我国人才资源向人才资本转变的机理、策略与效益研究

Study on the Mechanism, the Strategy and the Benefit Evaluation for the Transfer from Qualified Personnel Resource to Qualified Personnel Capital in Our Country

【摘要】 随着经济全球化进程的加快和科学技术的高速发展,人才竞争日趋国际化和激烈化。第三次产业革命以来,人才资源为促进科技进步和经济增长一直起着关键性作用。人才资源向人才资本转变既是一个社会经济运动过程,又是人才资源投资积累到一定程度后发展的必然结果,并且极大地推动人类社会发展和科学技术进步。 本文结合我国国情,对人才资源的形成与发展,人才资本的构成与特征,人才资源向人才资本转变的机理、策略和效益评价等问题进行系统研究,论文主要工作有以下五方面: 1、关于人才资源的形成与发展的研究。分析人才资源及其形成、发现和发展的一些新内涵,提出:(1)人才资源形成的基本条件、创新、人才资源形成及其基本表现;(2)人才资源发现的基本模式和一般步骤;(3)影响人才资源发展的基本要素和人才资源发展的基本特征。 2、关于人才资本的构成与特征的研究。赋予人才资本价值量中“显形资本”和“隐形资本”概念的新内涵,分析人才资本价值及其特性,提出人才资本价值形态主要有三个层面:首先是试用期工资的初始形态;其次是以月薪或年薪显示的成长形态;第三个层面是年薪加股票期权体现的成熟形态。 3、关于人才资源向人才资本转变的机理的研究。提出:(1)人才资源的开采与使用中需要做好的相关工作;(2)人才资源向人才资本转变的客观条件与主观条件;(3)人才资源向人才资本转变的基本方式;(4)人才资源向人才资本转变的基本规律,给出影响人才资源转变价值的主观与客观条件。指出事业是人才资源向人才资本转变的重要载体,平台是转变的桥梁,政府在转变中起重要作用。依据上述研究,基于语言值概念和优化思想提出人才资源向人才资本转变的五种基本数学模型。 4、关于人才资源向人才资本转变的策略研究。指出应转变人才开发观念,消除人才资源向人才资本转变的障碍,建立科学的人才评价机制,建立人才创业的激励机制,营造人才成长的良好环境,特别要构建人才创新创业的事业平台,突出企业在人才资源转变中的主体地位。 5、关于人才资源向才资本转变的效益评价研究。分析人才资源向人才资

【Abstract】 With the rapid progress of economy globalization and the high-speed improvement of sciences and technologies, the competition for talented people becomes more and more internationalized and severe. Since the third industrial revolution, qualified personnel resource plays a critical role in accelerating progress of sciences and technologies as well as economy development. That the transfer from qualified personnel resource to qualified personnel capital is not only a procedure of social economy movement but also an inevitable result when the accumulation of qualified personnel resource is approaching to a certain level. The transfer greatly promotes the development of human society and advancement of sciences and technologies.On the basis of the reality of our nation, the paper discusses systemically the forming and development of qualified personnel resources, the construction and features of qualified personnel capital, and the mechanism, strategies, and benefit evaluation of the transfer from resources to qualified personnel capital.1. On the forming and development of qualified personnel resource. The paper presents some new contents for concept, characteristic, discoveration, development of human resource, and gives (1) the basic conditions, innovation, development and characteristic, of qualified personnel resource, (2) the general modle and main step for finding out qualified personnel resource, and (3) the basic elements for effecting the development of qualified personnel resource and its main characteristic.2. On the construction and features of qualified personnel capital. The paper explains two important notions for constructing qualified personnel capital, i.e., the explicit and implicit capital, analyzed value and features of qualified personnel capital, points out three forms of value for qualified personnel capital, i.e., (1) initial form
