【摘要】 生态旅游是全球旅游可持续发展的重要途径之一。近年来随着旅游业的蓬勃发展，旅游环境危机也日益加重，因此，决策者和规划者越来越关注旅游环境的生态系统规划。世界各地旅游专家和其他相关专业人员广泛开展了生态旅游规划工作的研究。生态旅游系统规划研究可以提高全社会对旅游环境保护的重要意义的认识，是旅游与环境协调发展的需要，是建立生态旅游系统规划理论体系的需要，更是取得生态旅游经济效益，提高当地居民生活水平最终达到最佳社会效益的需要。 生态旅游系统由生态旅游者、生态旅游资源、生态旅游业及生态旅游环境四大要素组成，具有运转、竞争和增益三大功能；生态旅游规划是以生态旅游系统为规划对象，具有整体性、协调性、层次性和可控性等特点，规划的实质是考虑整个生态旅游系统的运行。本文通过对国外旅游规划主要理论的简要分析，归纳出生态旅游规划理论结构框架，同时，在分析了生态旅游规划相关基础理论的前提下，创建了生态旅游系统规划体系，提出了生态旅游系统规划程序，总结了生态旅游系统规划的原则及主要内容，诣在为生态旅游系统规划实践提供有益的参考，增强生态旅游系统规划的可操作性。 在介绍了生态旅游系统规划的原则和内容的基础上，本文对黑龙江省望奎县庙山生态旅游区做了系统规划。首先，对庙山生态旅游区现状进行了简要介绍，对该生态旅游区的资源及开发条件进行了详细评价；根据生态旅游系统规划理论研究，结合庙山生态旅游开发的资源条件，做出该区的旅游总体规划，内容包括：规划总则、生态旅游区的功能分区、景观规划、旅游项目策划及组织，特别强调了环境保护规划，另外对旅游服务设施、旅游基础设施规划，做了详细阐述，并提出组织管理与营销规划；最后，对庙山生态旅游的开发做出综合评价。希望通过此案例研究为我国生态旅游系统规划理论研究与实践操作起到抛砖引玉的作用。更多还原

【Abstract】 Ectourism is one important way to the global tourism sustainable development. Since recent years,with the vigorous development of the tourism,the crisis of tourist environment is becoming more serious. As a resent,the Ectourists and planners are paying more considerable attention to the ecology systematic planning for tour environment. From all over the world,the tourist expert and other interrelated field researchers developed intensive study on the ectourism planning work .The study to ectourism systematic planning can help people to understand more important knowing about the tourist environment portents .It is necessary not only to acquire the harmony development of the tourism and environment,but also to build the theory system of ectourism systematic planning. It is the requirement of getting more ectourism economic result and increasing local citizens level so as to get the best social benefit.It is made up of four elements of ectourism systematic such as ectourist ,ectourism resources,ectourism industry and ectourism environment ,It possesses three function of revolving,competing and increasing efficiency .The target of ectourism systematic planning is ectourism system .It have the features of entirety,harmony ,administrative levels and controlling ,the essences of ectourism systematic planning is considering the motion of whole ectourism system through the concise analyses abort the main home and abroad tourist planning theory ,the thesis summarized the ectourism planning theory construction framework. At the same time,the thesis created the system about the ectourism planning advanced the ectourism planning course,summarized the principle and main content abort the ectourist systematic planning. Aimed at preceding the benefit consult abort the ectourism system planning practice,the research enhanced the operation abort the ectourist systematic planning.On the base of introducing the principle and the content of ectourism systematic planning,the thesis made a systematic planning for Wangkui country Miaoshan ectourism regions in Heilongjiang province. First it briefly introduced the present sitration in miaoshan ectourism regions,,detailed evaluated its ectourism regions resources and development condition. According to theory research of ectourism systematic planning,combined with miaoshan ectourist development resources condition,the thesis gave its overall tourist planning,the contend included general planning rules,divided function regions to this ectourism regions,landscape plannig,plotted and organized to this tourist item,In addition,the thesis gives a detailed introduce to tour service condition and foundation base planning,and also put forward the organize management and market management planning. Last,the thesis made the synthetically assessment to miaoshan ectourism regions development. Hopping through this case studying,the thesis can make a work that cast store to obtain jade for studying on our country ectourism systematic planning theory and practice operation.更多还原
