【摘要】 高等教育与科技创新体系构成了我国科教兴国战略的主体与基础。本文以马克思主义社会发展理论及其最新成果、科技创新理论、高等教育及经济社会改革与发展理论为指导，采用实证分析等方法，从高等教育与科技创新互动关系的视角，分析借鉴国内外高等教育改革与发展的经验教训，对我国高等教育的改革与创新进行了系统的研究和探索。 本文首先从高等教育与科技创新的内在联系出发，分析研究科技创新对经济社会发展的巨大推动作用，揭示了社会发展呼唤科技创新，科技创新呼唤高等教育改革与创新的基本规律及两者互为动力、相互促进、协调发展的互动关系，凸现了科技创新对高等教育改革与创新的强烈呼唤。 高等教育的改革与创新是一项系统工程，也是一个世界性的课题。本文坚持理论联系实际，立足于制度创新，立足于我国高等教育改革与创新的实践，对我国高等教育体制、高等学校内部管理体制、高等学校的教育教学及科技工作的改革与创新等问题进行了系统的研究。对构建高等教育体制的基本框架及运行机制，构建高等教育体系立交桥，对高等学校进行合理分层及实行分层管理分类指导，改革高等学校招生制度，建立现代大学制度，构建高等学校内部用人与分配上的竞争与激励机制，构建高等学校贫困生资助体系，构建高等学校质量保证与控制体系，构建高等学校科技创新体系和有效的运行机制等重点问题进行了积极的探索。在此基础上，归纳形成了五点基本结论和十点政策建议。更多还原

【Abstract】 Higher Education and the system of science and technology innovation constitute the base and principal part of our nation proper strategy by science and education. By the instruction of Marxist newly social development theory, scientific-technological innovation theory, higher education and economic social reformation and developmental theory, the thesis analyzes the experience and lessons of higher education in other countries. By reference of their experience, the author systematically explores higher education and innovation in our country.From the inner relationship between higher education and science and technology innovation, the thesis firstly analyzes the gigantic promotion to economy and society by science and technology innovation, and discloses the basic rule, that is, social development calls for science and technology innovation, and the latter calls for higher education innovation. They motive, accelerate and develop harmoniously each other. The author especially gives prominence to the strong requirement of innovation to higher education reformation.Higher education reformation and innovation is a systematic and global engineer. The thesis insists on combination theory with practice. On the basis of system innovation and the practice of our higher education reformation and innovation, the thesis systematically studies the higher education system of our country, inner administrative system, teaching and researching reformation and innovation in high school, etc. Also the author actively investigates the construction of basic framework of higher education system and its operation system, construction the crossroads of higher education system, the administration and delamination of high school with reason, the reformation of recruit students system, establishment of modern university system, construction of the competition and inspiration mechanism of employment and distribution, construction of supporting system of poor students, quality guarantee and commandment system, science and technology innovation system and effectively operation system, etc. Based on the above, the author forms five conclusions and ten policy advices.更多还原
