【摘要】 2004年温家宝总理提出：“用新思路、新体制、新方式，走出加快东北老工业基地振兴的新路子”。振兴东北老工业基地，也是振兴东北制造工业，是中国区域经济协调发展的关键一步，是构建和谐社会的重要手段之一。当今世界，制造业是衡量一国经济综合实力和国际竞争力的重要标志，无论是发达国家还是发展中国家，都把制造业作为拉动经济增长的主要动力。东北制造业是近代中国工业的摇篮，曾为推动中国经济发展作过了巨大贡献。但由于传统体制的制约，东北制造业在近20年内停步不前，远远落后于东部沿海发达地区。东北制造业应构建适宜的技术创新发展模式，积极承接发达国家的产业转移，充分整合世界上创新资源，以获取东北地区制造业持续竞争优势。 论文首先阐述了东北制造业的发展现状和技术创新概况，通过对东北三省与长三角、珠三角地区制造业的技术创新经费投入、经费筹集的内部结构、新产品产出、创新潜力等角度的对比研究，系统分析了东北制造业技术创新的现状和存在问题。 论文论述了当今世界制造业全球化趋势及发展模式，分析了我国及东北地区制造业的未来发展定位，详细分析了长三角和珠三角地区制造业技术创新模式，得出长三角主要以产业集群为技术创新的重要力量、以高新技术产业开发区为依托、以民营科技企业为创新主体的创新发展模式；而珠三角则是利用它有利的地理优势，充分整合资金、人才等创新资源，发展外向型经济。因此，面对日益复杂和更专业化的技术创新需求，东北制造业应积极借鉴发达地区的成功经验，加强东北三省的区域经济一体化建设，以产业集群的形式来参与到国际市场上进行竞争，充分整合世界上的市场调研机构、高校、科研机构、金融机构、中介服务公司等创新资源，构建东北制造业技术创新的虚拟联盟发展模式，以此节省创新成本、提高市场响应速度。 论文针对东北制造业技术创新的虚拟联盟模式，从东北地区制造业的技更多还原

【Abstract】 In 2004, Premier Wen Jiabao proposed that:" with new mind, new systemand new way, go forward and speed up promoting the Northeast old industrialbase." To promoting the Northeast old industrial base, in other words, to promotethe Northeast manufacturing industry, is a critical step of Chinese region economycoordinated development and one of the important methods of constructingharmonious society. Nowadays, manufacturing industry is an important standardof measuring the economical comprehensive strength and internationalcompetitive power of one country. And no matter in developed countries and indeveloping countries, manufacturing industry is the main force of promotingeconomy growth. The Northeast manufacturing industry is the cradle of modernChina’s industry and has made tremendous contribution to the development ofChina’s economy. But, since the restriction of traditional system, the Northeastindustry has not made great progress in the recent 20 years, and fell far behind theeastern coastal developed area. Therefore, the Northeast manufacturing industryshould construct proper developing mode of technology innovation, adapt to theindustrial shift of developed countries, and make full use of the outstandinginnovation resources in the world to gain continuous competitive advantage ofNortheast manufacturing industry.This paper first elaborates the present situation of Northeast manufacturing development and the sketch of technology innovation contrasting the researching the condition of technology innovation funds investment, internal structure of funds collection, the delivering of new product and innovation potential of Northeast area, Chang Jiang triangle area and the pearl river triangle area, analyzes system the present situation and the problem of technology innovation of the Northeast manufacturing industry.Then, this paper introduces the globalization tendency and development pattern of manufacturing industry in the nowadays world, analyzing the future更多还原
