中国城镇住房保障制度研究

【摘要】 随着我国城镇住房制度改革的不断深入,市场机制在优化住房资源配置和提高住房资源配置效率等方面已发挥着基础性作用。但是,由于市场失灵问题的存在,中低收入家庭在居住方面往往表现为支付能力不足,仅靠其自身的力量难以解决基本居住问题。特别是近几年城镇商品房价格的快速上涨,使得住房价格已远远超出了中低收入居民的正常经济承受能力,要解决这部分居民的居住问题,政府必须建立和实施住房保障制度。实行住房制度改革以来,为改善居民的居住条件,特别是解决中低收入居民的居住问题,我国政府采取了一系列政策。经济适用房、廉租房和住房公积金政策共同构成了我国目前城镇住房保障体系的主要内容,这三项政策在解决中低收入家庭住房问题上发挥了一定的作用。但这三项住房保障措施在实施过程中均出现了这样或那样的问题,使得现有住房保障制度的实施效果很不明显,难以令人满意。这要求我们对现行城镇住房保障制度进行全方位的思考,根据我国城镇社会经济和住房发展的实际情况,构建一个更为科学、合理、高效、公平的城镇住房保障制度,以更好地解决城镇中低收入居民的住房问题,促进和谐社会的建立。目前,城镇居民的住房保障问题引起了我国政府和学术界的广泛重视,但研究多集中在如何对现有住房保障制度进行改革方面,对城镇住房保障制度进行深入系统研究,探索全新住房保障模式的成果很少。本论文运用规范分析和实证分析相结合的方法,对我国城镇住房保障制度的建立进行了系统性的研究。本论文主要的研究目的,就是通过研究国内外住房保障理论最新研究成果,对不同住房保障方式进行经济效应比较分析,借鉴发达国家和地区在住房保障政策方面的成功经验,结合我国住房保障制度的变迁,构建适合我国国情的城镇住房保障制度,以满足住房困难的城更多还原

【Abstract】 As the town housing system reform going on in depth, the market mechanism is playing an essential role in optimizing the allocation of housing resource. Due to the market failures, the low-income residents’housing payment power is lack, and they can’t get essential housing if depending on themselves. Especially in recent years, the housing price has been rising rapidly, which makes the low-income residents can’t afford so high price. The government must establish and implement housing guarantee system to help them solve housing problem.Since the housing system reform begins, our government adopts a series of policies to supply suitable housing for the low-income residents. Now, the town housing guarantee system includes the economical and suitable housing, the cheap-rent housing and the housing accumulation fund. These measures make the low-income residents dwell better, but there are also some limitations which make the housing guarantee’s affects unsatisfactory, which requires us to innovate the housing guarantee system. We should establish one more scientific, reasonable, efficient and fair housing guarantee system in light of the economic and the housing market conditions, which can help the low-income residents dwell better and speed up building the harmonious society.Now, the housing guarantee is the hot issue talked and studied by consumers, governors and scholars, but the research accomplishments mainly focus on how to reform current policies. There are little fruits about establishing one entirely new housing guarantee system.This thesis studies housing guarantee system combining normative analysis with positive analysis methods.The main target of this thesis is to construct the town housing guarantee system suitable to the national conditions by studying the latest更多还原
