21世纪初中国农民职业教育研究
Study on Chinese Farmers’ Vocational Education at the Beginning of the Twenty-first Century

【摘要】 随着我国社会主义现代化进程的加快,农民问题愈来愈受到理论界的关注和研究。本文以 21 世纪初我国国民经济和社会发展为背景,针对农业经济和农村社会发展中的突出问题,以农民教育为着眼点,以农民职业教育为研究对象,通过深入调查,研究现阶段农民的基本状况、农民对职业教育的需求特点、政府及社会的农民职业教育供给,以此把握和分析农民职业教育的供求矛盾;充分运用教育学、经济学和社会学的方法,探索农民职业教育的理论依据和教学过程基本规律,提出农民职业教育的概念、目标,并着力进行农民职业教育体系的创新,构建出政府、社会、民间全面参与,以促进农民致富、农业经济繁荣和农村社会全面进步为目标的多形式、多层次的职业教育体系新框架;继而对农民职业教育施教模式的影响因素进行分析,提出了 5 种行之有效的施教模式;研究了农民职业教育制度保障系统,并重点分析了投资保障的现状,提出了加强和完善投资保障的建议。全文共七章。第一章:主要阐述了论文的立题背景和依据、研究的目的与意义,综述了国内外有关农民职业教育研究状况,说明了论文的创新之处。开宗明义,表达研究的基本思路。第二章:通过大量的文献资料和调研数据,论述了现阶段中国国民经济的基本状况和发展目标,重点阐述了农民、农村、农业发展的基本特征,以及对农民职业教育提出的新要求;对农民的经济状况、文化素质、职业变化等进行了比较细致的分析,弄清了农民职业教育研究主体的基本特征。第三章:以教育学、经济学、社会学基本理论为指导,系统阐述了农民概念的演化、发展,阐释了农民概念的内涵、农民职业教育的内涵和目标,论述了马克思主义关于人的全面发展理论、人力资本学说以及社会可持续发展学说等农民职业教育的理论基<WP=5>II 21 世纪初中国农民职业教育研究础,并针对农民职业教育的过程的特殊性,探讨了教学过程的基本要素、特点和规律。本章从多学科交叉研究的视角,创新性地论述了农民、农民职业教育的基本概念,提出了农民职业教育就是对具备有一定文化基础的农民施行的以农业生产为基础的各类相关职业需要的专门知识、技能以及相应职业道德的教育,提出了农民职业教育的目标和内容是包括生产教育、生活教育、生态教育在内的大职业教育观点,并由此构建了农民职业教育创新的理论基础和目标框架。第四章:以大量、丰富而可靠的调研资料为基础,梳理了我国农民对职业教育的需求倾向和特征,包括需求的类型结构、层次结构和教育教学组织形式等,总结归纳了现阶段国家、社会组织的教育供给状况,理清了教育供需矛盾,明确了教育改革的重点和目标。本章把经济学中的供求关系研究运用到教育现状实证研究中,准确、有效地把握了农民职业教育的供求矛盾。第五章:站在理论研究和现实研究的基础上,以农民职业教育的内涵和目标为出发点,系统论述了新阶段农民职业教育的构成体系、体系创新的原则和基本思路、各子体系的基本要素和创新途径;提出了政府、社会、民间全面参与,以促进农民致富、农业经济繁荣和农村社会全面进步为目标的多形式、多层次的职业教育体系框架。第六章:提出了农民职业教育的施教模式的概念,对其构成要素进行了系统分析,并结合农民职业教育的成功经验,提出了 5 种典型的农民职业教育施教模式。第七章:简要论述了农民职业教育制度保障系统的主要因素及其改进思路,重点分析了投资保障的成效、存在问题,提出了改善农民职业教育的投资保障的建议。
【Abstract】 With the acceleration of China’s socialism modernization, the issue of farmers is gaining inconcern and study from all fields of theory. Set against China’s national economy and socialdevelopment at the beginning of the 21st century, directed at the remarkable problems inagricultural economy and social development in rural areas, with farmers’ education in mind andtheir vocational education as the study object, this paper studies the present situation of farmers,the characteristics of their requirement of vocational education, the provision of vocationaleducation by governments and society to farmers after in-depth investigation, so as to grasp andanalyze the paradox between the supply and demand of farmers’ vocational education; by applyingpedagogy, economics and sociology, to explore the theoretical foundation and the basic teachingprinciples, put forward the concept and objective of farmers’ vocational education, innovate theeducation system by establishing a new system of multi-form and multi-stratification in vocationaleducation, with the participation of the government, society and non-governmental forces and thegoal of enabling farmers to become rich, flourishing agricultural economy and promoting generalimprovement of rural society. Next, it brings forth 5 effective teaching patterns after analyzing theaffecting factors, and proposes to strengthen and perfect the system of investment based on theanalysis of the investment system in vocational education practice. At the end of the paper, acomparison and contrast is made between China’s education movement in rural areas in the earlytwentieth century and farmers’ education status in developed countries so as to broaden study viewand acquire experience. This paper contains eight chapters. Chapter 1expounds the basic idea of the study, including the background and the basis, studypurpose and significance, and studies farmers’ vocational education at home and abroad and theoriginality of the paper. Chapter 2 discusses the present basic situation and development objective of China’s nationaleconomy, the characteristics of farmers, countryside and agricultural development in particular,through a large number of literature, material and investigation data. It comes up with newrequirements on farmers’ vocational education, and, after meticulous analysis of the changes infarmers’ finance, educational level and profession, clarifies the basic condition of the subject -farmer and confirms the study subject of farmers’ vocational pedagogy. Chapter 3 discusses systematically the revolution and development of farmers’ ideas underthe guidance of pedagogy, economics and sociology and clarifies the concept of farmer, thecontent and objective of their vocational education. It also discusses the theoretical basis of thevocational education, including theory of Marxist education, human capital and social sustainable<WP=7>development, and the basic teaching factors, features and laws according to the peculiarity of thevocational education process. With the perspective of interdisciplinary research, basic concepts on farmers and farmers’vocational education is elaborated; educational viewpoints on vocation with “production education,life education and ecological education” as the objective for farmers’ education has been putforward; theoretical basis and objective for innovation in farmers’ vocational education has beenconstructed and at the same time, educational and teaching activities for farmers can be effectivelyguided and promoted by systematic analysis on farmers’ vocational education.
