【摘要】 “科学技术是第一生产力”。高科技产业带动结构调整和经济持续快速增长已成为全世界经济发展的大趋势和新潮流，是一个国家或地区核心竞争力的重要标志。研究高新技术产业发展具有很重要的现实意义。虽然国内外学者对高新技术产业发展问题已有大量研究成果，但从宏观层面，定量研究我国高新技术产业的理论和实证仍缺乏系统性研究。联系实际，本文对高新技术产业发展的综合评价问题从理论和实证两个方面进行了较为深入的综合性研究。全文包括绪论共八章。主要研究内容可概括为如下几个方面。1.理论上对高新技术产业发展做了初步探讨。提出了高新技术产业发展的生态环境是产业集群的观点。提出了集群度的概念，给出了高新技术产业集群水平的评价指标体系。还对波特的钻石模型进行了改造，分析了高新技术产业发展的主要影响因素。2.对我国高新技术产业的发展水平进行了实证分析。在以往评价的基础上，采用了动态指标，提出了发展度的概念，构造了高新技术产业发展水平的综合评价指标体系。应用因子分析和聚类分析方法，定量分析了我国及国内各省、市、区高新技术产业发展水平。评价结果表明，我国高新技术产业发展状态处于初级阶段，除发展速度较快外，投入、产出和效益均较低，国内地区的发展状况表现为区域发展的不均衡性。3.采用数据包络分析法，对我国现阶段高新技术产业投入产出效率进行了深入研究。评价结果显示，“九五”期间投入产出的效率有所提高，但国内发展水平较好的省市区往往表现为投入产出效率偏低的特征。4.从产业集群角度，探讨了高新技术产业集群与高新技术产业发展之间的关系。得出了投入产出效率较低的省市就是集群优势度不明显的结论，并提出了发展高新技术产业，可以从发展高新技术产业集群的角度来着力的思路。5.根据评价结果，给出了促进我国高新技术产业发展的对策建议。更多还原

【Abstract】 “Science and technology is primary production power”. That hi-tech industry brings about adjustment of economic structure , rapid and continuous growth of economic is general and new trend of world economic development, It is an important symbol of core contest in a country or region. It is very important and practical to study development of hi-tech industry.Though the domestic and international scholars have already had a large amount of researching results to the question of development of hi-tech industry, yet the quantitative theory and demonstration analysis about study of development of hi-tech industry are lack of integrate research. In matter of fact, this text goes on a deep and comparatively comprehensive study from theory and demonstration analysis about the comprehensive evaluation of hi-tech industry development. Including the introduction the full text adds up to eight chapters. The main research contents can be summarized as the following several respects:1. Elementary discusses on development of hi-tech industry from theory. It puts forward the idea that the ecology environment of development of hi-tech industry is industrial cluster. It puts forward the concept of degree of industry cluster too, Then it gives an evaluating index system about development level of industry cluster. At last it analyzes the main influencing factors about development of hi-tech industry after rebuilding Porter’s Diamond Model.2. Demonstration analysis about development level of hi-tech industry in our country. This text builds an integrated evaluation index system about the development level of hi-tech industry when using dynamic indexes and putting forward the concept of degree of development on the basis of before. With quantitative way it analyzes development of hi-tech industry in our country and its province level regions with Factor Analysis and Cluster Analysis. Input, output and benefit indexes being lower beside the speed is higher, the results show that the developing station in our country is primary . In the meantime it is discrepancy in some regions of our country . <WP=5>3.Deep research on efficiencies of input-output of hi-tech industry in our country with Data envelopment Analysis now. The result displays that the efficiencies of input-output have improved in ‘Nine-Five’ period in China, But the efficiency is always on the low side in well-developed province level regions. 4.This text researches the relations between industrial cluster and development of hi-tech industry from industrial cluster. The result is that the province level regions, which efficiencies of input-output of hi-tech industry is better, is one which advantage degree of industrial cluster is lower. According to this it brings forward the path to development of hi-tech industry may focus on industrial cluster.5. According to results above, the text gives countermeasures and suggestions on accelerating development of hi-tech industry in our country.更多还原
