【摘要】 生态工业是指仿照自然界生态过程物质循环的方式来规划工业生产系统的一种工业模式。生态工业园区(Eco-Industrial Parks，EIPs)是生态工业的重要实践形式。在美国、西欧等发达国家，EIPs的建设正处于迅速发展的阶段。在我国，生态工业园区建设处于起始阶段。 在生态工业园区内，模仿自然生态系统的运作模式，形成生态产业链，其中一家企业产生的废物可能成为另一家企业的生产原料。生态产业链的结构是决定园区整个工业生态系统的稳定性和可持续性的关键因素。 本文在综述生态工业建设、生态工业园区规划以及工业生态系统稳定性领域的研究进展的基础上，比较研究了中外工业生态园区发展模式，分析了我国生态工业园区建设的必要性。 本文基于生态工业学原理和循环经济理论，以代表我国东部沿海经济发展模式的烟台生态工业园区和代表我国西部的乌鲁木齐生态工业园区为案例，研究了园区生态产业链规划和设计过程中的关键技术环节，重点研究生态工业产业链的延伸与拓展以及关键产业的选择机制等方面的问题。本文对烟台生态工业园区产业链进行了整体规划，其中包括汽车工业、食品加工行业、电子行业、木材加工制造业、建材工业、化纤纺织行业以及资源再生加工示范区在内的7个分链的设计，并提出了产业链构建的可行性分析和规划建议。本文结合乌鲁木齐经济发展特点，对其生态工业园区进行了产业链总体规划，以及包括煤电、钢铁、石化、化工、酿造业以及建材等6个分链的设计，分别提出了相关的规划建议。 本文通过对生态工业建设的理论、方法和实践的研究，提出了工业生态系统稳定性概念与内涵，分析其结构和功能，构建出工业生态系统稳定性模型，建立起评价指标体系(ESSAI)并给出了计算方法。该指标体系由3个准则层、12个指标层和44个变量层指标组成，较为全面的反映了区域生态工业园区稳定性程度和可持续发展水更多还原

【Abstract】 The ecologic industry refers to an industrial pattern in which the industrial production system is planned by imitating the circulatory mode of substances in the ecologic course of the nature. The Eco-Industry Parks (EIPs) are an important form of practicing the eco-industry. In the development countries such as the USA and Western Europe, the EIPs are developing increasingly more rapidly. In China, the construction of EIPs is at the flourishing phase of development.In the EIPs, the eco-industry chains are formed by imitating the operating pattern of the natural ecologic system, in which the wastes of one manufacturing enterprise become the raw materials of another. The structure of the eco-industry chains determines the key factor of stability and sustainability in the whole industrial eco-system of the EIPs.The building of eco-industry, planning of EIPs and the vecent research on the stability of the industrial eco-system have been summarized in the paper, the developing modes if the EIPs both at home and abroad have been compared and analyzed. The paper also advocates the necessity of developing the EIPs in China.On the basis of the theoretic analyses and summarizations and also based on the principles of the eco-industry and Yantai EIPs which represents the eastern coastal economic development of China and Urumqi EIPs which represents the western economic development of China, the paper provides the studies on the industrial chain planning in the course of desigh with the emphasis on the studies of the spreading and expansion of industrial chain of the eco-industry; the mechanism of choosing the key industries; the intergrouth of the eco-industry parks.更多还原
