人力资本视角下的国有外贸企业制度创新

【摘要】 国有外贸企业的改革发展问题并不是一个新的话题 因为曾经风光一时的国 有外贸企业逐步步入困境 这一问题已经引起了较多的关注 从理论和实践上来 看 无论是国有外贸企业的集团化改革 综合商社化 规模经营 资本经营 还 是国有外贸企业的承包经营责任制改革与股份制改革 都没有取得实效 这就要 求从理论和实 践的角度作出创新 寻找新的切入点 以推动国有外贸企业的改革 帮助其走出困境 中国改革开放以来 国有外贸企业也面临着更多的挑战与竞争 尤其是在经 济全球化和中国已经加入 WTO 的背景下 发展对外经济对于中国经济而言具有 越来越重要的意义 因此 本文的选题在理论和实践方面都具有特别重要的意义 除导论之外 全文共分为五章 第一章归纳了目前理论界和实际工作部门对 国有外贸企业问题及改革对策的分析 并说明了从人力资本产权角度研究国有外 贸企业制度创新问题的必然性 第二章对人力资本理论及其思想渊源进行回顾 第三章分析了人 力资本产权与企业制度安排之间的关系 第四章对中国国有外贸 企业的制度创新问题展开了实证研究 指出了国有外贸企业的人力资本属性特 点 以及改革的切入点应该是人力资本产权 第五章对国有外贸企业的人力资本 产权制度创新给出了一些对策建议 本文的可取之处首先在于 文章从人力资本产权的角度来研究国有外贸企业 的制度创新问题 开辟了一个新的研究视角 其次 文章对国有外贸企业的人力 资本层次性问题进行了分析 另外 针对目前存在的国有外贸企业应该从竞争性 领域退出这一观点 本文提出 我们可以结合国有股减持来推进人力资本产权制 度创新 但同时 国有外贸企业在一定时期内仍有其存在的必要性 由于从人力资本产权角度对国有外贸企业制度创新问题展开研究的尝试性 以及作者能力方面的局限 文章仍有很多的不足之处 这些都是有待于进一步研 究的内容
【Abstract】 The development of the state - owned foreign trade enterprise is not a new topic. Great attention has been paid to the problems facing the state - owned foreign trade enterprise. Such reforms as responsibility system and the joint stock system failed. So finding the new ways is necessary to promote the reform of the state - owned foreign trade enterprise both in t heory and in practice. Since the reforming and opening, especially in the background of economic globalization and entering the WTO, the foreign trade in China develop s quickly. And promoting the reforming of the state - owned foreign trade enterprise is very important to us. Therefore, the topic of this dissertation is meaningful both in theory and in practice. In addition to the profile, the essay is divided into five chapters. The first chapter generalizes the existing researches about the problems and reform project of the state - owned foreign trade enterprise and puts forward the necessity of realizing the institution innovation of the state - owned foreign trade enterprise f rom the viewpoint of human capital property right . The second chapter dates back to the theories original. The third chapter analyzes the relationship between the human capital property right and the institution of the enterprise. The fourth chapter gives some positive researches about the issue of the institution innovation of th e state - owned foreign trade enterprise and points out the approach to institution innovation of the state - owned foreign trade enterprise is the human capital property right. The last chapter gives some suggestions on how to promoting the institution innova tion of the state - owned foreign trade enterprise f rom the viewpoint of human capital property right . The thesis has the following innovative points: Firstly, the thesis exceeds the common analyses and description of the institution innovation of the state - owned foreign trade enterprise. I t probes into the essences f rom the viewpoint of human capital property right . Secondly, the thesis analyzes the different level of the human capital property right in the state - owned foreign trade enterprise. In addition, aiming at the popular view that the state - owned foreign trade enterprise should withdraw from the foreign trade, the article argues that we should realize the institution innovation of the state - owned foreign trade enterprise f rom the viewpoint of human ca pital property right. Meanwhile, there is necessary for the state - owned foreign trade enterprise to be exit in a long run. 12<WP=6> To research the institution innovation of the state - owned foreign trade enterprise from the view of human capital property right is a hard job and my ability is limited, there must be some limitations of the essay. I should study deeper for some fields and gain more achievements.
