【摘要】 知识经济时代，信息资源是一种极为重要的战略资源。21世纪的生命科学研究正成为人类所有科学研究活动中最活跃的领域，生物医学成为这个时代最重要的标志和最关键的学科之一。随着经济全球化程度的不断加深和综合国力竞争的日趋激烈，通过信息资源保障体系的运作来支持和促进创新活动已经成为世界各国国家创新战略的重要组成部分。生物医学学科的高速发展对生物医学信息资源保障提出更高的要求，生物医学信息资源保障体系的建立和完善将为生物医学知识创新和技术创新提供更加强大的信息支持。 本文采用系统研究和比较研究、综合分析与逻辑归纳的研究方法，在国内首次提出了信息资源保障体系建设的理论基础。运用现代信息资源管理理论，在CALIS全国医学文献中心问卷调查数据的基础上，分析了网络环境下生物医学用户信息需求、生物医学信息资源、生物医学信息服务的研究现状、主要矛盾和发展对策。在此基础上，系统全面地探索了我国生物医学信息资源保障体系建设模式、管理体制和运行机制。 首先，从哲学、社会学、经济学、法理学的角度深入分析了信息资源保障体系建设的理论基础，并揭示其对于建设我国生物医学信息资源保障体系的潜在意义。其中，系统理论和唯物辩证法是信息资源保障体系建设的哲学基础。信息公平和信息自由理论是信息资源保障体系建设的社会学基础。信息资源配置理论是信息资源保障体系建设的经济学基础。信息政策法规是信息资源保障体系建设的法理学基础。 用户信息需求是推动信息资源保障体系不断发展的根本动力，也是建设信息资源保障体系的导向和依据。通过对用户信息需求内在机理的揭示，总结了网络环境下生物医学用户信息需求的发展趋势，重点研究了网络环境下生物医学核心用户的信息需求特征。通过研究我国生物医学用户信息需求分析的发展现状，指出其研究缺陷及其发展对策。 信息资源是建设生物医学信息资源保障体系的基础和前提。论文分析了开展生物医学信息资源发展战略的研究意义，阐述了生物医学信息资源的特点和类型，并对传统文献资源、数据库信息资源，专业搜索引擎进行了分类、归纳和整理，然后探讨了我国生物医学信息资更多还原

【Abstract】 In the current age of knowledge-based economy, information resources are ranked among the fundamental and essential strategic resources. Life science research of the 21st century is becoming the most active realm of all human scientific research activities, with biomedical science being one of the most important markings and key disciplines of the time. With the deepening of economic globalization and increasingly intensifying competition for comprehensive national strength, support and encouragement for creative activities via the information resources guarantee (IRG) system have become a vital component of creative strategies of the international community. The high-speed growth of biomedical science places a higher demand on biomedical information resources construction and service, the development and improvement of the biomedical IRG system will provide a greater support for updated knowledge and technological innovations in biomedicine.Using methods of systematic and comparative research, comprehensive analysis and logical induction, the author of this paper proposes for the first time a theory foundation of IRG system development in China.. Modern information resources management theories, combined with data from surveys by the National CALIS Biomedical Literature Center, are applied to the analysis of customers’ or users’ demands for information within the context of the internet, biomedical information resources, current researches on biomedical information service, major problems and countermeasures. The analysis serves as a basis for a systematic and thorough exploration of the construction mode, management systems, operation mechanisms of China’s biomedical IRG systems.In the light of philosophy, sociology, economics and legal theory, further study is done on theories regarding the establishment of the IRG system, and its implication of building such a system in China is discussed.
