统规划的研究有一定的理论和实践意义。 本文结合定性与定量研究、规范研究与实证研究，从管理学的视角研究SISP方法及信息系统的评估体系。论文主要包括以下内容： 1．指出本文研究的意义，对国内外SISP的相关文献进行回顾，总结了该领域目前的研究现状和趋势，给出本文的结构安排。 2．阐述了与SISP相关的几个主题。讨论了信息技术在企业管理中的应用模式及其内在规律，揭示了我国企业信息化存在问题的根源，介绍了战略信息系统，描述了SISP概念、作用等内容，最后阐释了核心能力理论和动态竞争理论，作为论文的理论基石。 3．提出了一个适应动态环境的SISP新方法并设计了一个支持SISP的群决策支持系统的总体框架。现有SISP方法可分为传统SISP方法和演化SISP方法，传统的SISP方法为信息战略的规划提供了清晰的步骤，规划人员可以据此有条不紊的完成规划工作，但在动态环境下往往对变化反应迟缓；而演化的SISP方法可以动态的响应环境的变化，但由于没有清晰的规划步骤，往往会造成规划人员无所适从。吸收这两种方法的精华，建立了一个既能适应环境变化，又有较为清晰的行动流程的SISP方法。该方法强调环境适应性和动态性，重视全过程的环境扫描，集成企业经营战略与信息系统战略，集成规划与实施，认为规划是一个持续循环的过程，具有动态适应性、集成性、广泛性等特征。 4．按信息系统功能和作用领域的不同，将其分为企业内部信息系统、企业间及外部信息系统、整合集成信息系统三种，并提出了一个信息系统组合框架模型，用于描述当前信息技术的发展给企业提供了哪些机会及各个信息系统间的逻辑关系。以核心能力理论为基石，从核心能力的有价值性、异更多还原

【Abstract】 With the Hyper competitive of information economy, network economy and knowledge economy has been evidence, and market and technology has evolved very quickly since 1980s, the business management environment has transformed from comparatively steady environment to dynamic environment with complex, levity and uncertain. In this environment how to carry through strategic information systems planning (SISP) is perplexing. Therefore, studies of the business strategic information systems planning in dynamic environment bear much significance both theoretically and realistically.Based on qualitative, quantitative, normal and experimental research, this dissertation make a systematic analysis on SISP methodology and information systems evolution index system in the light of management theory. The main contents are as follows:1. The aim of this study and its significance were introduced by presenting problems in SISP. After Literatures reviewing, the frame of this dissertation was also given.2. Some themes of SISP were illuminated. Information systems application pattern vicissitude and its inherence disciplinarian were put forward. The rootstock of problems of our enterprise informatization was exposed. The SIS was introduced. The conception and function of SISP were described. The core competitive theory and competitive dynamic theory are presented.3. An adaptive SISP methodology and a frame of group decision support system used to SISP were put forward. The SISP methodology distributes classic methodology and evolutionary methodology. The classic methodology has clear process, and makes planner ruly work, but it reactive slowly to changes. The evolutionary methodology reactive quickly to changes, but it hasn’t clear process, result in the planner at loose ends. The new methodology absorbed from classic and evolutionary methodology, and insists that adaptive and dynamic should be pursued, the planning should be aligned with the business strategic planning, the planning should be integrated with implementation, circumstance scanning更多还原
