【摘要】 木材是绿色、可再生、环境友好型材料,以木材为基础原料的木材产业已成为社会经济发展中的常青产业。国外林业发展经验表明,凡是具有完整经济体系的国家,木材产业均在其国民经济中占有不可替代的位置。发展木材产业,提升其在国民经济中的位置,已成为很多国家提高国际综合竞争力的战略选择之一。改革开放以来,中国木材产业取得了持续、快速的发展,到目前为止已成为世界上名副其实的木材产业大国。然而,木材产业大国并不等同于木材产业强国。中国木材产业发展中仍然存在着资源基础薄弱、布局分散、规模水平低等问题,这些问题的存在共同制约着产业国际竞争力的提高。随着中国对外开放的不断推进,在国内不断增长的木材消费需求的吸引下,世界各国木材企业将会纷纷抢滩中国市场,中国木材产业面临着国外同类产业的激烈竞争。由于尚处于低层次的发展阶段,再加上政府产业保护功能的逐渐弱化,中国木材产业安全问题日益突显。在这种背景下,从产业国际竞争力的角度来系统考察木材产业安全问题就成为一个具有重要理论价值和实际现实意义的课题。在问题分析和中外文献研究的基础上展开对中国木材产业安全的研究,大致可分为三大部分:产业安全评价标准;木材产业安全状态评价;木材产业安全实现。在产业安全评价标准中,论文在产业国际竞争日趋激烈以及政府行为约束不断增强的背景下,在评述传统的、以保护为主的产业安全观的基础上,通过借助于博弈论以及辨证法的思想,提出了建立在国际竞争力基础之上的新的产业安全观,并以此为依据,得出了新的产业安全定义,即产业安全是指在开放的竞争环境中,本国产业能够积极有效地开展国际贸易与利用外资,同时又能够保证产业权益、产业控制力不受损害,并使产业国际竞争力得到不断提高的状态。依据新的产业安全观,论文通过结合定性与定量方法对中国木材产业安全状态进行评价。首先通过回顾改革开放前后木材产业的发展历程,得出了中国木材产业不太安全的感性判断。然后,在借鉴一般产业安全评估的基础上,通过引入木材产业的发展特性,创新性地构建了以产业国内生存环境、产业国际竞争力、产业对外依存度和产业受控制度为一级指标的安全评估指标体系,并结合数据对中国木材产业安全进行了实证评价,得出了中国木材产业处于不安全状态的理性判断。更多还原

【Abstract】 Timber is one of green, reproducible and environment-friendly materials. Therefore, timber industry has become green industry in social economy. According to development experience of foreign forestry, timber industry has taken an important place in national economy of countries with complete economic system. It has become one of strategic choices for many countries to develop timber industy in order to strengthen comprehensive national power. After reforms and opening up, China’s timber industry has acquired sustainable and rapid development, which has become acknowledged country with large timber industry in the world. However, the country with large timber industry is not equal to the country with powerful one. There still exist some problems, such as weak resource base, diverse layout, and small average scale, during the development of China’s timber industry, which together restrict the improvement of international competitiveness. With increasing opening up, driven by huge domestic timbe demand, timber enterprises from all over the world will come into China rapidly. So, China’s timber industry will meet face to face competition of foreign counterpart. Due to low level development stage, plus weakening governmental function of industry protection, China’s timber industry security becomes more and more prominent. Under this background, systematic study on timber industry security based on international competitiveness becomes an important project which has theoretical value and practical meaning.Based on the issue analysis and literature investigation, this paper mainly includes three parts, that is to say, evaluation standard of industry security, concrete evaluation of timber industry security, and realization of timber industry security.As far as evaluation standard of industry security as concerned, under the background of increasingly heated industrial competition and strengthening restriction of governmental behaviour, based on commentation upon traditional value of industry security, by use of game theory and dialectic thoughts, this paper brings forward new industry security value based on international competitiveness. And then based on new industry security value, this paper gets new concept on industry security, i.e. industry security represents the status of increasing international competitiveness with full use of international trade and foreign inverstment and no harm on industrial rights and industrial control in更多还原
