【摘要】 林区人口承载力研究是林区经济可持续发展研究的一个重要方面，本论文利用人口学的有关理论及承载力方面的理论与研究方法，界定林区人口承载力的内涵与外延，分析黑龙江省国有林区人口承载力的现状，计算黑龙江省国有林区人口承载力水平，得出现阶段黑龙江省国有林区人口数量超过了林区人口承载力，超载部分是靠牺牲未来的利益以及降低生活水平来养活的。超载的人口导致了环境及经济条件的恶化，从而导致了林区人口承载力进一步下降。通过对影响林区人口承载能力的诸因素分析，得出林区人口承载能力主要受森林产出能力、市场需求状况、林区人口的平均收入水平和政策环境等几方面因素的影响；林区人口承载能力在具体条件下是一定的，但由于其决定因素的可变性，它又是可变的。可通过制定合理的林业扶持政策、增大森林培育投入、采用科学的森林培育方法扩大森林的面积、提高森林的质量、运用现代森林工程技术科学地开发和利用森林、合理地调整林区的产业结构、提高林产品加工的科技含量、提高森林的经济产出能力和经济产出量、增大林区居民的非林业收入等措施来有效地提高林区人口承载的能力。更多还原

【Abstract】 The study on population carrying capacity in state-owned forest region is an important aspect for sustainable development of forestry. The concerned theories and methods about population and carrying capacity are used in this dissertation to illuminate the intension and extension about population carrying capacity in state-owned forest region, to analyze the status quo and to calculate the level of population carrying capacity in Heilongjiang forest industry zone. Combined the current circumstances of Heillongjiang forest industry zone, the dissertation puts forward the conclusion that the population carrying capacity in Heilongjiang forest industry zone is much lower than that of economic scale in existence, and educes the problems that overload of population causes the reduction of resource, depravation of environment, inconvenient of economy and lower living standard, expense of future interest, etc. Therefor these problems inevitably result in a marked drop in population carrying capacity. Through factors analysis about population carrying capacity in state-owned forest region, many main influencing factors (such as production and output capacity of forest resource, supply and demand situation of market, average income level of population in state-owned forest region, policy environment etc,) are obtained. Then this dissertation estimates that the level of population carrying capacity has the different changes in different phases and conditions, although its natural condition is established and fixed. So many effective measures should be adopted to develop forest population carrying capacity. These effective measures include: (1) to increase investment of forest tending by a reasonable support policy in forestry;(2) to expand forest area and improve forest quality by the scientific methods of forest tending;(3) to develop and exploit forest resource by the modern forest engineering and technology; (4) to raise the capacity and quantity of economy output of forest resource by the rational structure of industry and the effective scientific and technological content in forest products; (5) to increase residents income from non-wood forest products in forest region ,etc更多还原
