【摘要】 本文是吉林省科技厅重点研究项目“吉林省科技与金融相结合的对策研究”的成果之一及其延伸。在现代经济中,科技和金融已经成为社会生产力中最为活跃的因素,金融对科技发展具有促进、保障和拉动的作用,科技与金融相结合是科技发展的客观必然。任何一项科技成果,在其研发阶段、应用转化阶段、直至产业化阶段等各个时期,不仅存在着不断放大的资金需求,需要在金融市场解决资金支持的问题;而且,金融市场所提供的风险规避与转移、公司治理,激励约束、价格发现、流动性供给等功能,为科技的发展提供了功能性保障;从科技发展的历史进程来看,科技的重大进展及其应用,都以金融创新与深化为先导,显示出金融对科技创新的强大拉动力。目前,我国已明确了建设创新型国家的发展战略。但在科技与金融相结合的机制方面还存在很多问题,这就要求我们解放思想,大胆创新,开拓科技与金融相结合的新局面,加速科技产业化,解决科技发展中资金这一瓶颈问题,以促进科技和金融事业共同发展。本文在大量阅读和分析国内外相关文献以及实际调查的基础上,以科技项目的不同发展阶段为主线,研究科技项目研发阶段——科技成果应用转化阶段——科技成果依托科技企业与资本市场对接、以实现科技成果产业化阶段的科技与金融相结合的机制问题,并研究了在这一结合过程中所需要的支撑服务体系以及我国需要进行的金融创新。最后,提出了我国在科技金融相结合方面相应的对策。更多还原

【Abstract】 Chinese President Hu Jintao indicated the next 15 years China’s scientific and technological development goals on January 9, 2006 at the National Technology Conference: to establish an innovative type of state in 2020 and meanwhile make the technological development become the strong support for the development of economic society. By 2020, the contribution rate of scientific and technological advances for economic growth from 39% to 60%, R & D investment of the whole society from 1.35% to 2.5% of GDP.The decision which is made by The CPC Central Committee and the State Council is a major strategic decision-making. It has a bearing on the overall situation of socialist modernization. To establish an innovative type of state, the core is the development of science and technology as a strategy, and the technology to enhance the ability of innovation as the main direction, greatly promote scientific and technological innovation and promote scientific and technological progress by leaps and bounds, promote the development of the national economy faster and better.In the modern economic society, technology and finance have become the most active elements of the social productive forces. The development process of human society shows that the role of financial industry to scientific and technological progress should not be ignored, the development of technology can not be separated from financial support. Therefore, in order to accelerate scientific and technological progress and innovation, promote the common development of technology and financial services industry, we need to emancipate the mind, bold innovation, explore new situation in the context of financial technology to solve the funding of science and technology enterprise development bottlenecks and accelerate the scientific and technological industrialization and industrial technology.After 20 years of reform, China has established a relatively complete system of science and technology.
