【摘要】 江苏沿海滩涂开发具有悠久的历史，1995年江苏省委、省政府提出建设“海上苏东”发展战略以后，加速了对沿海滩涂的开发利用。市场化的开发投资方式，给江苏省带来巨大的经济效益，也为社会提供了大量的就业岗位。同时江苏沿海滩涂开发也存在观念滞后、资金投入不足、管理体制不顺、缺乏名优产品等问题。本文从系统工程理论、可持续发展理论和国内外滩涂开发与保护等方面进行文献综述，现有的研究未能将可持续发展的价值观应用到滩涂开发与环境的保护中，因此，迫切需要进行江苏沿海滩涂开发、保护与可持续发展研究。 论文从研究江苏沿海滩涂的淤蚀规律着手，分析了江苏沿海滩涂围垦的历史、现状及未来发展方向，为滩涂开发、保护与可持续发展研究奠定基础。 论文对荷兰、日本、韩国等国的海涂开发和鲁浙粤闽四省海涂开发进行分析，得出可供借鉴的经验。国外利用海涂优越的地理环境，充分利用海洋优势，在沿海地区建立起比较完善的工业、服务业体系和游乐设施，发展外向型经济。国内四省滩涂开发与保护的实践经验可归结为：因时制宜，因地制宜、因势制宜，综合利用滩涂资源；科技兴海，建设“海上强省”；优化产业结构，对海洋开发进行法制化、规范化。 滩涂开发与国民经济发展具有互动作用，一方面，滩涂开发促进沿海地区国民经济持续快速发展，另一方面，国民经济发展也增加了对沿海滩涂开发的需求。论文从区位经济理论、产业经济理论和可持续发展理论三个方面对滩涂开发与保护进行研究，从宏观分析方法、中观分析方法和微观分析方法三个方面进一步拓展沿海滩涂可持续发展的研究方法和研究领域。 论文对江苏沿海滩涂的可持续发展进行实证分析与研究。在分析江苏省沿海滩涂开发与保护的内部条件和外部环境的基础上，构建江苏沿海滩涂开发与保护可持续发展的战略体系，提出江苏省沿海滩涂可持续发展的外部目标(包括社会目标、经济目标、环境目标)和内部目标(包括组织战略目标、人力资源战略目标、技术开发战略目标和财务战略目标)，从江苏沿海滩涂开发与保护可持续发展的实施主体、要素保障、政策需求、动态管理等方面提出了政策保障措施。更多还原

【Abstract】 The exploitation of Jiang-su coastal mud Sat has witnessed a long history. In 1995 the provincial party committee and government of Jiang-su made a developmental strategy of building a "Jiang-su on Sea" which stimulated the exploitation and utilization of the coastal mud flat. The marketed investment has brought not only great economic benefits but also a large number of jobs. Meanwhile, there still exist some unfavorable aspects as follows: outdated ideas, insufficient investment, poor managerial systems, few qualified brand products, etc. This dissertation offers a document survey on the systematic engineering theory, the Sustainable development theory and the exploitation and protection of home and oversea mud flat. The present research has not applied the idea of sustainable development to the exploitation of mud flat and the environmental protection, so it is urgent to do research on the exploitation; protection, and sustainable development of Jiang-su coastal mud flatThis dissertation provides the analysis of the mud flat development in Holland, Japan, Korea and China’s Shan-dong, Zhe-jiang, Guang-dong, and Fu-jian, and examines the available experience for the reference. Some foreign countries which have made good use of the geographic environment of mud flat and the marineadvantages ’have’’.established good’ industrial’. and service systems and entertainment installation. Experience from domestic exploitation and protection of mud flat in four provinces can be concluded as follows: suit measures to different conditions in terms of time, place, arid situation, and comprehensively utilize mud flat resources; make good use of technology to build a "strong province on sea"; upgrade the industrial structure and make the exploitation of oceans legalized and standardized.The exploitation of mud flat is interacting with the national economy. On the one hand, the development of mud flat strengthens fast and steady growth of national economy in coastal areas. On the other hand, the national economic growth increases the demand of the mud flat exploitation. This dissertation offers the research on the development and protection of mud flat in the view of the position economic theory, the industrial economic theory, and the sustainable development theory. The research approach and field of the sustainable development of the coastal mud flat are broadened due to the macro, mid-sighted, and micro analyses.This dissertation provides quantitative analysis of the sustainable development of Jiang-Su coastal mud flat Under the discussion of the inner and outer environments for the development and protection of Jiang-Su coastal mud flat, the strategic system of sustainable development is established. This dissertation develops some outer goals (including social, economic, and environmental goals) and inner objectives (including the organization strategy, human resource strategy, technological development strategy and financial strategy) for the sustainable development of Jiang-Su coastal mud flat, and also provides some political measures to ensure the implementation subjects, key elements of guarantee, policy demand, and dynamic management for the sustainable development of the exploitation and protection of Jiang-Su coastal mud flat.Index terms: mud flat, sustainable development, dynamic management.更多还原
