产业转移与欠发达区域经济现代化

【摘要】 产业转移是产业由一个区域转移到另一个区域的经济现象，是经济规律与空间规律共同作用的结果，对于欠发达区域而言，是推动其经济现代化重要的外在变量。本文在前人诸多相关研究成果的基础上，以欠发达区域实现经济现代化为目标，以产业转移与欠发达区域经济现代化的关系为主线，从经济地理学与经济学学科交叉融合的特定视角，按照“宏观（区域）——中观（产业）——微观（企业）——制度环境（政府）”这一思路，对产业转移的空间机制、经济机制、行为机制、制度环境机制进行了深入研究，初步构建了欠发达区域通过产业转移承接推进经济现代化问题研究的理论体系。 全文共分引言、正文和理论总结三部分： 引言部分以实现区域经济现代化作为研究背景，指出在区域经济非均衡发展的现实背景下，产业转移承接是欠发达区域实现“追赶型”经济现代化的重要途径。同时，根据国内外关于产业转移问题的研究现状，以及我国特别是中西部地区经济发展现状，强调了本文研究的基本目标和理论、实践意义。在此基础上，明确了本文的研究方法与手段、研究思路、研究定位。 正文部分包括五章内容，基本上遵循了从理论到实证的研究思路与研究过程： 第一章是产业转移的空间机制分析。从单一区域空间演进规律和区域间相互作用规律研究入手，分析了区域经济现代化的内部性与外部性特征，据此提出产业转移是区域间相互作用的一种重要的外在表现形式，并从空间这一宏观层面上，提出欠发达区域以产业转移为手段推进区域经济现代化的空间策略。 第二章是产业转移的经济机制分析。从产业转移和地域分工、区际贸易研究的理论基础 — 比较优势理论的分析入手，剖析了比较优势理论的合理性、存在的问题，以比较优势理论为基础分析了产业转移的经济动因，据此对区域主导产业的演变规律和区域间主导产业的转移规律进行了分析，并从产业这一中观层面上，提出了欠发达区域以产业转移为手段推进区域经济现代化的产业策略。 <WP=5> 第三章是产业转移的行为机制分析。市场经济条件下企业（跨国公司）是产业转移的行为主体，在对企业跨国经营行为的产生背景、发展现状进行分析的基础上，对跨国公司对外直接投资的动机及投资区位指向进行了研究，并从企业这一微观层面上，提出了欠发达地区以产业转移为手段推进区域经济现代化的企业策略。 第四章是产业转移的制度环境机制分析。通过对区域经济发展中政府干预问题的理论与实践分析，认为承接产业转移过程中的政府作用主要体现在如何通过市场机制促进产业转移，并对产业转移过程中政府作用的原则、方式、内容进行了分析。在此基础上，从制度环境这一外部影响因素层面，提出了欠发达区域以产业转移为手段推进区域经济现代化的制度环境策略。 第五章是吉林省产业转移承接优化策略研究。主要是对上述理论研究成果的运用，通过对吉林省经济发展现状、存在问题、未来发展趋势的分析，分别从空间、产业、企业和政府四个层面提出吉林省产业转移承接的优化对策。 理论总结部分通过对全文关于产业转移问题研究的理论归纳与总结，提炼出本文的基本结论与创新性结论；通过对学科和相关研究领域的认识，概括出本文可能做出的贡献；同时还对论文中的不足之处进行了自我检查。更多还原

【Abstract】 Industrial transfer is a kind of economic phenomena for industry from one place to another, which results from the interactions between economy principles and space principles. For less-developed areas, it is an external force to promote economy development. Based on the work of the former researchers and the relation of industrial transfer and the development of those areas, with the aim of realizing the modernization of less-developed areas, this paper, form the viewpoint of intersecting between economic geography and economics, following the stream of “macrocosm (areas)—middle-scope (industry)—microcosm (enterprise)—system environment (government)”, gives a deep research to the space mechanism, economy mechanism, behavior mechanism and system environment mechanism of the industry transfer and puts up basically the theoretical system for the issue of modernization of less-developed areas from the industrial transfer. There are three parts of this paper: introduction, paper text, and conclusion. Introduction: With the background of modernization of region economy, it is pointed out that: at the background of non-equilibrium development of the region economy, industrial transfer is an important method for these areas to realize economy modernization. At the same time, according to the progress of the research on the issue of industrial transfer and the situation of the economy development of mid-west area, I point out the aim of this paper and its both theoretical and practical significance. On this basement, I indicate the researching methods, theory stream and researching direction. Text: includes five chapters, by the sequence from theory to demonstration. The first chapter: The analysis of space mechanism of industrial transfer. From the single region space evolvement principle and the interaction principle between different regions, it analyzes the internal and external properties of regional economy modernization. Based on this analysis, it pointed out that industrial transfer is an important external behaving formation of interactions between different regions. Then, a space strategy is put forward from the macrocosmic degree to realize the regional economy modernization by industry transfer in less-developed areas. The second chapter: The analysis of economy mechanism of industrial <WP=7>transfer. From the analysis of the theory of comparative dominance, the rationality of this theory has been pointed out as well as its problem. Based on this theory, it analyzes the economic driving factor of industrial transfer and the evolvement principle of dominant industry both in one region and between different regions. Form the middle-scope of industry, a industry strategy is put forward from the middle degree to realize the regional economy modernization by industrial transfer in less-developed areas. The third chapter: The analysis of behaving mechanism of industrial transfer. Under market economy corporations (multi-national corporations) are the main body of this kind of behaving. Based on the analysis of the procreant background and the developing actuality of multi-national corporations’ working behavior, the paper studies the motive of the multi-national corporations’ direct investment and the directing of investing regions. Then, a corresponding strategy is put forward from the microcosmic degree to realize the regional economy modernization by industrial transfer in lsee-developed regions. The forth chapter: The analysis of system environment mechanism of industrial transfer. From the analysis of theory and realization of government intervening during the development of regional economy, the paper proves that government boosts industrial transfer through market mechanism during the process of industrial transfer, and analyzes the principle, manner and content of government actions. Then, a corresponding strategy is put forward from system environment degree to realize the regional economy modernization by industry transfer in less-developed regions. The fifth ch更多还原
