【摘要】 研究西部小城镇问题,不仅有重要的理论价值,而且有重要的实现意义。1999 年,党中央、国务院做出实施西部大开发战略决策之后,西部地区正在成为国家的战略发展重点。而西部小城镇建设,对西部大开发战略的实施具有举足轻重的作用。西部小城镇的发展,不仅有利于基础设施建设、生态建设、产业结构调整、科教发展和改革开放步伐加快等西部大开发重点任务的完成;而且,西部小城镇作为解决“三农”问题的重要结合点,其快速发展,有利于转移大量的农村剩余劳动力,增加农民收入,进而缩小城乡差距。从理论研究看,加强对西部小城镇系统和深入的研究,为西部小城镇发展提供强有力的理论支撑,是一项紧迫的任务。从发展现状看,针对西部小城镇数量少、规模小、质量差的现实,采取有力措施,加快其发展,不断提升小城镇的质量和档次,是一项十分重要的战略任务。　本文的总体思路是,立足于我国实施西部大开发战略的大背景,立足于实现全国区域协调发展需要,立足于我国加快推进城镇化的现实,根据城镇化和小城镇建设的一般理论,借鉴小城镇发展的国际国内经验,重点运用定量分析、比较分析、实证分析和动态分析的方法,在分析西部地区城镇化和小城镇发展历程、现状和问题的基础上,创造性地对到2020 年西部城镇化水平和小城镇的发展潜力进行了预测,并着重分析了小城镇建设与西部生态建设的互动关系,以及其与西部农业农村经济发展的互动关系。通过剖析西部小城镇在土地制度、户籍制度、行政管理体制、投融资体制和社会保障制度等方面的现状和存在的问题,提出了加快制度创新促进西部小城镇发展的对策。　本文共分为八章。总体框架是:第一、二章是有关概念和理论铺垫部分。第三、四章主要分析和总结小城镇发展的国际国内经验。第五、六、七章是本文的重点和核心部分,主要预测了西部小城镇的发展潜力,讨论了小城镇发展与西部生态建设的互动关系,以及其与西部农业农村经济发展的互动关系。第八章是对西部小城镇发展的相关制度和政策的研究。　研究的主要结论包括以下几个方面:　第一,关于城镇化的概念。所谓城镇化,就是农民变为市民,农村变为城镇,传统价值观念变为现代价值观念的动态过程和综合现象。本文所指的“小城镇”主要是建制镇,具体包括县城镇和除县城镇以外的建制镇,不包括农村集镇。　第二,国内外小城镇发展经验对西部小城镇建设有重要借鉴作用。国外小城镇建设,在重视小城镇规划和发展小城镇经济、强调市场机制的作用、重视基础设施建设和生态更多还原

【Abstract】 It is significant both on theory and reality to research on the issues of small towns in the West China. The west China is becoming an important area in Chinese development strategy after the CPC (Communist Party of China) central committee and the State Council made develop-the-west strategy in 1999. The development of small towns in the West can contribute greatly to implement the develop-the-west strategy. The development of small towns in the West can benefit not only on the accomplishment of the important task of develop-the-west, such as infrastructure construction, ecological protection, industrial structural adjustment, science & education development and speeding up of reform and opening-up, but also on transferring of rural surplus labor force, increasing the farmers’income, and so to reduce the gap between standard of living in urban and rural area as small towns in the west are important link in resolving the Sannong issues(agriculture, countryside and farmer). It’s an urgent task to research systematically on small towns in the west. With a view to the reality, promoting the development and improving the quality and level of small towns in the west are an important and strategic task. In this thesis, the author analyzes the development, reality and problem of small towns in the west through quantitative analysis, comparing analysis, empirical analysis and dynamic analysis on learning development experience of small towns of domestic and foreign countries. All these are based on the develop-the-west strategy, promoting the coordinated development of all regions and citifying in China. Based on this ground, the author predict the development potential of small towns in the west and the citifying level in 2020. Special emphasis is laid on analysis of interact relation between the development of small towns and ecological protection and rural economy development in the west. At last, the author propose suggestions to promote the development of small towns by institutional innovation through analysis on the reality and problem of land system, household registration system, administrative system, investment system and social security system in small towns in the west. There are eight chapters in this thesis. Some related concept and theory were summarized in the first and second chapter. The development experience of small towns in domestic and foreign countries was analyzed and concluded in chapter 3 and 4. In chapter 5, 6 and 7, the author predicted the development potential of small towns in the west, analyzed the interact relation between development of small towns and ecological protection and rural economy development in the west. In the last chapter, the author research on the system and policy about the development of small towns in the west. The main conclusions are as following: 1、Concept of Citifying. Citifying is a dynamic process and integration phenomena, in which that farmers convert to citizens, rural area convert to urban area and traditional value orientation convert to modern value orientation. The small towns mentioned in this thesis means constituent towns without market town in countryside. 2、The domestic and foreign development experience of small towns is significant to the development of towns in the west China. The development of small towns in foreign countries has many great measures that they attach importance to the layout, economy development, the effect of market mechanism, the infrastructure construction, ecological and cultural environment conservation and public participation of small towns. The development of small towns in the eastern China has important inspiration to the development of small towns in the west too. The development of small towns in the west should take along the road with western characteristics; pay more attention to scientific layout, infrastructure construction, economy development and sustainable development, and so on. 3、The west should develop multi-citifying as well as promote the development of small towns. The small towns has great development potential in the west. We should make different development key-point according to different area. The author predict the development potential of the small towns with the constituent towns as research object, 2003 as base period, three projects that the population of the small towns being 9,166, 13,100, 14,600 and two projects that the citifying level increasing 1 and 1.5 percent from 2003 to 2020. According to comparison of these three projects, the author concludes that the project of population being 9,166 is the most practical. And on the basis of this, the author predict that the citifying level of the west constituent towns will increase from 32.59% to 45.59% or 58.09% from 2003 to 2020, the population will increase from 60,898,900 to 103,882,600 or 121,685,200. 4、The development of small towns in the west China has great importance in the ecology protection. The old idea on the ecology protection in the west should be adjusted and establish new idea on it. In the protection of the west ecology, we should take environment improvement and increase of farmers’income as win-win aims, take citifying as a basic measure to combine engineering handling, grain for green, ecological migrant, citifying and small towns development. We should assemble the people to reduce thedestruction of disperse habitation and transfer from the old idea of “handling & moving”to the new idea of “handing & moving & habitation”. 5、The small towns development has great importance in agricultural structural adjustment and the development of characteristic agriculture in the west. Especially, the combining of the development of township enterprises, key enterprise of agricultural industrialization and agro-processing industries can benefit the adjustment of economic structure in the rural area and the increase of farmers’income. 6、Promoting the system innovation can accelerate the development of small towns in the west. We should deepen the reform and promote the technical innovation in land use; deepen the reform on household registration system and search for the new measures to open the household registration in the west city; promote the administrative reform and innovation in finance system; accelerate the market process of the development of small towns and establish multi-investment channel; establish social security system with endowment insurance and health insurance as the main part and combining with social welfare, social relief and special care and placement harmoniously.更多还原
