【摘要】 农机作业委托是 20 世纪 30 年代以来在发达国家兴起的一种现代化农机生产经营组织方式，从 20 世纪 80 年代开始我国部分地区农村纷纷开始了农机作业委托的实践和探索。农机作业委托的兴起和发展，对于加速我国农业发展、实现农业现代化、全面振兴农村经济，具有极为重要的历史意义和现实意义。因而，对农机作业委托的研究是关系到传统农业向现代农业迈进以及农村经济改革与发展的重大战略问题，这一课题已经成为目前理论界研究的热点问题。本文以教育部高等学校博士学科点专项科研基金项目《农机作业委托市场系统分析理论及实证研究》为依托，以相关经济理论和定量分析方法为基础，以小麦跨区机械化收割的发展过程为实践背景，试图从理论研究和定量分析两个方面探讨农机作业委托的发展机理，以期对我国农机作业委托发展提出建设性建议。论文的主要研究工作和结论可以概括为：1. 我国农机经营体制变迁及其对农机作业委托发展的要求由于全国各地区经济条件的差异，装备水平、经济管理水平的不同，农机出现了国家、集体、个人多种所有制和多行业、多层次的经营管理形式。农机经营体制应与农村生产力和农村经济发展水平相适应，以提高经济效益为中心，有利于新技术在农业生产上的应用及自身积累。农机经营体制也要向专业化经营发展，开展专业性、社会化服务。农机作业委托正是实现农机经营体制第三次创新的新的农机经营形式，必将促进我国农业机械化的发展和农业生产力水平的提高。2. 农机作业委托在我国的起源、发展及其对我国农业机械化发展的影响小麦跨区机械化收割是我国农机作业委托这种农机经营形式的起源。从近几年的实践上看，它走出了一条有中国特色的农业机械化发展道路，是农 88<WP=103>摘要业机械化社会化、市场化发展的有益探索，取得了很大的成绩。它是一种新的农业机械化经营模式，具有巨大的发展潜力，正在逐步形成一个新的产业。我国目前农机作业委托还处于起步阶段，在组织形式和组织体系等方面都存在许多问题，主要集中在农机作业委托市场机制的建立方面。 本文通过对农机作业委托对我国农业机械化发展的影响的分析，提出农机作业委托将对农业生产资料市场化配置起重要影响作用；农机作业委托这种组织形式是适应农业现代化要求的农机经营体制；农机作业委托能促进我国农机制造行业迅速发展；农机作业委托将改变我国农业机械化的发展方向。 3. 影响我国农机作业委托因素分析 本文根据实地调查的资料和数据，通过进行系统分析和诊断，运用 TN 法建立了影响我国农机作业委托因素分析模型，应用 DEMATEL 方法，通过分析得到如下结论：地区经济发展水平是农机作业委托发展的最重要影响因素；社会经济环境类因素是影响农机作业委托市场形成与发展的最重要因素。 4. 农机作业委托契约机制研究 通过对农机作业委托利益主体行为的二阶段动态博弈分析和完善契约机制下农机作业委托利益主体行为的动态博弈分析得出农机作业委托的推进急需建立完善契约约束机制。 通过对农户实施契约约束行为与中介人（组织）的“机会主义”行为的博弈分析，可以得出这样的结论：农户对中介人（组织）的“偷懒”、机会主义行为惩罚越重，中介人（组织）在为农户提供农机作业委托过程中产生“偷懒”、机会主义行为的概率就越小；农户对中介人（组织）实施契约约束的成本越高，中介人（组织）采取“偷懒”、机会主义行为的概率越大。 通过对契约约束不力条件下中介人（组织）与农户的契约模型分析和中介人（组织）与农机户的契约模型分析我们得到了这样的结论，即在农机作业委托契约约束不利条件下，如果要使契约得以履行，必须要加强和完善法治建设。 5. 农机作业委托系统中介人问题研究 中介人的选择是农机作业委托市场化问题的关键。通过对这两种委托——代理关系中两种中介人的性质和代理人的激励机制问题的分析得到这样的结论：农村中有名望的人为中介人，可以通过没有高额协调成本和监督成本 89<WP=104>摘要的声誉激励机制和以合同的形式的利益机制来激励中介人为农户和农机户工作的积极性。根据中介人（组织）与农户之间的关系建立博弈模型分析得出这样结论：是中介人（组织）推动了农机作业委托在我国的发展，要促进农机作业委托的发展就必须有更多的中介人（组织）。作为政府各级农机管理部门必须采取各种措施鼓励中介人（组织）的发展，这样才能促进农机作业委托的发展。在农机作业委托中介人（组织）发育的途径选择问题上，作者主张在农机作业委托中介人（组织）发育中应当结合实际情况，以诱致性变迁为主，以强制性变迁为补充，并设计合适的机制，使该中介人（组织）的发育能够沿着诱导性制度变迁路径进入良性循环。并提出了促进农机作业委托中介人（组织）发育的若干建议。6. 政府在农机作业委托制度创新中的作用本文在对各级政府和农机管理部门为促进农机作业委托的发展主要采取的措施的分析的基础上，提出了农机作业委托进程更多还原

【Abstract】 Contract Hire System of Agricultural Machinery (CHS) is a sort of producingand managing mode that developed country raises since 30’s of the 20th century.Our country starts practice and research of CHS one after another since 80’s of the20th century. The rising and development of CHS have a very importantsignificance to the development of agriculture, modernization of agriculture,prospering rural economics. Research of CHS is an important tactic issue ofchanging from traditional agriculture to modern agriculture and reform anddevelopment of rural economics. This question for discussion has already becomethe focus of theory now. The research results with the doctor fund item of ministry of education《 Thesystemic analysis theory and positive research of the market of CHS》and bases onthe correlative economic theory and quantitative analysis ,backs on thedevelopment course of the cross-zone mechanized harvest of wheat ,tries to studythe developmental mechanism with both the theory study and quantitative analysis,in order to put forward a few of constructive suggestions to the CHS’sdevelopment in our country. The main study and conclusion is followed: 1. The management system innovation of agricultural mechanization and therequest of the CHS’s development in our country. Because of the diversity of the economic conditions, the differences of theequipment level and the level of economic management of different zones, a fewof modes have appeared about the management of CHS, such as the ownership ofcountry, of collectivity and of individual etc. At the same time, the different formsof management have appeared, for instance, the form that crosses several 91<WP=106>Abstractindustries and arrangements. The management system of CHS should accord to theproductivity level and the level of economic development of rural. It shouldconcentrate on the enhancement of the economic benefit, avail the use of newtechnique and accumulate by itself. The change of management system of CHSshould also towards specialization, develops the service of specialization andsocialization etc. CHS is just the new management system of carrying out the thirdinnovation of the management system of agriculture machinery; it will acceleratethe mechanization of agriculture and develop the level of productivity. 2. The origin and development of CHS in our country and its affect to thedevelopment of our country’s mechanization of agriculture. The cross-zone mechanized harvest of wheat is the origin of our country’sCHS. So far as the practice of these years, it has formed the inimitablecharacteristic of China, and it was the profitable explore of the socialization and beinclining to market of the mechanization of agriculture. It is a new managementmode of mechanization of farming, so it has enormous potential, and has beingformed a new industry. At present, the CHS of our country has just started; thereare still some problems in the form and system, which mainly focus on setting upthe market system of CHS. This paper put forwards the CHS’s tremendous effect on rationally deployingthe resources of production by analyzing its effect on the development ofmechanization of agriculture in our country. The form of CHS fits on the requestof modernization. And it will accelerate the development of the manufacture ofagriculture machinery. Also, it will change the developing direction of ourcountry’s mechanization of agriculture. 3. Establishing the factor analysis model about the effect on the CHS ofChina by the method of TN. This paper established the factor analysis model about the effect on the CHSof China by use of both data and information coming from field survey, and theanalysis and diagnoses of the system.
