【摘要】 当前,我国生态环境的形势十分严峻,在总体上生态恶化加剧的趋势还未得到有效遏制;生态环境已呈现出结构性解体、功能性紊乱和区域性破坏。日益恶化的生态环境不仅直接影响着人类生存和地区经济的持续发展以及社会的全面发展,并对“国家生态安全”构成了严重的威胁。有鉴于此,“加强生态警示教育”,必须提高全民生态忧患意识,确实改善生态环境,实现“人口、资源、环境”的协同优化,以保障国民经济全面、健康、协调与可持续发展。生态系统健康和可持续发展的理论与实践是一个极富发展潜力的新兴交叉学科,它集中了多学科的知识。为此,在当前全球生态系统受损严重的情况下,学界对生态系统健康、生态系统管理与可持续发展的研究逐步深入。本文结合浑善达克沙地的具体现状对生态系统健康与管理及可持续发展的相关问题进行深入探讨具有重要意义。本文明确针对的是当前我国北方,特别是京、津周边地区的重大生态、环境和社会可持续发展的科学命题。同时,生态系统健康诊断和生态系统管理及服务功能也是当前国际学术届的热点研究问题。因此,本选题具有比较强的科学性,前瞻性和对重大国家需求的针对性。本文的首要目的和意义就是结合当前浑善达克沙地草地退化以及草地畜牧业发展现状,把该地区正在实施的以围封转移战略为主体

【Abstract】 Nowadays, the condition of national ecological environment is very stern, and the environmental deterioration tendency has not been effectively controlled in general. As a result, the ecological environment has already showed the appearances of structural deconstruction, functional disorder and regional destruction. The increasingly deterioration of it has already threatened the national ecological safety, as well as the people’s life, the regional economic sustained development, and even the development of the whole society. In view of that, we should attain the harmony of people, resources and environment by increasing our people’s ecological awareness and improving the quality of environment, in order to ensure the sustainable development of our society.Theories of ecosystem health and sustainable development are a prosperous new inter-subject involving many fields of knowledge. And it has potentialities to come up with new ideas to deal with the badly damaged ecosystem. So it is meaningful for this paper to study the present ecosystem management and sustainable development via the research of hunshandake sandy land.This paper focuses on the significant scientific propositions on sustainable development of ecology, environment and society, in the light of northern part of China, especially, Jing-Jin (Beijing and Tianjin) and its peripheral areas. Ecosystem health diagnosis and ecosystem management & service functions are also arousing international academic interest at present time. Therefore, this topic possesses considerable scientificalness and foresightedness, aiming at the great demands of the state.This paper is intended to show the present ecosystem management situation of
