电子政务中信息资源整合的建模方法与应用研究

【摘要】 为解决目前电子政务建设中普遍存在的“信息孤岛”问题,更好的利用信息资源,减少重复建设,实现信息共享,对信息资源进行整合已势在必行。目前学术界对信息资源整合的研究主要集中在企业信息资源以及图书情报资源上,而且多是从软件实现上进行细节问题研究。对电子政务中信息资源整合的建模方法以及实现的研究,目前仍是电子政务系统设计与软件开发领域的前沿性研究课题,缺乏相应的理论与方法来指导。 在这种情况下,本文基于导师王延章教授提出的E-R-P(实体-关系-问题)知识表示理论,创建了一种面向整合的信息资源系统描述模型。将电子政务中的信息资源整合作为一项系统工程,利用系统科学的思想、理论与方法,对信息资源整合的建模方法与实现进行研究。通过电子政务中信息资源整合的特点的研究,并在实际的政府信息资源整合项目中进行探索、研究、实践和总结,完善了E-R-P模型的理论基础,并将其应用于实践,指导系统的建模与项目的实施。本文主要研究工作如下: (1) 对信息资源整合的国内外发展情况以及相关的技术进行了综述,并将E-R-P模型与ER(实体-关系)模型。信息资源整合与信息资源规划进行了比较。从系统论的观点出发,对资源、信息资源、政府信息资源、电子政务中的信息资源整合的特性进行了分析和阐述。 (2) 对E-R-P知识表示体系进行理论扩展,给出了以实体、关系、问题为模型的基本要素,面向整合的信息资源系统描述的E-R-P模型。对论域、实体、关系、问题进行了深入的数学描述,通过引入论域、原子问题、元信息、E-R-P阵等相关内容,给出了E-R-P模型的基本概念、数学表示、形式化描述以及构建方法和建模过程,并将E-R-P模型与面向对象技术进行对应。 (3) 结合E-R-P模型构建,对政府信息资源整合建模进行研究。 (4) 创建了软件体系中的E-R-P信息管理模型,用其指导信息资源整合平台的构建。 (5) 通过对信息资源整合过程的研究,给出了信息资源整合的过程模型。论述了信息资源整合的一般过程,对其进行了数学描述,并对整合过程中的交互作用进行了深入研究。 (6) 参与了信息资源整合系统软件平台的设计以及相应支撑工具的开发。软件平台以及数据交换工具与前面的整合建模相呼应,共同服务于政府信息资源整合的项目实施。最终将以上的建模方法和系统开发工具应用于“大连市企业基础信息共享”项目的建设,给出了本文研究工作的应用实例。 通过本文的研究,为电子政务中信息资源整合提供了一种信息资源系统描

【Abstract】 In order to solve the problem of "Information Island" in the present construction of E-government, to make better use of information resource, to reduce redundancy, to realize information sharing, it is imperative to integrate the information resources. At present, the information resource integration of the academy is mainly concentrated on enterprise information resource and the library information resource, mostly conducting the research in details on aspect of software realization. Researches on modeling method and the realization of information resource integration are still the pioneering research tasks in the domains of E-government system design and software development, but lack corresponding instructing theories and methods.In such a situation, on the base of Professor Wang Yanzhang’s E-R-P (Entity-Relation-Problem) Knowledge Expression Theory, facing the integration, this paper proposes a description model of information resource system. The information resource integration in E-government is regarded as system engineering, using the thought, theory and method of system science, conducting the researches on modeling method and the realization of information resource integration. Through the research of characteristics of information resource integration in the E-government and the fathoming, studying, practicing and the summarizing in the actual government information resource integration programs, the theoretical groundwork of E-R-P modeling system is modified and put into practice, conducting the system modeling and implementation of projects. The main research work of this paper is listed below:(1) Summarizing the situations of domestic and abroad developments of information resource integration and the correlative technologies, comparing the E-R-P modeling with the ER (Entity-Relation) model, the information resource integration with and the information resource plan. Analyzing the characteristics of the information integration in the domains of resource, information resource, government information resource and E-government from the viewpoint of system theory.(2) Expanding the theory of E-R-P knowledge expression system, proposing an E-R-P model facing the integration of information resource system description, which has entity, relation and problem as its basic elements. Giving advancedmathematic description of domain, entity, relation and problem, proposing the basic concept, mathematic description, formalization description, the forming method and the modeling process by introducing domain, atomic problem, meta-information, E-R-P matrix and the relevant contents, corresponding the E-R-P model with the object-oriented technology.(3) Combining the construction of E-R-P model, studying the modeling of government’s information resource integration.(4) Proposing the E-R-P information management model in software system, guiding the instruction of the information resource integration platform.(5) Through the research of the information integration process, proposing the process model of the information resource integration. Discussing the general process of the information integration, giving the mathematic description and further study of the interactions in the integration process.(6) Participating in the software platform design of information resource integration system and the development of corresponding supporting tools. The software platform and the data exchange tool echo with the former integration modeling, co-serving the implementation of government information resource integration project. Finally applying the above modeling method and the system exploiter tool to the construct of "Fundamental Information Sharing of Dalian Enterprises " project, giving the application example of this research paper.Though research, this paper provides an information resource system description model for information integration in E-government, obtaining some research results of practical application value.
