【摘要】 以“大量生产、大量消耗、大量废弃”为特征的传统经济发展模式的缺陷,导致资源浪费、破坏和供不应求,环境消纳污染物的自净能力难以支撑和环境质量的不断恶化,严重制约着经济社会的可持续发展。1992年世界各国就可持续发展达成共识以来,德国、日本等发达国家和一些发展中国家积极探索促进可持续发展的经济途径,提出了循环经济发展模式。这一模式旨在构建“资源—产品—废物—再资源”的闭环式经济系统,是适应优化经济结构、合理利用资源、保护生态环境、推进可持续发展需要而产生的一种新的经济形态,并将成为21世纪的一种发展趋势。在我国,传统模式在使经济快速增长的同时,也产生了自然资源枯竭和环境污染等问题,并有日趋严重的趋势,因此,循环经济这一新的发展观逐渐受到我国政府、理论界、实践领域的重视。近年来,我国在运用循环经济理念促进可持续发展方面进行了积极探索和实践,循环经济正从启动阶段走向建立政策机制的推动阶段。但是,作为一种新的经济发展模式,循环经济理论研究与实践显然都处于探索阶段,深入、全面、系统的分析循环经济发展具有现实必要性。循环经济的发展离不开各种制度、政策、手段的支持,而金融正是重要的推动要素之一。随着社会经济的发展,金融在社会经济体系中的作用日益突出。作为一种新的发展模式,循环经济的发展必然离不开金融的支持,离不开金融对社会经济资源的调节。因此,亟需探索一种金融支持循环经济发展进而推动可持续发展的路径。本文正是在此基础上立论展开论述的。本文共分为七章。第一章是导论,简要介绍了本文的研究背景、国内外研究现状和本文写作构想。第二章介绍了循环经济发展的理论内涵和发展现状,从理论渊源与相关理论基础、概念与基本特征、理论框架、国内外循环经济发展状况与展望四个方面进行了全面分析。第三章把金融因素纳入分析框架,探讨了基于金融支持的循环经济发展模式、管理方法和其衡量。本文第四章从经济发展与金融发展的关系、经济学根源以及现实渊源三个方面,从理论与现实双重视角,深入分析了金融支持循环经济发展的理论与现实依据,为全文的分析和对策的提出奠定了充分的逻辑基础。本文第五章重点探讨了金融支持循环经济发展的路径。更多还原

【Abstract】 Defects in the nature of the traditional mode of economy development featuring“mass production, mass consumption, mass waste”result in waste, demolition and shortage of economic resources and deterioration of the self-decontaminating capacity and quality of the environment, which gravely hinder the sustainable development of social economy.Since the notion of“sustainable development”became a consensus in 1992 universally, developed countries such as Germany and Japan as well as some developing countries brought forward the mode of circular economy development after continuous and active exploration on means to promote the development of circular economy, which aims at build up a new economic system with the circulation of resources featuring a closed loop of“resources-products-wastes-recycling”. This new economy, which meets the calls for optimization of economic structure, rational utilization of resources, protection of ecological environment and promotion of the sustainable development of economy, is becoming the tendency of the development of world economies of 21st century.In China, the traditional mode of economic development on one hand brought about rapid economic growth, yet on the other hand the depletion of natural resources and severe environment pollution. Therefore, the notion of circular economy has been drawing more and more attention of various governmental authorities, theoretical circle and industrial sectors.Recently in China, effective researches and practices have been conducted in applying the ideas of circular economy to promote the sustainable development of social economy.
