信用理论、制度与实践问题研究

【摘要】 庄子寓言有云,一养猴老人给众猴子喂橡子吃,在平均日消费量恒定为七升的情况下,当养猴老人提出早上三升、晚上四升的分配方案时,众猴子大怒,而当分配方案重新设定为早上四升、晚上三升时,众猴子大喜。事实上,类似的场景在人类当代也偶有出现,其作用决定机制在于晚上的预定分配方案是否依然依照信用来执行,因为如果晚上可以不守信用而重新分配时,既得利益者肯定会成为“非信用”行为的坚决拥护者,下次博弈行为关系的发生也极有可能依旧“非信用”,因此信用是社会生活中的润滑剂,违背信用规则或不遵守信用制度不仅在过程上是荒唐的,在结果上的成本代价也是非常巨大的。事实上,随着我国国民经济的快速发展,信用问题也已经成为我国国民经济发展过程中的一个越来越引人关注的社会现象,对其的解决不仅需要理论上的扬弃和发展,更需要在制度建设上得到系列性保障。 本论文运用定量和定性结合的研究方法,经过国际比较和制度分析,对信用问题进行了一系列研究,核心也即理论线索是如下的几个问题:1、信用本身的界定、研究基础及与其它社会分支科学的相互影响关系;2、信用制度的理论构成和实际发展的态势特征;3、包括征信制度的我国的信用问题产生原因、发展现状及政策建议。全文一共包括三个部分:第一部分为信用的理论篇,该部分又分为三章,即本论文从信用的理论基础、信用研究在古今中外的发展情况和信用同其它学科的影响关系的角度出发对文章的第一个研究目的进行了总结;第二部分为信用的制度篇,该部分也分为三章,即本论文从信用制度的理论基础、信用制度的实施机制和征信产业研究的角度出发对文章的第二个研究目的进行了解释;第三部分为信用的实践篇,该部分分为二章,即本论文从我国的信用问题研究和我国的征信制度问题研究的角度对文章的第三个研究目的进行了剖析。 通过研究与比较,本论文的结论是:首先,信用是一种游戏规则,它不仅要求微观主体的思想与行为相符合,更重要的是要使社会生活交往双方的权利义务对等,因此信用既是一种严格的道义伦理要求,也是一种需要社会制度提更多还原

【Abstract】 A tale from ZHUANGZI said: a gaffer raised a lot of monkeys. Thinking the daily acorn consumption was 7 liters, when he gave 3 liters on the morning and 4 on the evening, the monkeys were angry. But when he gave 4 liters on the morning and 3 on the evening, the monkeys were happy. In fact, this kind of scene used to be seen in the human social life. If the method of food distribution can been removed before the evening everyday, the man who have got benefits will cry up for this method without credit Thus they will also not obey the credit rule next time. So the credit rule for the man is very important The behavior of not obeying the credit rule is not only nonsense during the process, but also expensive at the result In fact, with the growth of economy, the matters of credit in China are facing great challenges recently. To this matter we should not only survey the theory itself, but establish a series of system for safeguarding as well.This article expressed the viewpoint by the combination of qualitative analysis to quantitative analysis, and it also used the international comparing analysis method and system analysis method. The cores of this issue are three questions: l.what are the whole meaning of credit research foundation of credit and interaction of other subject 2. What are the theoretic structure and real characteristic of credit system. 3. What are the reason, actuality and policy advice of our country’s credit matters. There are three parts in this article. The first part is about the research of credit theory, which is consisted by 1 to 3 chapters, including the research of credit theory, the research of credit theory at all times and in all over the world and the research of interaction with other subject The second part is about the research of credit system, which is consisted by 4 to 6 chapters, including the research of credit system, the implement of credit system and the credit industry. The third part is about the research of credit practice, which is consisted by 7 to 8 chapters, including the practice of our country’s credit matter and credit system. These three parts are aimedat the three cores of this issue one by one.On the basis of above analysis, this article makes conclusions as followed: firstly, credit is a kind of game rule. It does not only require the person’s idea to be connected to the behavior, but also require the justice between right and obligation. So it is submitted to the strict ethic requirement and social system requirement It has own characteristics and action mechanism. From the research of credit theory at all times and in all over the world, it has gained a lot of achievement From the research of interaction with other subject, it is an integrated social science and affected by a series of determinant Secondly, credit system means the system of credit criterion, which is consisted by formal restriction, informal restriction and the implement of credit system. The implement of credit system is consisted by internal restriction, external restriction, information condition and industrialization. Thirdly, our country’s credit matter is not only reasoned by the situation of our country’s itself, but also reasoned by other laggard system situation. So when admitting the achievement of our country’s credit system, we should also work hard on every aspects by the credit attitude.更多还原
