【摘要】 为了推动我国篮球运动的发展，使中国篮球运动的发展纳入有序化和科学化的轨道，迅速提高我国篮球运动的竞技水平，力争在奥运会上取得优异成绩，需要在实践的基础上，从理论的层面对中国竞技篮球发展进行深入、系统的研究，以把握中国篮球运动的发展方向。 本文主要运用了文献资料法、社会调查法、专家调查法、现代系统法和逻辑分析法等综合研究方法，以中国竞技篮球发展为主题，遵循发展战略的基本理论，对世界篮球运动的发展趋势、中国篮球运动的发展历程和现状等方面进行了深入的分析，并以此为基础提出中国竞技篮球发展战略的指导思想、战略目标及战略对策，构筑中国竞技篮球发展战略理论体系，为中国篮球运动的发展提供理论依据。 研究结果： 1．发展战略是指一个主体(可以是一个国家、一个地区、一个部门等)在争取从相对落后的状态向相对先进的状态转变的过程中所做的全局性的、长远的运筹和谋划。它包括战略指导思想、战略目标、战略重点、战略阶段和战略对策五个基本要素，其中，战略指导思想是整个战略的灵魂，战略目标是一个战略的核心。 2．“战略”和“计划”、“规划”既有区别，又有联系，实践中缺一不可。“战略”规定的是组织总体的使命、长远的目标以及基本行动方针、重大措施和基本步骤，其原则性、概括性强，具有行动纲领的意义。而“计划”、“规划”则往往是对“战略”的展开、分解和具体落实行动。 3．竞技篮球的功能有：政治性、经济性、文化性、教育性和社会性功能。 4．竞技篮球发展战略是指国家篮球主管部门对竞技篮球在某一时期的发展，提出行动方针，制定出明确的目标，进而为实现这一目标的过程中所做的全局性和长远性的运筹和谋划。 5．中国竞技篮球发展战略指导思想：在党的“十六大”精神指导下，以人才培养为基础，以落实“奥运争光计划”为中心，以训练工作和竞赛体制改革为重点，以科研工作和制度建设为保障，实现中国篮球竞技水平的新突破。 6．中国竞技篮球发展战略目标：提高中国篮球运动竞技水平，继续保持亚洲领先地位，培养一支高素质的训练、竞赛组织管理人才队伍。培养出一批在科学选才和训练等方面的优秀教练员，培养出一批能够冲击世界篮球高峰的高水平运动员；形成比较完善的训练体系、竞赛体系和后备力量培养体系；实现管理制度化、规范化，训练科学化、系统化，竞赛社会化、市场化，人才选拔和培养多元化、集约化，人才结构和使用合理化，争取在奥运会篮球比赛中，比赛成绩有新的突破。 7．中国竞技篮球发展战略重点是制度建设和人才培养。 8．中国竞技篮球发展战略阶段分为近期战略(打基础和做准备阶段)、中期战略(全面和快速发展阶段)、远期战略(保持全面快速的发展阶段)三个战略阶段。 9．中国竞技篮球发展战略对策是：1)人力资源发展对策要大力加强管理人员、教练员、后备力量和裁判员队伍建设。2)在训练体系中，坚持“深入贯彻‘三从一大’的科学训练原则，打好基础，强化体能，全面、创新，百花齐放”的训练指导思想；坚持“快、准、灵、防、狠”的技战术风格；贯彻“以我为主、内外结合，以快为主、掌握节奏，以防守为主、灵活多变”的战术指导思想；建立训练监控体系，全面提高训练质量；恢复全国各级队伍的冬训和夏训，加强训练的宏观管理，保证训练的周期性和系统性。3)在竞赛体系中，加快竞赛体制改革步伐，重点建立和完善为国家队训练服务的竞赛制度，加强竞赛管理和监督。4)在保障体系中，改革管理体制和运行机制；开发篮球市场，发展篮球产业；加强国家队的科技服务和科研攻关工作；加强国家队的思想政治工作和运动员的职业道德教育；抓好反兴奋剂工作；加强运动员的文化教育工作；建立和完善目标责任制度和各种奖惩制度；建立科学合理的监督机制，加强对实施战略全过程的管理；重视媒体宣传工作。更多还原

【Abstract】 In order to promote Chinese basketball’s development, absorb it into the orbit of order and science, advance its athletic level promptly, and get excellent results in the coming Olympic games, we need to, on the base of practice, make a deep and systematic strategic research on Chinese athletic basketball’s development to hold its developing direction.Comprehensive research techniques such as document information law, social investigation law, expert investigation law, modem systematic law and logic analysis law, developing strategy’s basic theory are all adopted to make a thorough research both on world basketball’s developing tendency, and on Chinese basketball’s developing stages and its current situation. And put forward strategic guiding ideas, strategic goals and strategic countermeasures to develop Chinese basketball’s athletic level, build up its strategic theoretical system and offer main theoretical support for its development.Folio wings are major research results :1 .Developing strategy refers to a long-term plan made by a main part (can be a nation, an area or an unit etc.) in the struggle course changing from a relatively backward state to a relatively advanced stated, includes 5 basic essential factors: strategic guiding ideas, strategic goals, strategic key points, strategic stages and strategic countermeasures. Among them, strategic guiding ideas is the soul for the whole strateav, and strategicgoals is its core.2.Strategy, plan, programming have close relationship, while, they are different at the same time. All of them are necessary in practice. What strategy stipulate is organization’s general mission, long-term goals, developing direction, key points and basic action policy, significant measures and fundamental steps, it is principled, has strong generality, can be adopted as guideline. While plan or program is the spreading, decomposing and implementing of it.3.Athletic basketball has political, economic, culture, educational and social functions.4.Athletic basketball’s developing strategy refers to the action policy, definite goals, overall and systematic programs made by CBA .5.Strategic guiding ideas for Chinese athletic basketball’s development are: take our party’s spiritual guidance, set training thetalented as its basic, choose "Olympic plan" as its center, emphasis on training work and contest system’s reform, take system construction as guarantee, realize a new breakthrough.6.Chinese basketball’s developing strategic goals are: raise Chinese basketball’s athletic level with great efforts, maintain its leading position in Asia, train a high quality managing team in training and contest organization, bring up some excellent coaches in science choose, train some high level athletes who can reach the world peak; Form a perfect training system, contest system and training system for reserving talented; Realize management’s institutionalization, standardize, realize systematization, contest socialization and market melt, to realize the breakthrough in 2004 ,2008 and 2012 Olympic basketball matches.7.Key points for Chinese athletic basketball’s development is to build up systems concerned, train basketball talented in various levels.8. Chinese basketball’s developing strategic stages can be divide into; recent strategy ( basic and preparation stage ) , mid-term strategy ( overall and fast developing stage ) , forward strategy ( keep overall and fast developing stage)9.Chinese athletic basketball’s developing strategic countermeasures are: 1) for human resource countermeasures is to strengthen team construction for the management, the coach , reserve strength and the referee. 2) insist scientific training principle, form solid basis, strengthen physique. Insist the tactical style of " rapid , target , fitness, strong , defence ". Implement the tactical guiding ideology of " focus on three-point, combine inner and outer, focus on fast break, combine fast and slow, focus on defence".
