【摘要】 南水北调东线工程现在已经开工建设，工程建成后将形成连接长江、淮河、黄河、海河的水资源大系统，该水资源系统是一个多流域、多水源、多目标的复杂大系统，涉及五个省市和众多用水部门的利益。如何将如此复杂的一个巨系统正常运行是我国水资源运行管理中从未遇到过的新课题，国外也无现成经验可供借鉴。所以如何进行该系统的运行管理，已成为东线工程面临的紧迫课题。 论文应用信息经济学的有关理论，分析南水北调东线水资源管理的委托代理关系，具体内容如下： 1、论文在分析南水北调水资源管理特点的基础上，分析南水北调东线水资源管理委托代理关系结构，根据南水北调东线水资源管理委托代理关系引发的问题，提出南水北调东线水资源管理委托代理关系的运行机制。 2、设计南水北调东线水资源管理激励机制，研制相应激励机制模型，主要包括南水北调东线供水公司的激励机制研究、南水北调东线水资源水质管理道德风险激励机制研究、南水北调东线水资源工程建设激励机制研究。 3、建立水资源利用信用机制。论文分析建立水资源利用信用机制的意义，设计水资源利用信用机制的构成和运作过程，设计水资源利用评价信用指标体系，提出建立水资源利用信用机制的政策建议。 4、在分析构建南水北调东线水资源信息共享机制必要性的基础上，构建南水北调东线水资源管理信息共享机制，以减少信息不对称的程度。更多还原

【Abstract】 The South to North Water Transfer Project intends to transfer water from the lower, middle and upper reaches of the Changjiang River to the North by means of three routes, i.e. the east route, the middle route and the west route which are connected with the Changjiang River, Huaihe River, the Huanghe River and Haihe River, hence forming the general network of four horizontal routes and three vertical routes. The east route of South to North Water Transfer Project is being constructed. When completed, a large water resource system will be formed, which is connected with the Changjiang River, Huaihe River, the Huanghe River and Haihe River. It is a complex system with multi valley, multi water source and multi objective, and involves the interests of many water-using departments in five provinces and cities. It’ s nerver meeted lesson how to manage such big system not only in our country but also in foreign country. If we adopt tradition theory to research the management of water resources, we can attain the anticipant result very difficult,therefore how to manage that system, have become the urgent lesson.The paper adopts principal-agent theories on information economics to analyze water resource management of South to North Water Transfer. The main contents include:(1)After stating the principal-agent relationship structure of water resource management of east route of South to North Water Transfer, the paper analyzes the existing problems in the relationship. Then, it designs an operation mechanism for the principal-agent relationship.(2) The paper designs motivation mechanism of water resource management of South to North Water Transfer.the main motivation mechanism include: motivation model of water supply company with base principal-agent theory 、 motivation model of water supply company with Multi-task principal-agent theory 、 moral hazards of water quality management of Water Resources of East Route of South to North Water Transfer.(3) The paper designs credit mechanism of water resource management of South更多还原
